Hidden in Plain Sight: Craft, Crime, and Community in New York City's Urban Exploration Scene
by
Coe, Martha
in
Sociology
2022
Urban explorers recreationally trespass into hidden-in-plain-sight spaces as a form of risky adventure and leisure. They come together as an urban creative community, motivated both by embodied experience of the urban environment and creative expression via photography. The practice of urban exploration (\"urbex\") is both risky and illegal, on one hand, and visually creative and, in its current iteration, highly social media oriented on the other hand. This analysis focuses on how urban explorers in New York City navigate these various tensions in their creative practices: between anonymous creative accomplishment and social media fame, and between the moral and the illegal. The resulting analysis, based on over two years of ethnographic and interview fieldwork with New York explorers, examines how - through interaction and participation in scene culture - individual explorers arrive at an understanding of who they are, what they do, and how it shapes their experience of city space.

How do performance-based financing programmes measure quality of care? A descriptive analysis of 68 quality checklists from 28 low-and middle-income countries
2017
This paper seeks to systematically describe the length and content of quality checklists used in performance-based financing programmes, their similarities and differences, and how checklists have evolved over time. We compiled a list of supply-side, health facility-based performance-based financing (PBF) programmes in low-and lower middle-income countries based on a document review. We then solicited PBF manuals and quality checklists from implementers and donors of these PBF mechanisms. We entered each indicator from each quality checklist into a database verbatim in English, and translated into English from French where appropriate, and categorized each indicator according to the Donabedian framework and an author-derived categorization. We extracted 8,490 quality indicators from 68 quality checklists across 32 PBF implementations in 28 countries. On average, checklists contained 125 indicators; within the same program, checklists tend to grow as they are updated. Using the Donabedian framework, 80% of indicators were structure-type, 19% process-type, and less than 1% outcome-type. The author-derived categorization showed that 57% of indicators relate to availability of resources, 24% to managing the facility and 17% assess knowledge and effort. There is a high degree of similarity in a narrow set of indicators used in checklists for common service types such as maternal, neonatal and child health. We conclude that performance-based financing offers an appealing approach to targeting specific quality shortfalls and advancing toward the Sustainable Development Goals of high quality coverage. Currently most indicators focus on structural issues and resource availability. There is scope to rationalize and evolve the quality checklists of these programs to help achieve national and global goals to improve quality of care.

The Economics of Excess: Addiction, Indulgence, and Social Policy
2013
[...]as economist Harold Winter points out, such paternalistic policy measures do not always, or even often, yield expected outcomes. [...]the effectiveness of implementing certain social policies to address issues of addiction and overindul- gence is called into question, particularly alongside the rise of what Winter calls the \"New Paternalism,\" or the growing belief that social policies should play a role in miti- gating or eradicating health-based consump- tion problems.

Commissioning

In a cold and stable space environment, the James Webb Space Telescope (JWST or \"Webb\") reaches unprecedented sensitivities at wavelengths beyond 2 microns, serving most fields of astrophysics. It also extends the parameter space of high-contrast imaging in the near and mid-infrared. Launched in late 2021, JWST underwent a six month commissioning period. In this contribution we focus on the NIRCam Coronagraphy mode which was declared \"science ready\" on July 10 2022, the last of the 17 JWST observing modes. Essentially, this mode will allow to detect fainter/redder/colder (less massive for a given age) self-luminous exoplanets as well as other faint astrophysical signal in the vicinity of any bright object (stars or galaxies). Here we describe some of the steps and hurdles the commissioning team went through to achieve excellent performances. Specifically, we focus on the Coronagraphic Suppression Verification activity. We were able to produce firm detections at 3.35\\(\\)m of the white dwarf companion HD 114174 B which is at a separation of \\(\\) 0.5\" and a contrast of \\(\\) 10 magnitudes (\\(10^4\\) fainter than the K\\(\\)5.3 mag host star). We compare these first on-sky images with our latest, most informed and realistic end-to-end simulations through the same pipeline. Additionally we provide information on how we succeeded with the target acquisition with all five NIRCam focal plane masks and their four corresponding wedged Lyot stops.

Wallace Stegner's Pulitzer Prizewinning Angle of Repose is a beautiful read about an artist out West who sends letters to a dear friend back East. I found myself jotting down quotes: \"Mexico was my Paris and my Rome.\" Now I want to read about the real artist, Mary Hallock Foote, upon whose...
