The development of e-governance in China : improving cybersecurity and promoting informatization as means for modernizing state governance
This book figures out that network security and informatization have entered a development stage of greater permeation and deeper integration into all aspects of the economy and society. A global survey of diurnal offshore propagation of rainfall
Diurnal rainfall offshore propagation (OP) shapes the timing and intensity of coastal rainfall and thus impacts both nature and society. Previous OP studies have rarely compared various coasts, and a consensus regarding physical mechanisms has not been reached on a global scale. Here, we provide the global climatology of observed OP, which propagates across ~78% of all coasts and accounts for ~59% of the coastal precipitation. Generally, OP is facilitated by low latitudes, high moisture conditions and offshore background winds. OP at low latitudes in a high-moisture environment is mainly caused by inertia–gravity waves due to the land–sea thermal contrast, whereas OP at higher latitudes is significantly influenced by background winds under trapped land–sea breeze circulation conditions. Slower near-shore OP might be modulated by density currents. Our results provide a guide for global OP hotspots and suggest relative contributions of mechanisms from a statistical perspective. This study provides a global climatology of observed diurnal rainfall offshore propagation, identifies hotspots, and discusses the driving mechanisms for different regions.

Quantum bridge analytics I: a tutorial on formulating and using QUBO models
Quantum Bridge Analytics relates generally to methods and systems for hybrid classical-quantum computing, and more particularly is devoted to developing tools for bridging classical and quantum computing to gain the benefits of their alliance in the present and enable enhanced practical application of quantum computing in the future. This is the first of a two-part tutorial that surveys key elements of Quantum Bridge Analytics and its applications, with an emphasis on supplementing models with numerical illustrations. In Part 1 (the present paper) we focus on the Quadratic Unconstrained Binary Optimization model which is presently the most widely applied optimization model in the quantum computing area, and which unifies a rich variety of combinatorial optimization problems. This document extends an original version published in 4OR to include a section on advanced models related to quantum optimization and a section reporting comparative computational results on challenging combinatorial applications.

A novel attention-based hybrid CNN-RNN architecture for sEMG-based gesture recognition
The surface electromyography (sEMG)-based gesture recognition with deep learning approach plays an increasingly important role in human-computer interaction. Existing deep learning architectures are mainly based on Convolutional Neural Network (CNN) architecture which captures spatial information of electromyogram signal. Motivated by the sequential nature of electromyogram signal, we propose an attention-based hybrid CNN and RNN (CNN-RNN) architecture to better capture temporal properties of electromyogram signal for gesture recognition problem. Moreover, we present a new sEMG image representation method based on a traditional feature vector which enables deep learning architectures to extract implicit correlations between different channels for sparse multi-channel electromyogram signal. Extensive experiments on five sEMG benchmark databases show that the proposed method outperforms all reported state-of-the-art methods on both sparse multi-channel and high-density sEMG databases. To compare with the existing works, we set the window length to 200ms for NinaProDB1 and NinaProDB2, and 150ms for BioPatRec sub-database, CapgMyo sub-database, and csl-hdemg databases. The recognition accuracies of the aforementioned benchmark databases are 87.0%, 82.2%, 94.1%, 99.7% and 94.5%, which are 9.2%, 3.5%, 1.2%, 0.2% and 5.2% higher than the state-of-the-art performance, respectively.

The Roles of Low-level Jets in “21·7” Henan Extremely Persistent Heavy Rainfall Event
An extremely heavy rainfall event lasting from 17 to 22 July 2021 occurred in Henan Province of China, with accumulated precipitation of more than 1000 mm over a 6-day period that exceeded its mean annual precipitation. The present study examines the roles of persistent low-level jets (LLJs) in maintaining the precipitation using surface station observations and reanalysis datasets. The LLJs triggered strong ascending motions and carried moisture mainly from the outflow of Typhoon In-fa (2021). The varying directions of the LLJs well corresponded to the meridional shifts of the rainfall. The precipitation rate reached a maximum during 20–21 July as the LLJs strengthened and expanded vertically into double LLJs, including synoptic-weather-system-related LLJs (SLLJs) at 850–700 hPa and boundary-layer jets (BLJs) at ∼950 hPa. The coupling of the SLLJ and BLJ provided strong mid- and low-level convergence on 20 July, whereas the SLLJ produced mid-level divergence at its entrance that coupled with low-level convergence at the terminus of the BLJ on 21 July. The formation mechanisms of the two types of LLJs are further examined. The SLLJs and the low-pressure vortex (or inverted trough) varied synchronously as a whole and were affected by the southwestward movement of the WPSH in the rainiest period. The persistent large total pressure gradient force at low levels also maintained the strength of low-level geostrophic winds, thus sustaining the BLJs on the synoptic scale. The results based on a Du-Rotunno 1D model show that the Blackadar and Holton mechanisms jointly governed the BLJ dynamics on the diurnal scale.
Surface EMG-Based Inter-Session Gesture Recognition Enhanced by Deep Domain Adaptation
High-density surface electromyography (HD-sEMG) is to record muscles’ electrical activity from a restricted area of the skin by using two dimensional arrays of closely spaced electrodes. This technique allows the analysis and modelling of sEMG signals in both the temporal and spatial domains, leading to new possibilities for studying next-generation muscle-computer interfaces (MCIs). sEMG-based gesture recognition has usually been investigated in an intra-session scenario, and the absence of a standard benchmark database limits the use of HD-sEMG in real-world MCI. To address these problems, we present a benchmark database of HD-sEMG recordings of hand gestures performed by 23 participants, based on an 8 × 16 electrode array, and propose a deep-learning-based domain adaptation framework to enhance sEMG-based inter-session gesture recognition. Experiments on NinaPro, CSL-HDEMG and our CapgMyo dataset validate that our approach outperforms state-of-the-arts methods on intra-session and effectively improved inter-session gesture recognition.
Effect of nano-SiO2 and nano-CaCO3 on the static and dynamic properties of concrete
Three kinds of nano-concrete, i.e., 2.0% nano-SiO 2 doped, 2.0% nano-CaCO 3 doped and 1.0% nano-SiO 2 -1.0% nano-CaCO 3 co-doped concretes (NS, NC, NSC) were prepared for a study on static property and dynamic property under different strain rates (50–130 s −1 ) using HYY series hydraulic servo test system and Φ100 mm split Hopkinson pressure bar test system, and a comparison with plain concrete (PC) as well. The results have shown that under static load, as compared with PC, NC has both strength and elastic modulus increased obviously, while NS has strength decreased and elastic modulus increased, and under dynamic load, there is an obvious strain rate effect for the dynamic compressive strength, impact toughness, energy dissipation and impact failure mode of concrete. Under the same strain rate, the dynamic compressive strength, peak strain, impact toughness and energy dissipation of NC are significantly increased, while its dynamic elastic modulus is decreased. Compared with PC, NS has dynamic compressive strength, peak strain, impact toughness and energy dissipation decreased, and dynamic elastic modulus increased, NC has static and dynamic mechanical properties improved, NS has static and dynamic mechanical properties weakened, and NSC is between PC and NC in static and dynamic mechanical properties, but generally improved. Doped with nano-CaCO 3 , NC has compactness improved, weak areas reduced, and pore size distribution optimized, while doped with nano-SiO 2 , NS has obvious internal weak areas, with pore structure degraded.
