Mental Health of Refugees in Austria and Moderating Effects of Stressors and Resilience Factors
Given the exposure to stressors in their home countries, during migration and after arrival, refugees are vulnerable to mental health problems. Their access to adequate health care and other social infrastructures, however, is hampered. This reduces, in addition to other factors, their ability to take part in social and economic activities. We examine the prevalence of mental disorders among the refugee population that arrived in Austria mainly between 2013 and 2018, drawing on data from a refugee survey. We found a high share of refugees (32%) to have moderate or severe mental health problems. When investigating the effects of stressors on the mental health situation, we found a positive association with experienced discrimination in Austria and the fear for partners and children left behind, and a negative correlation with proficiency in the German language, being employed (including volunteer work), having more supportive relationships, and satisfaction with the housing situation.
High self-selection of Ukrainian refugees into Europe: Evidence from Kraków and Vienna
Almost eight million Ukrainians have fled their country to escape the Russian full-scale invasion. To provide empirical evidence on how beneficiaries of temporary protection who reside in the immediate proximity of Ukraine differ from those who went further and reside in Western European countries, two large-scale rapid-response surveys were conducted in Kraków, Poland, and Vienna, Austria, in spring 2022. Data include information on socio-demographic characteristics, human capital, and return intentions of 472 and 1,094 adult Ukrainian refugees in Poland and Austria, respectively. Contributing to the growing empirical evidence on consistent assortative patterns in refugee inflows into Europe, our findings show that regularities in patterns of self-selection also occur in forced migration contexts where legal routes to safety apply. According to the analysed convenience sample, a tentative conclusion is that the further Ukrainian refugees moved to the West, the more self-selected they tend to be in the key dimensions of formal educational attainment, previous employment, language skills, and urbanity. Results indicate that willingness to stay in Kraków is significantly lower than willingness to remain in Vienna. This suggests that public financial support and living conditions, rather than diaspora networks, are decisive factors in shaping the decision to stay, move to another location or return to Ukraine. The aim to start a new life elsewhere may drive the motivation to choose a more distant destination instead of a neighboring country that allows to return rather quickly. Host countries should be aware of these specific characteristics of their refugee populations and adapt their integration policies accordingly.
Health determinants among refugees in Austria and Germany: A propensity-matched comparative study for Syrian, Afghan, and Iraqi refugees
In recent years, Germany and Austria have been among the leading European receiving countries for asylum seekers and refugees (AS&R). The two countries have cultural and economic similarities, but differ, for example, in their health care systems, with AS&R having unrestricted access to health services upon arrival in Austria, but not in Germany. This study investigates the determinants of health among refugees in Austria and Germany, and how these determinants differ between the two countries. We analyze comparable and harmonized survey data from both countries for Syrian, Afghan, and Iraqi nationals aged 18 to 59 years who had immigrated between 2013 and 2016 (Germany: n = 2,854; Austria: n = 374). The study adopts a cross-sectional design, and uses propensity score matching to examine comparable AS&R in the two receiving countries. The results reveal that the AS&R in Germany (72%) were significantly less likely to report being in (very) good health than their peers in Austria (89%). Age and education had large impacts on health, whereas the effects of length of stay and length of asylum process were smaller. Compositional differences in terms of age, sex, nationality, education, and partnership situation explained the country differences only in part. After applying propensity score matching to adjust for structural differences and to assess non-confounded country effects, the probability of reporting (very) good health was still 12 percentage points lower in Germany than in Austria. We conclude that many of the determinants of health among AS&R correspond to those in the non-migrant population, and thus call for the implementation of similar health policies. The health disadvantage found among the AS&R in Germany suggests that removing their initially restricted access to health care may improve their health.
Human capital, values, and attitudes of persons seeking refuge in Austria in 2015
Since its inception in 2010, the Arab Spring has evolved into a situation of violent conflict in many countries, leading to high levels of migration from the affected region. Given the social impact of the large number of individuals applying for asylum across Europe in 2015, it is important to study who these persons are in terms of their skills, motivations, and intentions. DiPAS (Displaced Persons in Austria Survey) aims to uncover the socio-demographic characteristics of the persons seeking refuge who arrived in Austria in 2015, mainly originating from Syria, Iraq and Afghanistan. Particular focus is on human capital, attitudes and values. This survey, the first of its kind in Austria and possibly in Europe, was carried out among adult displaced persons, mostly residing in Vienna, yielding 514 completed interviews. Information gathered on spouses and children allows for the analysis of 972 persons living in Austria, and of further 419 partners and children abroad. Results indicate that the surveyed population comprised mainly young families with children, particularly those coming from Syria and Iraq. Their educational level is high compared with the average level in their country of origin. A vast majority of respondents are Muslims, rating their religiosity at medium levels. Judging from stated attitudes towards gender equity, interviewed men seem to have more liberal attitudes than their compatriots. The majority of respondents do not intend to return to their home countries, mostly because of the perception of permanent threat. DiPAS provides data for political decision-making and the on-going societal dialogue. Its findings can help to inform assessments about the integration potential of the displaced population into the host society. In addition, the applied methodological technique and experiences during the fieldwork provide valuable insights on sampling asylum seekers and refugees in the current European context.
