Parental Responsibilities: Dilemmas of Measurement and Gender Equality
Over the past half-century, enormous changes have occurred in gendered divisions of housework and child care across many countries, with a growing consensus that there is a slow but steady pace of change in gendered divisions of time and tasks but one that is combined with a puzzling persistence of gender differences in parental caregiving responsibilities. Rooted in a 14-year qualitative and ethnographic research program that focuses mainly on breadwinning mothers and fathers who self-identify as stay-at-home or primary caregivers and guided by genealogical and relational sociological approaches, the author argues that the concept of parental responsibility requires greater attention and that its theorization and conceptualization have critical implications for if and how it can be measured, the methodological approaches that might be used to assess it, and the conceptual fit between parental responsibilities and gender equality.
Is the Stay-At-Home Dad (SAHD) a Feminist Concept? A Genealogical, Relational, and Feminist Critique
This article is a critical examination of the stay-at-home dad (SAHD) as a concept and set of practices in Canada and the United States (U.S.). It is informed by a feminist relational approach to practices of work and care, a genealogical approach to concepts, and by case study material from a 14-year qualitative and longitudinal research program on stay-at-home fathers and breadwinning mothers primarily in Canada, but more recently in both Canada and the U.S. I take up three theoretical and conceptual issues. First, I explicate the concepts of work, care, and choice that underpin the SAHD concept and I explore how these are taken up in government reporting and some research studies in Canada and the U.S. Second, drawing from my longitudinal research on stay-at-home fathers, I apply feminist and relational theoretical approaches to work, care, and choice and argue that this approach leads to specific theoretical and methodological implications for the study of SAHDs. Finally, I attempt to answer the question: Is the SAHD a feminist concept? I argue that while studies on SAHDs can offer important glimpses into possibilities of egalitarian family relationships and are fruitful sites for feminist analyses of family relationships, the SAHD concept is located in a conceptual net that includes binaries of work and care and individualized conceptions of choice. I thus question the utility of the SAHD as a feminist concept since the binaries that inform it have long been contested by feminist scholars.
Father Involvement, Care, and Breadwinning: Genealogies of Concepts and Revisioned Conceptual Narratives
This paper addresses an enduring puzzle in fathering research: Why are care and breadwinning largely configured as binary oppositions rather than as relational and intra-acting concepts and practices, as is often the case in research on mothering? Guided by Margaret Somers’ historical sociology of concept formation, I conduct a Foucauldian-inspired genealogy of the concept of “father involvement” as a cultural and historical object embedded in specific histories, conceptual networks, and social and conceptual narratives. With the aim of un-thinking and re-thinking conceptual possibilities that might expand knowledges about fathering, care, and breadwinning, I look to researchers in other sites who have drawn attention to the relationalities of care and earning. Specifically, I explore two conceptual pathways: First the concept of “material indirect care”, from fatherhood research pioneer Joseph Pleck, which envisages breadwinning as connected to care, and, in some contexts, as a form of care; and second, the concept of “provisioning” from the work of feminist economists, which highlights broad, interwoven patterns of care work and paid work. I argue that an approach to concepts that connect or entangle caring and breadwinning recognizes that people are care providers, care receivers, financial providers, and financial receivers in varied and multiple ways across time. This move is underpinned by, and can shift, our understandings of human subjectivity as relational and intra-dependent, with inevitable periods of dependency and vulnerability across the life course. Such a view also acknowledges the critical role of resources, services, and policies for supporting and sustaining the provisioning and caring activities of all parents, including fathers. Finally, I note the theoretical and political risks of this conceptual exercise, and the need for caution when making an argument about fathers’ breadwinning and caregiving entanglements.
