Social media and political accountability : bridging the gap between citizens and politicians

This text illustrates how social media platforms enable us to understand everyday politics and evaluates the extent to which they can foster accountability, transparency and responsiveness. The first part focuses on accountability and tests whether the offline behaviour of politicians is consistent with their online declarations, showing that textual analysis of politicians' messages is useful to explain phenomena such as endorsements, party splits and appointments to cabinet. The second part concerns responsiveness. By means of sentiment analysis, it investigates the shape of the interaction between citizens and politicians determining whether politicians' behaviour is influenced by the pressure exerted on social media both on policy and non-policy issues. Finally, the book evaluates whether a responsive behaviour is successful in restoring online political trust.
Patriotism and National Symbols in Russian and Ukrainian Elections

How do political parties leverage patriotic appeals in their online campaigning within the context of autocracies and hybrid regimes? This study delves into the digital campaign strategies deployed by political parties during the most recent legislative elections in Russia (2021) and Ukraine (2019). In light of the armed conflict between Russia-backed separatists and Ukrainian forces in the eastern area of Ukraine, war-related themes and patriotic rhetoric emerged as pivotal concerns for politicians in both countries. The “rally around the flag” phenomenon posits that, in times of crisis, citizens often experience an intensified sense of national identity and patriotic fervor. Consequently, references to patriotism and related topics may evoke positive responses and prove instrumental for politicians during elections, serving to engage, mobilize, and attract voters. Drawing on a manual content analysis of the underlying communication strategies, we assessed whether parties’ reference to patriotic gestures and symbols or their attention to related policy topics (defense, war and military conflicts, and foreign policy and international relations) yielded an increased level of user engagement. Our findings reveal that references to patriotic symbols engendered increased user engagement within the Russian context, albeit without significantly affecting the engagement of Ukrainian voters. The latter tended to exhibit greater engagement with posts addressing defense and foreign policy matters though. Interestingly, Russian parties conspicuously avoided war-related topics, while Ukrainian voters displayed a propensity to penalize such content by generating fewer reactions to it.

What Are Crises for? The Effects on Users’ Engagement in the 2022 Italian Election

Crises were highly relevant in the 2022 Italian general election. The label of “crisis” was associated with multiple policy issues, ranging from the environment and health to foreign policy. Previous studies have extensively discussed the impact of crises on voter behavior, demonstrating that voters are particularly concerned with parties’ valence attributes, such as the effectiveness of policies and leaders’ ability to resolve emergencies. However, limited attention has been paid to assessing how parties mobilize the crisis paradigm on social media. This study seeks to bridge this gap by analyzing the impact of crisis-related content on Facebook user engagement, with a special focus on distinguishing the relative effectiveness of populist versus mainstream parties in deploying such narratives. Moreover, this research explores how the intertwining of crisis narratives with portrayals of party responsibility or irresponsibility influences the virality of social media posts. To answer these questions, we manually coded 4,827 election campaign posts to create an original dataset. The evidence shows that crises have an impact on boosting user engagement, although this effect seems to be limited to populist parties. The results also suggest that irresponsible claims cease to be rewarding during a crisis. This study contributes to a deeper understanding of the strategic use of crisis narratives by political parties on digital platforms and underscores the complex interplay between crisis communication and public engagement in the contemporary political landscape.

Influence of Preconditioning and Tunnel Support on Strain Burst Potential

Strain burst hazard is one of the main challenges that faces deep underground environments. To manage it, it is needed to assess its probability occurrence (or potential). Various methods have been proposed over the years to assess the phenomenon early on. However, due to uncertainties in rock mass properties and the physical processes of the phenomenon, mitigation measures are an additional important line of defense to ensure workplace safety. While work has been carried out to assess the rockburst hazard better and improve support systems, the effect of mitigation measures on strain burst hazard potential is unclear. This paper studies the influence of the implementation of shotcrete and rockbolts support and destress blasting in tunnels on strain burst potential, based on two-dimensional numerical models of circular tunnels. The results highlight that, as expected, the use of mitigation measures allows the strain burst occurrence to decrease. However, the strain burst hazard level does not decrease easily, even when using mitigation measures. In the case of serious overbreak hazards, only a combination of system support and destress blasting seems to have an impact on these events, and not for all the simulated cases.

