Chile's economic development has always been tightly linked to its resource base. By 1914, the economy revolved around nitrates exports, but the development of a German substitute product during the war and changes in the international market led to a shift, between the wars, toward producing and exporting copper. The economic groups, such as Angelini, Luksic, and Matte, remain powerful in Chile today and, when aligned with international business interests, create an influential political force within the country, as was evident once again in the presidential election. The transition to democracy ended only with the presidential election and Pinochets ignominious return to Chile. Chile has been an associate member of Mercosur since 1995, and has participated in the Asia-Pacific Economic Cooperation (APEC) process since it started in 1989. The promotion of trade agreements to facilitate export activities fits the Chilean model of market liberalization and trade openness.
