To overcome the impasse in the debate on medical liability, Senators Hillary Rodham Clinton and Barack Obama have introduced legislation, the National Medical Error Disclosure and Compensation (MEDiC) Bill, to direct reform toward the improvement of patient safety. The Senators write that the MEDiC Bill provides a commonsense solution that avoids the political pitfalls that have hampered other efforts to reform the medical liability system.
We have visited doctors and hospitals throughout the country and heard firsthand from those who face ever-escalating insurance costs. Indeed, in some specialties, high premiums are forcing physicians to give up performing certain high-risk procedures, leaving patients without access to a full range of medical services. But we have also talked with families who have experienced errors in their care, and it has become clear to us that if we are to find a fair and equitable solution to this complex problem, all parties — physicians, hospitals, insurers, and patients — must work together. This chapter argues that peace, always a noble goal, is now a strategic imperative, identifying four lessons. It is only through sustained constant engagement with the rest of the world can the United States help foster peace where tensions exist and democracy is threatened. Second, allies matter. Third, the road to peace starts with the formation of democracies that are inclusive, that spreads the promise of democracy to all people in society, especially women, children, minorities. Fourth, that peace takes time, but that in the modern world time may not be the friend of peace.