Socially Inclusive Parenting Leaves and Parental Benefit Entitlements: Rethinking Care and Work Binaries
How can parental leave design be more socially inclusive? Should all parents be entitled to parental benefits or only those parents who are eligible based on a particular level of labour market participation? To think through questions of social inclusion in parental leave policy design, particularly issues related to entitlements to benefits, I make three arguments. First, aiming to extend Dobrotić and Blum’s work on entitlements to parental benefits, I argue that ‘mixed systems’ that include both citizenship‐based and employment‐based benefits are just and socially inclusive approaches to parental leaves and citizenship. Second, to build a robust conceptual scaffolding for a ‘mixed’ benefits approach, I argue that that we need to attend to the histories and relationalities of the concepts and conceptual narratives that implicitly or explicitly inform parental leave policies and scholarship. Third, and more broadly, I argue that a metanarrative of care and work binaries underpins most scholarship and public and policy discourses on care work and paid work and on social policies, including parental leave policies. In this article, I outline revisioned conceptual narratives of care and work relationalities, arguing that they can begin to chip away at this metanarrative and that this kind of un‐thinking and rethinking can help us to envi‐ sion parental leave beyond employment policy—as care and work policy. Specifically, I focus on conceptual narratives that combine (1) care and work intra‐connections, (2) ethics of care and justice, and (3) ‘social care,’ ‘caring with,’ transforma‐ tive social protection, and social citizenship. Methodologically and epistemologically, this article is guided by my reading of Margaret Somers’ genealogical and relational approach to concepts, conceptual narratives, and metanarratives, and it is written in a Global North socio‐economic context marked by the COVID‐19 pandemic and 21st century neoliberalism.
Care is not a tally sheet: rethinking the field of gender divisions of domestic labour with care-centric conceptual narratives
This article addresses two puzzles that are at the heart of the field of gender divisions of domestic labour. How is it that care concepts seldom appear in a field that is focused on unpaid care work? Why does the field focus on divisions rather than on relationships and relationalities? To address these puzzles, I interrogate some of the conceptual underpinnings in the field’s dominant theories: social exchange and ‘doing gender’. Through a weaving of Margaret Somers’ historical sociology of concept formation and Nancy Fraser’s historical mapping of capitalism, care and social reproduction, I aim to rethink and remake the field of gender divisions of domestic labour through care theories, especially feminist care ethics and care economies research. I argue that care concepts – which highlight relationalities, responsiveness and responsibilities – can radically re-orient how we approach the ‘who’ and ‘what’ questions of this field’s long-standing central focus on ‘who does what?’
Reflexive Accounts and Accounts of Reflexivity in Qualitative Data Analysis
While the importance of being reflexive is acknowledged within social science research, the difficulties, practicalities and methods of doing it are rarely addressed. Thus, the implications of current theoretical and philosophical discussions about reflexivity, epistemology and the construction of knowledge for empirical sociological research practice, specifically the analysis of qualitative data, remain underdeveloped. Drawing on our doctoral experiences, we reflect on the possibilities and limits of reflexivity during the interpretive stages of research. We explore how reflexivity can be operationalized and discuss reflexivity in terms of the personal, interpersonal, institutional, pragmatic, emotional, theoretical, epistemological and ontological influences on our research and data analysis processes. We argue that data analysis methods are not just neutral techniques. They reflect, and are imbued with, theoretical, epistemological and ontological assumptions - including conceptions subjects and subjectivities, and understandings of how knowledge is constructed and produced. In suggesting how epistemological and ontological positionings can be translated into research practice, our article contributes to current aiming to bridge the gap between abstract epistemological discussions the nitty-gritty of research practice.
Familydemic Cross Country and Gender Dataset on work and family outcomes during COVID-19 pandemic
Here we present the Familydemic Cross Country and Gender Dataset (FCCGD), which offers cross country and gender comparative data on work and family outcomes among parents of dependent children, before and during the COVID-19 pandemic. It covers six countries from two continents representing diverse welfare regimes as well as distinct policy reactions to the pandemic outbreak. The FCCGD was created using the first wave of a web-based international survey (Familydemic) carried out between June and September 2021, on large samples of parents (aged 20–59) living with at least one child under 12 in Canada, Germany, Italy, Poland, Sweden, and the US. While individual datasets are not available due to country-level restriction policies, the presented database allows for cross-country comparison of a wide range of employment outcomes and work arrangements, the division of diverse tasks of unpaid labour (housework and childcare) in couples, experiences with childcare and school closures due to the pandemic and subjective assessments of changes to work-life balance, career prospects and the financial situation of families (234 variables).
Fathering, parental leave, impacts, and gender equality: what/how are we measuring?