Education and Intended Number of Children in Germany, Moldova and Norway: An International Comparison Using FReDA and GGS-II-data
In this study, we compare the intended number of children in Germany, Moldova and Norway in 2020 and 2021, during the COVID-19 pandemic. In a first step, we compare the intended number of children (including children born) in the newly available Generations and Gender Survey round 2 (GGS-II) and the German FReDA-GGS data. In a second step, we estimate the number of further intended children with multinomial logistic regression models. The results reveal considerable differences across the three countries. Respondents in Moldova plan to have rather large families (on average 3.3 children, including children born), whereas individuals in Norway and Germany intend to have 2.0 and 1.8 children, respectively. In the multinomial logistic regression analyses, we find differences in the association of educational level and fertility plans by gender and country. In Germany, education is positively related to the intention to have further children. This pattern is more pronounced for women than for men. Furthermore, this association is also found among Norwegian men. In Moldova, we find only weak evidence for this association. For Norwegian women, education and the intention to have further children also seem to be unrelated. While most data about the intended number of children refer to the 2000s or earlier, we contribute to the literature by providing recent insights on the intended number of children in three European countries, including Moldova, a country that is understudied in demographic research. * This article belongs to a special issue on “Family Research and Demographic Analysis – New Insights from the German Family Demography Panel Study (FReDA)”.
Attrition in the Austrian Generations and Gender Survey
In longitudinal research the loss of sample members between waves is a possible source of bias. It is therefore crucial to analyse attrition. This paper analyses attrition in a longitudinal study on family and fertility, by distinguishing between attrition due to non-contact and attrition due to non-cooperation. Based on the first two waves of the Austrian Generations and Gender Survey, the two components of attrition are studied separately by using bivariate as well as multivariate methods. Moreover, overall dropout--the combination of both components--is analysed. Apart from various socio-economic characteristics and data collection information, the study focuses on fertility-relevant variables such as fecundity, fertility intentions, sexual orientation, and traditional attitudes. Fecundity, fertility intentions, and homosexual relationships are associated with higher attrition due to non-cooperation in bivariate analyses, but have no explanatory power in the multivariate model. Pregnancy and traditional attitudes towards marriage are associated with significantly lower attrition due to non-cooperation in the multivariate context. Overall dropout is significantly lower only among persons with traditional attitudes towards marriage, although small in size and statistical significance. Moreover, various individual and regional characteristics are significantly associated with dropout, with differences between attrition due to non-contact and attrition due to non-cooperation. Detailed insights into attrition are not only important when using longitudinal data and interpreting results, but also for the design of future data collections. The Austrian GGS panel has a relatively low dropout (22%) and is affected by a small bias towards family-oriented persons as well as less-educated respondents and persons with migration backgrounds, but the data can be used without concern about selectivity.
Multi-Layered Roles of Religion among Refugees Arriving in Austria around 2015
Violent conflicts and social unrest in the Middle East, in Central Asia, and in Africa have led to growing numbers of persons seeking refuge in Europe since 2011. The phenomenon culminated in 2015. In that year, with 88,300 new asylum applications, Austria was the 4th largest receiver of asylum seekers in the EU, thereby increasing visibly religious diversity in the country. Using two social surveys carried out in 2015 and in 2017 among asylum seekers and refugees, we study religious affiliation, religiosity, and attitudes as well as participation in religious groups. By focusing on the time span shortly after arriving in Austria, we aim to shed light on first steps in the host society and the multi-layered roles of religion for participation and integration. We provide a comparison with the host society in terms of religious affiliation and religiosity, and discuss recent qualitative research on refugees and religiosity. Insights into the engagement of refugees in several activities related to religion or not are valuable to shed light on the multi-layered characteristics of the recent inflow of forced migrants in Austria.
When Paid Work Matters for Fertility Intentions and Subsequent Behavior: Evidence from Two Waves of the Austrian Gender and Generation Survey
The anticipated risk of job loss and material insecurity are related to fertility postponement in the same way as unemployment is. Given the sequential nature of fertility and occupational decisions, unfavorable working conditions should be resolved before having children, and result in an increase in people’s assignment of importance to paid work when developing their childbearing plans. We aim to demonstrate this link, focusing on perceived employment and material insecurity, the importance assigned to paid work in forming fertility intentions, the construction of fertility intentions, and their realization. Using two waves of the Austrian Generations and Gender Survey, we apply probit regressions to analyze gender variations in the associations between uncertainty conditions, the importance of paid work, fertility intentions and behavior. Results reveal that work and related benefits become salient when they are insecure, and that material insecurity among men discourages childbearing. For women, we find support for the hypothesis that the anticipated risk of job loss inhibits the realization of fertility intentions – intentions which are less likely to be constructed under such conditions from the onset of family planning processes.
A Social Survey on Refugees in and Around Vienna in Fall 2015
In late 2015, a survey called Displaced Persons in Austria Survey was carried out in and around Vienna to study the socio-demographic characteristics, values and attitudes of refugees arriving in Austria in 2015. In that year, the number of persons seeking refuge in Europe was substantially high, with Austria being the fourth largest receiving country of asylum-seekers in Europe. This data collection is the first of its kind in Austria and to our knowledge the first in Europe focusing on the recent arrivals of Syrian, Iraqi, and Afghan refugees. First results on human capital and attitudes of respondents have been published recently. This article presents the methodological approach of collecting these data, experiences from survey preparation, and insights from the field phase. Findings address four key challenges faced by surveys of the highly mobile and vulnerable group of asylum-seekers, namely (1) representativity, (2) language barriers, (3) ethical considerations, and (4) cultural diversity. We discuss concrete solutions and recommendations for similar (inter)national, cross-cultural surveys, and provide insights for planning longitudinal studies on displaced persons who recently arrived in Europe.
