Wildfires across western North America have increased in number and size over the past three decades, and this trend will continue in response to further warming. As a consequence, the wildland–urban interface is projected to experience substantially higher risk of climate-driven fires in the coming decades. Although many plants, animals, and ecosystem services benefit from fire, it is unknown how ecosystems will respond to increased burning and warming. Policy and management have focused primarily on specified resilience approaches aimed at resistance to wildfire and restoration of areas burned by wildfire through fire suppression and fuels management. These strategies are inadequate to address a new era of western wildfires. In contrast, policies that promote adaptive resilience to wildfire, by which people and ecosystems adjust and reorganize in response to changing fire regimes to reduce future vulnerability, are needed. Key aspects of an adaptive resilience approach are (i) recognizing that fuels reduction cannot alter regional wildfire trends; (ii) targeting fuels reduction to increase adaptation by some ecosystems and residential communities to more frequent fire; (iii) actively managing more wild and prescribed fires with a range of severities; and (iv) incentivizing and planning residential development to withstand inevitable wildfire. These strategies represent a shift in policy and management from restoring ecosystems based on historical baselines to adapting to changing fire regimes and from unsustainable defense of the wildland–urban interface to developing fire-adapted communities. We propose an approach that accepts wildfire as an inevitable catalyst of change and that promotes adaptive responses by ecosystems and residential communities to more warming and wildfire.

Wildfire and the threat it poses to society represents an example of the complex, dynamic relationship between social and ecological systems. Increasingly, wildfire adaptation is posited as a pathway to shift the approach to fire from a suppression paradigm that seeks to control fire to a paradigm that focuses on “living with” and “adapting to” wildfire. In this study, we seek insights into what it means to adapt to wildfire from a range of stakeholders whose efforts contribute to the management of wildfire. Study participants provided insights into the meaning, relevance, and use of the concept of fire adaptation as it relates to their wildfire-related activities. A key finding of this investigation suggests that social scale is of key importance in the conceptualization and understanding of adaptation for participating stakeholders. Indeed, where you stand in terms of understandings of fire adaptation depends in large part on where you sit.

Wildfire imagery reduces risk information-seeking among homeowners as property wildfire risk increases

Negative imagery of destruction may induce or inhibit action to reduce risks from climate-exacerbated hazards, such as wildfires. This has generated conflicting assumptions among experts who communicate with homeowners: half of surveyed wildfire practitioners perceive a lack of expert agreement about the effect of negative imagery (a burning house) on homeowner behavior, yet most believe negative imagery is more engaging. We tested whether this expectation matched homeowner response in the United States. In an online experiment, homeowners who viewed negative imagery reported more negative emotions but the same behavioral intentions compared to those who viewed status-quo landscape photos. In a pre-registered field experiment, homeowners who received a postcard showing negative imagery were equally likely, overall, to visit a wildfire risk webpage as those whose postcard showed a status quo photo. However, the negative imagery decreased webpage visits as homeowners’ wildfire risk increased. These results illustrate the importance of testing assumptions to encourage behavioral adaptation to climate change.

Parcel-Level Risk Affects Wildfire Outcomes: Insights from Pre-Fire Rapid Assessment Data for Homes Destroyed in 2020 East Troublesome Fire

Parcel-level risk (PLR) describes how wildfire risk varies from home to home based on characteristics that relate to likely fire behavior, the susceptibility of homes to fire, and the ability of firefighters to safely access properties. Here, we describe the WiRē Rapid Assessment (RA), a parcel-level rapid wildfire risk assessment tool designed to evaluate PLR with a small set of measures for all homes in a community. We investigate the relationship between 2019 WiRē RA data collected in the Columbine Lake community in Grand County, Colorado, and whether assessed homes were destroyed in the 2020 East Troublesome Fire. We find that the overall parcel-level risk scores, as well as many individual attributes, relate to the chance that a home was destroyed. We also find strong evidence of risk spillovers across neighboring properties. The results demonstrate that even coarsely measured RA data capture meaningful differences in wildfire risk across a community. The findings also demonstrate the importance of accounting for multiple aspects of PLR, including both hazards and susceptibility, when assessing the risk of wildfire to homes and communities. Finally, the results underscore that relatively small actions by residents before a fire can influence wildfire outcomes.

Three causes have been identified for the spiraling cost of wildfire suppression in the United States: climate change, fuel accumulation from past wildfire suppression, and development in fire-prone areas. Because little is likely to be performed to halt the effects of climate on wildfire risk, and because fuel-management budgets cannot keep pace with fuel accumulation let alone reverse it, changing the behaviors of existing and potential homeowners in fire-prone areas is the most promising approach to decreasing the cost of suppressing wildfires in the wildland–urban interface and increasing the odds of homes surviving wildfire events. Wildfire education efforts encourage homeowners to manage their property to decrease wildfire risk. Such programs may be more effective with a better understanding of the factors related to homeowners’ decisions to undertake wildfire risk–reduction actions. In this study, we measured whether homeowners had implemented 12 wildfire risk–mitigation measures in 2 Colorado Front Range counties. We found that wildfire information received from local volunteer fire departments and county wildfire specialists, as well as talking with neighbors about wildfire, were positively associated with higher levels of mitigation. Firsthand experience in the form of preparing for or undertaking an evacuation was also associated with a higher level of mitigation. Finally, homeowners who perceived higher levels of wildfire risk on their property had undertaken higher levels of wildfire-risk mitigation on their property.