PurposeThis research article explores several questions about assessing the impacts of fathers' parental leave take up and gender equality. We ask: How does the conceptual and contextual specificity of care and equality shape what we focus on, and how, when we study parental leave policies and their impacts? What and how are we measuring?Design/methodology/approachThe article is based on a longitudinal qualitative research study on families with fathers who had taken parental leave in two Canadian provinces (Ontario and Québec), which included interviews with 26 couples in the first stage (25 mother/father couples and one father/father couple) and with nine couples a decade later. Guided by Margaret Somers' historical sociology of concept formation, we explore the concepts of care and equality (and their histories, networks, and narratives) and how they are taken up in parental leave research. We also draw on insights from three feminist scholars who have made major contributions to theoretical intersections between care, work, equality, social protection policies, and care deficits: Nancy Fraser, Joan Williams, and Martha Fineman.FindingsThe relationship between fathers' leave-taking and gender equality impacts is a complex, non-linear entanglement shaped by the specificities of state and employment policies and by how these structure parental eligibility for leave benefits, financial dimensions of leave-taking (including wage replacement rates for benefits), childcare possibilities/limitations and related financial dimensions for families, masculine work norms in workplaces, and intersections of gender and social class. Overall, we found that maximizing both parental leave time and family income in order to sustain good care for their children (through paid and unpaid leave time, followed by limited and expensive childcare services) was articulated as a more immediate concern to parents than were issues of gender equality. Our research supports the need to draw closer connections between parental leave, childcare, and workplace policies to better understand how these all shape parental leave decisions and practices and possible gender equality outcomes.Research limitations/implicationsThe article is based on a small and fairly homogenous Canadian research sample and thus calls for more research to be done on diverse families, with attention to possible conceptual diversity arising from these sites.Practical implicationsThis research calls for greater attention to: the genealogies of, and relations between, the concepts of care, equality, and subjectivity that guide parental leave research and policy; to the historical specificity of models like the Universal Caregiver model; and to the need for new models and conceptual configurations that can guide research on care, equality, and parental leave policies in current global contexts of neoliberal capitalism.Originality/valueWe call for a move toward thinking about care, not only as care time, but as responsibilities, which can be partly assessed through the stories people tell about how they negotiate and navigate care, domestic work, and paid work responsibilities in specific contexts and conditions across time. We also advocate for gender equality concepts that attend to how families navigate restrictive parental leave and childcare policies and how broader socio-economic inequalities arise partly from state policies underpinned by a concept of liberal autonomous subjects rather than relational subjects who face moments of vulnerability and inter-dependence across the life course.
What does Rachel Carson have to do with family sociology and family policies? Ecological imaginaries, relational ontologies, and crossing social imaginaries
In the past decade, multiple compounding crises – ecological, racial injustices, ‘care crises’ and multiple recent crises related to the COVID-19 pandemic – have reinforced the powerful role of critical and social policy researchers to push back against ‘fake news’, ‘alternative facts’, and a post-truth era that denigrates science and evidence-based research. These new realities can pose challenges for social scientists who work within relational, ontological, non-representational, new materialist, performative, decolonising, or ecological ‘turns’ in social theory and epistemologies. This article’s overarching question is: How does one work within non-representational research paradigms while also attempting to hold onto representational, authoritative and convincing versions of truth, evidence, facts and data? Informed by my research on feminist philosopher and epistemologist Lorraine Code’s 40-year trajectory of writing about knowledge making and ecological social imaginaries, I navigate these dilemmas by calling on an unexpected ally to family sociology and family policy: the late American environmentalist Rachel Carson. Extending Code’s case study of Carson, I argue for an approach that combines (1) ecological relational ontologies, (2) the ethics and politics of knowledge making, (3) crossing social imaginaries of knowledge making and (4) a reconfigured view of knowledge makers as working towards just and cohabitable worlds.
Dad and Baby in the First Year: Gendered Responsibilities and Embodiment
This article addresses the question of why there are persistent gender differences in the responsibility for children. It argues that understanding continuing gender divisions of domestic responsibility, particularly in the first year of parenting, requires attending to issues of identity; commitment; embodiment; deeply rooted socialization or habitus; and normative community assumptions around gender, breadwinning, and caring. Rooted in three qualitative research studies conducted over the past eight years with more than two hundred Canadian fathers and forty mothers, the author argues for renewed thinking around issues of gender equality and gender differences and how these play out in domestic and community spaces in that first year of parenting. Bridging together time, space, and embodiment, the author also maintains that short-term potential differences in domestic responsibilities in parenting should not necessarily lead to long-term chronic inequities between women and men.
