Unlocking Lethal Dingo Management in Australia
Adoption by livestock producers of preventive non-lethal innovations forms a critical pathway towards human and large carnivore coexistence. However, it is impeded by factors such as socio-cultural contexts, governing institutions, and ‘perverse’ economic incentives that result in a ‘lock-in’ of lethal control of carnivores in grazing systems. In Australian rangelands, the dingo is the dominant predator in conflict with ‘graziers’ and is subjected to lethal control measures despite evidence indicating that its presence in agricultural landscapes can provide multiple benefits. Here we explore the barriers to the uptake of preventive innovations in livestock grazing through 21 in-depth interviews conducted with Australian graziers, researchers, and conservation and government representatives. Drawing on Donella Meadow’s leverage points for system change framework, we focus, primarily, on barriers in the ‘political sphere’ because they appear to form the greatest impediment to the adoption of non-lethal tools and practices. These barriers are then discussed in relation to characteristics of lock-in traps (self-reinforcement, persistence, path dependencies, and undesirability) to assess how they constrain the promotion of human–dingo coexistence.
Climate change and food security: a Sri Lankan perspective
There is growing concern in Sri Lanka over the impact of climate change, variability and extreme weather events on food production, food security and livelihoods. The link between climate change and food security has been mostly explored in relation to impacts on crop production or food availability aspects of food security, with little focus on other key dimensions, namely food access and food utilization. This review, based on available literature, adopted a food system approach to gain a wider perspective on food security issues in Sri Lanka. It points to several climate-induced issues posing challenges for food security. These issues include declining agriculture productivity, food loss along supply chains, low livelihood resilience of the rural poor and prevalence of high levels of undernourishment and child malnutrition. Our review suggests that achieving food security necessitates action beyond building climate resilient food production systems to a holistic approach that is able to ensure climate resilience of the entire food system while addressing nutritional concerns arising from impacts of climate change. Therefore, there is a pressing need to work towards a climate-smart agriculture system that will address all dimensions of food security. With the exception of productivity of a few crop species, our review demonstrates the dearth of research into climate change impacts on Sri Lanka’s food system. Further research is required to understand how changes in climate may affect other components of the food system including productivity of a wider range of food crops, livestock and fisheries, and shed light on the causal pathways of climate-induced nutritional insecurity.
Assessing the impact of sporting mega-events on the social and physical capital of communities in host cities: The gold coast 2018 commonwealth games experience
Over the past decade there has been increasing research on how sporting mega-events such as the Olympic and Commonwealth Games are developing strategies, norms and rules to govern how they impact the host nation, city and communities, and in particular their impacts on economic, social, physical, human and cultural capital. This paper addresses a gap within these interconnected fields by examining how the strategies, norms and rules used to govern a mega-event may impact the social and physical capitals of communities in the host city during and following a mega-event. These associations are revealed through a novel methodology that combines the Institutional Grammar Tool developed by Crawford and Ostrom and the Community Capitals Framework devised by Flora and Flora, to analyse policy documentation, complemented by 11 in-depth interviews on the refurbishment of the Broadbeach Lawn Bowls Club as a venue for the 2018 Commonwealth Games in the City of Gold Coast, Australia.
Application of Risk-Based, Adaptive Pathways to Climate Adaptation Planning for Public Conservation Areas in NSW, Australia
Globally, areas of high-quality wildlife habitat of significant environmental value are at risk of permanent damage from climate change. These areas represent social-ecological systems that will require increasing management intervention to maintain their biological and socio-cultural values. Managers of protected areas have begun to recognize the inevitability of ecosystem change and the need to embrace dynamic approaches to intervention. However, significant uncertainty remains about the onset and severity of some impacts, which makes planning difficult. For Indigenous communities, there are intrinsic links between cultural heritage and the conservation of place and biodiversity that need to be better integrated in protected area planning and management. In New South Wales, Australia, management of public conservation reserves and national parks is the responsibility of a State government agency, the National Parks and Wildlife Service (NPWS). This paper describes the outcomes of a participatory planning process with NPWS staff to, firstly, identify the options available, the available ‘tool kit’, to manage biodiversity and cultural heritage in protected areas; secondly, explore how the selection of management actions from the ‘tool kit’ is associated with the level of climate risk to biodiversity or cultural heritage assets; and thirdly, to understand how the form of individual management actions might adapt to changes in climate risk. Combining these three elements into a series of risk-based, adaptive pathways for conservation of biodiversity and cultural heritage is a novel approach that is currently supporting place-based planning for public conservation areas. Incorporation of the trade-offs and synergies in seeking to effectively manage these discrete but related types of values and the implications for conservation practice are discussed.
Agrifood systems knowledge exchange through Australia-Pacific circular migration schemes
Pacific Island workers contribute significantly to Australia's agriculture and food security through the Seasonal Worker Programme (SWP). Previous studies show the economic benefits of the SWP to both Australian agro-industries and Pacific workers. However, there are limited studies about the agricultural knowledge exchange that occurs via the circular migration enabled by the SWP, and the experiences of workers and employers as agricultural knowledge holders. With the SWP merged into the Pacific Australia Labour Mobility Scheme, there is an opportunity to help define how circular migration is both an economic and agricultural development policy. In this paper, we present findings from interviews with 63 workers (from Solomon Islands, Tonga, and Vanuatu) about agricultural knowledge and skills acquired and exchanged via SWP participation. We provide a discussion of opportunities for knowledge exchange in international labour mobility, and areas of future research in circular migration.