Homeowners' Perspectives on the Parcel Approach to Wildland Fire Mitigation: The Role of Community Context in Two Colorado Communities

Current policy seeks to address the wildland fire problem by increasing awareness and capacity to address risk within wildland-urban interface communities. The primary recommendation for property owners facing risk is fuel reduction at the parcel level. Little is known, however, about how property owners understand and/or feel about available options. This study reveals widely held skepticism about the efficacy of the parcel approach to wildland fire mitigation in two fire-prone Colorado communities. Furthermore, it highlights the role community context plays in shaping how community members characterize the wildland fire risk they face as well as how to address the limits associated with the parcel approach to mitigation. Facilitating cooperative efforts within communities and between communities and fire and forest managers may not only increase community capacity, but also provide managers an opportunity to understand and integrate local concerns into the presentation of fire mitigation information and shift from \"one size fits all\" recommendations to programs that attend to community context.

Changing Perceptions and Actions in Response to Forest Disturbance by Mountain Pine Beetles in North Central Colorado

Forest disturbances caused by insects, pathogens, and fire continue to increasingly occur within forests across the United States and around the world. Given the dynamic nature of these forest disturbances and the role played by local residents in risk management, it is valuable to explore how the human experience, attitudes, and behaviors associated with these ecological processes may evolve over time. In this paper, we assess temporal changes in local residents’ perceptions and actions in response to the mountain pine beetle outbreak that affected large swaths of forests in north central Colorado. Through analyses of secondary and household survey data from 2007 and 2018, we note significant changes in these aspects and identify factors consistently associated with individual and community activeness. The study contributes to knowledge of dynamic socioecological considerations of forest disturbances and improves understanding of how social sciences can help to identify opportunities and barriers to effective forest ecosystem management.

Risk interdependency, social norms, and wildfire mitigation: a choice experiment

Wildfire presents a growing threat across the American West. We conducted an online choice experiment in Western Colorado to assess how social interactions affect wildfire mitigation decisions through two distinct pathways: risk interdependency (neighbors’ conditions affect perceived wildfire risk) and social norms (neighbors’ actions affect perceptions of appropriate mitigation choices). In contrast to key observational studies, we find that participants are less likely to choose to mitigate when they have more neighbors with sparse vegetation. This effect operates through the risk interdependency pathway: sparse vegetation on neighboring properties lowers participants’ wildfire risk perceptions and appears to be viewed as a substitute for one’s own mitigation actions. In this context, where neighbors are nameless and faceless, social norms do not counteract this negative effect. To reconcile this experimental result with observational studies, we discuss how both risk interdependency and social norms are influenced by geographical and social contexts and highlight how these insights can inform future research and policy action.

You vs. us: framing adaptation behavior in terms of private or social benefits

Private actions to mitigate and adapt to climate change may have benefits to both the individual and society. In some cases, an individual may be motivated by appeals that highlight benefits to others, rather than to oneself. We test whether such prosocial framing influences information-seeking behavior to address wildfire risk among homeowners. In a field experiment across ten communities in western Colorado, property owners (n = 2977) received a postcard from their local fire department highlighting the impact of risk mitigation to either “your property” (private benefits) or “our community” (social benefits). The postcard directed recipients to visit a personalized webpage on wildfire risk. Overall, 10.5% of property owners visited their personalized risk webpage. There was little difference in webpage visitation between those who received the social (11.3%) rather than the private (9.7%) benefits message (χ2 = 1.74, p = 0.19). However, response may depend on a property owner’s relationship to the community. Those who reside within the community (as opposed to out-of-town owners) or who were in an evacuation zone during a recent wildfire were more likely to visit their webpages after receiving the social benefits message. How homeowners view their contributions to shared risk and whether simple changes in messaging influence prosocial behavior can inform efforts to address climate-exacerbated hazards.

Understanding social impact from wildfires: advancing means for assessment

There is no uniform means for assessing social impact from wildland fires beyond statistics such as home loss, suppression costs and the number of residents evacuated. In this paper we argue for and provide a more comprehensive set of considerations for gauging social impact following wildfires. These expanded considerations can advance methods for determining how social impacts from wildfire are changing over time and among diverse communities affected by fire. Our preliminary considerations for social impact from wildfire are drawn from the synthesis of the literature on wildfire and other hazards. We explain how our considerations cover existing research insights and advance them by accounting for wildfire-specific impacts. Considerations are presented as a series of questions that could be answered by an assemblage of outside professionals and local key informants in an affected area for comparison and policy purposes. Those considerations could also be used to advance research questions related to wildfire exposure and impact. We discuss multiple methodological strategies for collecting and analysing data that would be needed to answer considerations presented as part of this synthesis. This includes potential methods for using those considerations to assess social impact across communities.
