Media and Political Persuasion: Evidence from Russia
This paper compares electoral outcomes of 1999 parliamentary elections in Russia among geographical areas with differential access to the only national TV channel independent from the government It was available to three-quarters of Russia's population and its signal availability was idiosyncratic, conditional on observables. Independent TV decreased aggregate vote for the government party by 8.9 percentage points, increased the combined vote for major opposition parties by 6.3 percentage points, and decreased turnout by 3.8 percentage points. The probability of voting for opposition parties increased for individuals who watched independent TV even controlling for voting intentions measured one month before elections.
Empowering Women through Development Aid: Evidence from a Field Experiment in Afghanistan
In societies with widespread gender discrimination, development programs with gender quotas are considered a way to improve women's economic, political, and social status. Using a randomized field experiment across 500 Afghan villages, we examine the effects of a development program that mandates female participation. We find that even in a highly conservative context like Afghanistan, such initiatives improve outcomes specific to female participation in some economic, social, and political activities, including increased mobility and income generation. They, however, produce no change in more entrenched female roles linked to family decision-making or in attitudes toward the general role of women in society.
SOCIAL MEDIA AND PROTEST PARTICIPATION
Do new communication technologies, such as social media, alleviate the collective action problem? This paper provides evidence that penetration of VK, the dominant Russian online social network, led to more protest activity during a wave of protests in Russia in 2011. As a source of exogenous variation in network penetration, we use the information on the city of origin of the students who studied with the founder of VK, controlling for the city of origin of the students who studied at the same university several years earlier or later. We find that a 10% increase in VK penetration increased the probability of a protest by 4.6% and the number of protesters by 19%. Additional results suggest that social media induced protest activity by reducing the costs of coordination rather than by spreading information critical of the government. We observe that VK penetration increased pro-governmental support, with no evidence of increased polarization. We also find that cities with higher fractionalization of network users between VK and Facebook experienced fewer protests, and the effect of VK on protests exhibits threshold behavior.
RADIO AND THE RISE OF THE NAZIS IN PREWAR GERMANY
How do the media affect public support for democratic institutions in a fragile democracy? What role do they play in a dictatorial regime? We study these questions in the context of Germany of the 1920s and 1930s. During the democratic period, when the Weimar government introduced progovernment political news, the growth of Nazi popularity slowed down in areas with access to radio. This effect was reversed during the campaign for the last competitive election as a result of the pro-Nazi radio broadcast following Hitler’s appointment as chancellor. During the consolidation of dictatorship, radio propaganda helped the Nazis enroll new party members. After the Nazis established their rule, radio propaganda incited anti-Semitic acts and denunciations of Jews to authorities by ordinary citizens. The effect of anti-Semitic propaganda varied depending on the listeners’ predispositions toward the message. Nazi radio was most effective in places where anti-Semitism was historically high and had a negative effect in places with historically low anti-Semitism.
Social Media and Corruption
Does new media promote accountability in nondemocratic countries, where offline media is often suppressed? We show that blog posts, which exposed corruption in Russian state-controlled companies, had a negative causal impact on their market returns. For identification, we exploit the precise timing of blog posts by looking at within-day results with company-day fixed effects. Furthermore, we show that the posts are ultimately associated with higher management turnover and less minority shareholder conflicts. Taken together, our results suggest that social media can discipline corruption even in a country with limited political competition and heavily censored traditional media.
Field experiment estimate of electoral fraud in Russian parliamentary elections
Electoral fraud is a widespread phenomenon, especially outside the developed world. Despite abundant qualitative and anecdotal evidence on its existence from around the world, there is very limited quantitative evidence on the extent of electoral fraud. We exploit random assignment of independent observers to 156 of 3,164 polling stations in the city of Moscow to estimate the effect of electoral fraud on the outcome of the Russian parliamentary elections held on December 4, 2011. We estimate the actual share of votes for the incumbent United Russia party to be at least 11 percentage points lower than the official count (36% instead of 47%). Our results suggest that the extent of the fraud was sufficient to have had a substantial impact on the outcome of the elections; they also confirm that the presence of observers is an important factor in ensuring the integrity of the procedure.
Electoral Rules and Political Selection: Theory and Evidence from a Field Experiment in Afghanistan
Voters commonly face a choice between competent candidates and those with policy preferences similar to their own. This article explores how electoral rules, such as district magnitude, mediate this trade-off and affect the composition of representative bodies and the quality of policy outcomes. We show formally that anticipation of bargaining over policy causes voters in elections with multiple singlemember districts to prefer candidates with polarized policy positions over more competent candidates. Results from a unique field experiment in Afghanistan are consistent with these predictions. Specifically, representatives selected by elections with a single multi-member district are better educated and exhibit less extreme policy preferences.
Cross-Border Media and Nationalism: Evidence from Serbian Radio in Croatia
How do nationalistic media affect animosity between ethnic groups? We consider one of Europe's deadliest conflicts since WWII, the Serbo-Croatian conflict We show that, after a decade of peace, cross-border nationalistic Serbian radio triggers ethnic hatred toward Serbs in Croatia. Mostly attracted by nonpolitical content, many Croats listen to Serbian public radio (intended for Serbs in Serbia) whenever signal is available. As a result, the vote for extreme nationalist parties is higher and ethnically offensive graffiti are more common in Croatian villages with Serbian radio reception. A laboratory experiment confirms that Serbian radio exposure causes anti-Serbian sentiment among Croats.
Do Elected Councils Improve Governance? Experimental Evidence on Local Institutions in Afghanistan
Using data from a field experiment across 500 villages in Afghanistan, we study how electoral accountability of local institutions affects the quality of governance. In villages with newly created elected councils, food aid distributed by local leaders is more likely to reach needy villagers. However, this effect is observed only if the council is mandated to be the entity responsible for managing the distribution. In the absence of such a mandate the presence of elected councils increases embezzlement without improving aid targeting. Thus, while elected councils can improve governance, unclear and overlapping mandates may increase rent-seeking and worsen governance outcomes.
Are Bureaucrats Really Paid Like Bureaucrats?
Abstract Traditionally, bureaucrats are viewed as a stereotypical example of employees with flat pay schedules and low-powered incentive schemes. This paper provides evidence that the wages of a particular group of senior bureaucrats - city managers in US cities - are tightly connected to city outcomes. City outcomes affect city managers' wages not only in the city in which they are currently employed, but also in the city in which they work afterwards. At the same time, the salaries of city managers do not react to observable exogenous shocks to city outcomes. These results suggest that the relationship between city outcomes and the wages of city managers reflects a reward for performance, rather than rent extraction, and that the power of these incentives is sufficiently strong.