Integrated regional vulnerability assessment of government services to climate change
Purpose – This paper aims to describe the conduct and outcomes of an integrated assessment (IA) of the vulnerability to climate change of government service provision at regional scale in New South Wales, Australia. The assessment was co-designed with regional public sector managers to address their needs for an improved understanding of regional vulnerabilities to climate change and variability. Design/methodology/approach – The study used IA of climate change impacts through a complex adaptive systems approach incorporating social learning and stakeholder-led research processes. Workshops were conducted with stakeholders from NSW government agencies, state-owned corporations and local governments representing the tourism, water, primary industries, human settlements, emergency management, human health, infrastructure and natural landscapes sectors. Participants used regional socioeconomic profiling and climate projections to consider the impacts on and the need to adapt community service provision to future climate. Findings – Many sectors are currently experiencing difficulty coping with changes in regional demographics and structural adjustment in the economy. Climate change will result in further impacts on already vulnerable systems in the forms of resource conflicts between expanded human settlements, the infrastructure that supports them and the environment (particularly for water); increased energy costs; and declining agricultural production and food security. Originality/value – This paper describes the application of meta-analysis in climate change policy research and frames climate change as a problem of environmental pollution and an issue of development and social equity.
Biodiversity revisited through systems thinking
Systems thinking provides a comprehensive range of theories and methods that are useful for understanding and managing sustainability challenges. Biodiversity conservation is riddled with complex interactions between science, society and myriad interacting systems through temporal and spatial scales. This article presents a synthetic analysis of the history of systems thinking from a genealogical perspective, drawing from hard and soft systems thinking, and resilience and social-ecological systems. Using the anchor point of system leverage points and system characteristics (parameters, feedbacks, design and intent), we employ a diversity of examples to illustrate their relevance to multiple biodiversity related problems. We conclude by illustrating the opportunities for systems thinking to bridge epistemic divides with multiple biodiversity actors working towards conservation outcomes. Systems thinking can support more integrative biodiversity interventions, as they provide a pluralistic set of tools for bridging knowledges and disciplines, which can be useful to create new shared understandings of how to conserve biodiversity.
Ensuring Resilience of Natural Resources under Exposure to Extreme Climate Events
Natural resources directly support rural livelihoods and underpin much of the wealth of rural and regional Australia. Climate change manifesting as increasing frequency and or severity of extreme weather events poses a threat to sustainable management of natural resources because the recurrence of events may exceed the resilience of natural systems or the coping capacity of social systems. We report the findings of a series of participatory workshops with communities in eight discrete landscapes in South East New South Wales, Australia. The workshops focused on how natural resource management (NRM) is considered in the Prevent-Prepare-Respond-Recover emergency management cycle. We found that NRM is generally considered only in relation to the protection of life and property and not for the intrinsic value of ecosystem services that support communities. We make three recommendations to improve NRM under extreme climate events. Firstly, the support to communities offered by emergency management agencies could be bolstered by guidance material co-produced with government NR agencies. Secondly, financial assistance from government should specifically target the restoration and maintenance of green infrastructure to avoid loss of social-ecological resilience. Thirdly, action by natural resource dependent communities should be encouraged and supported to better protect ecosystem services in preparation for future extreme events.
Transitioning towards human–large carnivore coexistence in extensive grazing systems
In light of escalating threats to biodiversity, conflicts between humans and large carnivores in production landscapes must be resolved. We explore how interactions between humans, large carnivores, and livestock can be modified to promote coexistence. We identify four rationales for building coexistence capacities in extensive rangeland livestock production systems: (1) livestock production is a dominant terrestrial land use; (2) large carnivores provide critical contributions to ecological functions; (3) the persecution of large carnivores has high ethical, welfare, reputational and social costs; and (4) a growing body of evidence shows that lethal control can be counterproductive to reducing predation risk. Two key leverage points to foster human–carnivore coexistence are the adoption of preventive non-lethal innovations, and the creation of an enabling environment. Leverage points must be appropriate at the local landscape scale and contribute towards global efforts to conserve large carnivores.
Mapping agricultural vulnerability to impacts of climate events of Punjab, Pakistan
Pakistan has an agriculture-dependent economy vulnerable to climate impacts. Within Pakistan, Punjab province is a leading regional producer of food and cash crops, and an exporter of agricultural commodities of significance in South Asia. Punjab agriculture provides livelihoods for agriculture-dependent communities living in one of the most populous countries of the world and these will be disrupted under incremental climate changes (e.g. rising temperatures) and the impacts of extreme climate events (such as droughts and floods). Climate impact assessments and mapping are widely accepted initial approaches to address climate change as they have the potential to facilitate bottom-up adaptation. However, to date, policy responses in Pakistan have tended to be top-down, driven by national adaptation planning processes. This paper assesses agricultural vulnerability to impacts of climate events at the district scale for Punjab province by developing maps of the individual components of vulnerability, i.e. exposure, sensitivity and adaptive capacity. An indicator-based approach using a composite index method was adopted for the assessment. The mapping separated and categorised districts in Punjab based on their vulnerability to climate change and revealed spatial patterns and factors influencing district-level vulnerability. These geospatial variations in vulnerability illustrate the need for a nuanced policy on adaptation that recognises the importance of local biophysical and socio-economic context to build adaptive capacity for vulnerable regions rather than the current concentration on broad-scale top-down action embedded in National Adaptation Plans.
