The sexual state
This is the first scholarly study of Scotland's sexual coming-of-age in the post-war period, charting its political growth from a deeply moralistic policy framework towards a less judgmental, global and scientific context. On the way, Davidson and Davis lead us through the Scottish sexual landscape leading up to the global crisis of HIV/AIDS, analysing post-war state policy towards issues such as prostitution, abortion, homosexuality, gender roles, contraception, censorship, pornography and sexual health education.There are few resources for the student of Scotland's sexual history and its political and social context. This will be the first dedicated work to collate the findings of two important and respected scholars in Scottish Social History, publishing new research in an under-published area of 20th Century cultural history.
Workways of Governance
The war on terrorism has raised profound questions of domestic governance-not primarily about power or policy, but about the capacities of government agencies, their personnel, procedures, work habits and styles, and ability to interface with each other. These are the \"workways of governance.\" As the aftermath of the tragic events of September 11, 2001, made very clear, shortcomings and defects in the workways of governance are all too often manifested only in times of crisis or scandal-after the damage is done. How much better it would be to design for government a version of the periodic physical examination, where tests of various types, together with the physician's observations and the patient's own testimony, combine to help define the patient's status and prospects. The Workways of Governance project, sponsored by the Governance Institute, was begun in 1997 in response to a growing concern that institutions of national government have evolved into structures and developed procedures and customs that constrain their workers and hamper their collective effectiveness. A unique feature of the project is the development of a periodic review of the quality of institutional life and work in government. Guidelines for evaluating and monitoring governmental entities will be established, and implemented annually or biennially. The resulting reports consist of both objectively measured data and subjective evaluation, with the ultimate aim of generating positive change toward improving the capacity of government. In this first volume of analysis arising from the Workways of Governance project, contributors apply these general guidelines to evaluate the leading institutions of the federal government, as listed in the first three articles of the Constitution: the House of Representatives, the Senate, the presidency (focusing on White House organization and staffing), the executive branch (focusing on the civil service), and the federal judiciary.
Law, Medicine and the Treatment of Homosexual Offenders in Scotland, 1950–1980
In recent years, the social politics and the legal and medical discourses surrounding homosexuality in twentieth-century Britain have attracted increasing attention from historians and social scientists. Within the growing literature, the medical perception and treatment of homosexuality and homosexual offences have been considered from a variety of standpoints. Many studies address the subject as a central aspect of the politics surrounding either the regulation of dangerous sexualities or the process of homosexual law reform.¹ Others, often from a social constructionist viewpoint, have focused on the competing sexological and psychoanalytical discourses surrounding homosexuality and their impact upon public policy.² Anecdotal evidence
'This Thorniest of Problems': School Sex Education Policy in Scotland 1939-80
In recent years, the history of sex education policy in twentieth-century Britain, and the sexual discourses it both reflects and reinforces, has attracted increasing attention from a range of disciplines within the humanities and social sciences. Yet, research has primarily focused either on the early decades of the century or on the abrasive social politics of sex education since 1980. There is a dearth of material addressing the intervening years. Moreover, little research has been devoted to the Scottish experience, despite Scotland's distinctive traditions of education and law, as well as arguably a distinctive sexual culture. Drawing on a wide range of governmental archives, this article seeks to rectify these omissions by exploring the impulses and constraints that shaped Scottish school sex education policy in the period 1950-80. First, it examines the nature of the debate surrounding the issue prior to the Second World War. Secondly, it charts the reappraisal of policy in wartime and immediate post-war years in response to the perceived breakdown in moral and sexual standards among the young. Thereafter, the article examines the devolvement of responsibility for school sex education in the 1950s and 1960s to traditional purity and social hygiene organizations-the Alliance-Scottish Council and the Scottish Council for Health Education. The demise of such organizations, and the often conflicting and ineffectual efforts of the Scottish Education Department and Scottish Home and Health Department to address the sex educational needs of a more 'permissive' youth culture in the late 1960s and 1970s are then explored. Finally, the implications of the study for an understanding of the relationship of the State to sexual issues in later twentieth-century Scotland are reviewed.