The aim of this study was to explore social media, and specifically Twitter’s potential to generate a European demos. Our use of data derived from social media complements the traditional use of mass media and survey data within existing studies. We selected two Twitter hashtags of European relevance, #schengen and #ttip, to test several theories on a European demos (non-demos, European democracy, or pan-European demos) and to determine which of these theories was most applicable in the case of Twitter topics of European relevance. To answer the research question, we performed sentiment analysis. Sentiment analysis performed on data gathered on social media platforms, such as Twitter, constitutes an alternative methodological approach to more formal surveys (e.g., Eurobarometer) and mass media content analysis. Three dimensions were coded: (1) sentiments toward the issue public, (2) sentiments toward the European Union (EU), and (3) the type of framing. Among all of the available algorithms for conducting sentiment analysis, integrated sentiment analysis (iSA), developed by the Blog of Voices at the University of Milan, was selected for the data analysis. This is a novel supervised algorithm that was specifically designed for analyses of social networks and the Web 2.0 sphere (Twitter, blogs, etc.), taking the abundance of noise within digital environments into consideration. An examination and discussion of the results shows that for these two hashtags, the results were more aligned with the demoicracy and “European lite identity” models than with the model of a pan-European demos.

The Politics of Fission: An Analysis of Faction Breakaways among Italian Parties (1946–2011)

This article investigates intra-party politics and explores the determinants of factional breakaways, going beyond the unitary actor assumption. It presents a game-theoretic model that focuses on intra-party competition and bargaining dynamics to analyse the interplay between party leaders and minority factions. It tests several hypotheses based on the formal model using a new dataset that contains information about the strength and policy positions of factions inside Italian parties, from 1946 to 2011, measured through quantitative content analysis of motions presented during party congresses. The results show that office, policy and electoral motives influence factions’ decisions to break away. Other elements – such as intra-party democracy, the electoral system and party system competitiveness – also affect leaders’ attitudes toward compromising and alter the likelihood of a split.

ISIS at Its Apogee: The Arabic Discourse on Twitter and What We Can Learn From That About ISIS Support and Foreign Fighters

We analyze 26.2 million comments published in Arabic language on Twitter, from July 2014 to January 2015, when Islamic State of Iraq and Syria (ISIS)’s strength reached its peak and the group was prominently expanding the territorial area under its control. By doing that, we are able to measure the share of support and aversion toward the Islamic State within the online Arab communities. We then investigate two specific topics. First, by exploiting the time granularity of the tweets, we link the opinions with daily events to understand the main determinants of the changing trend in support toward ISIS. Second, by taking advantage of the geographical locations of tweets, we explore the relationship between online opinions across countries and the number of foreign fighters joining ISIS.

Media plays an important role in defining the quality of democracy in consolidated democracy. Internet, in turn, can wield effects on democracy and many scholars have investigated such relationship. Moving from this literature we use Eurobarometer data to estimate the effect of Internet on the satisfaction with the functioning of democracy among European citizens. The results show that Internet usage, per se, has no effect on the satisfaction with democracy. However, the consumption of online news can make the difference, even though this effect is positive when users consume news from online traditional media while social media has a negative effect, which is mediated by the level of online disagreement and the potential emergence of flames.

The article sheds light on two missing links in the existing literature on government’s policy preferences and policy choices, namely the roles played by party factions and trade unions as political actors able to affect government’s decision-making power. The content analysis of a wide typology of documents (i.e., investiture speeches, parliamentary debates, motions discussed during parties’ and trade unions’ congresses) allows to locate cabinets, parties, party factions and trade unions on a common pro-state/pro-market scale. Using these new data sources, we perform a multivariate time-series analysis to estimate the relative impact of those political actors on social expenditure in Italy throughout its modern history (1946–2015). The results support the idea that intra-party dynamics and trade unions’ preferences do matter. Indeed, government’s ability to retrench the welfare state vanishes when the Prime Minister’s party is highly polarized internally and when trade unions are more cohesive.

Competing Principals 2.0? The impact of Facebook in the 2013 selection of the Italian Head of State

Motivated by the literature on ‘competing principals’, this article studies the effect of interactive social networking sites on the behavior of politicians. For this purpose, 12,455 comments posted on the Facebook walls of 423 Italian MPs have been analyzed to assess whether Facebook played a role in the selection of the Italian Head of State in 2013, enhancing responsiveness. The statistical analysis reveals that the pressure exerted through social media did not affect MPs’ propensity to express public dissent over the party line, which is instead affected by more traditional ‘principals’ and factors: seniority, primary elections, and factional membership.
