Development of professional knowledge during VET: the role of trainees’ learning prerequisites and in-company learning conditions
One of the major challenges of the German vocational education and training (VET) system is the integration of adolescents with unfavorable learning prerequisites, i.e., individuals with no or lower school-leaving certificates or low levels of basic competencies (e.g., reading and mathematics). This paper examines the extent to which trainees’ learning prerequisites affect the development of professional knowledge during VET. In addition, the analysis focuses on the role of learning conditions during VET in reducing inequalities that stem from differences in trainees’ learning prerequisites. This paper implements a longitudinal design to examine within-person effects regarding the professional knowledge of N  = 401 prospective chefs in a German dual VET program over the first two years of VET. Based on a domain-specific knowledge test, weighted likelihood estimates (WLE) are calculated as person parameter estimates for trainees’ professional knowledge at the beginning (t 1 ) and the second year of VET (t 3 ). Following the idea of value-added modeling, professional knowledge at t 3 serves as the dependent variable in a structural equation model. Trainees’ professional knowledge level at t 3 is modeled as a function of the initial professional knowledge level (t 1 ) and trainees’ learning prerequisites when entering the VET program (educational background and basic competencies) as well as learning conditions (work assignments, social interactions, and feedback) during the first year of VET (t 2 ). Moderation effects additionally examine whether trainees with less favorable learning prerequisites benefit more from high-quality learning conditions. The study yields two primary findings. First, the association between trainees’ learning prerequisites and their professional knowledge decreases over the course of VET. Controlling for initial levels of professional knowledge, only trainees’ reading skills are found to be significantly directly associated with professional knowledge at t 3 , i.e. the second year of VET (β = 0.209, p  < .01), while mathematical skills are shown to be indirectly related to professional knowledge at t 3 (via initial knowledge levels). Similarly, the association between trainees’ educational background and professional knowledge at t 3 is mediated via basic competencies. Hence, when controlling for initial professional knowledge levels, the role of trainees’ learning prerequisites in subsequent knowledge acquisition during VET is rather limited. Second, the results underline the importance of learning conditions during in-company training periods in VET – especially for trainees with unfavorable learning prerequisites. Controlling for trainees’ learning prerequisites and initial professional knowledge levels, the variety of work assignments during in-company training is significantly positively associated with professional knowledge gains (β = 0.156, p  < .05). In addition, the moderation analyses show that trainees’ learning prerequisites (educational background, reading comprehension skills, and mathematical knowledge) moderate the association between all three learning conditions examined and professional knowledge acquisition during VET. This means that trainees with less favorable learning prerequisites benefit more strongly from high-quality learning conditions. Implications for the selection of trainees as well as the design of VET programs are discussed.
Different dropout directions in vocational education and training: the role of the initiating party and trainees’ reasons for dropping out
The high rates of premature contract termination (PCT) in vocational education and training (VET) programs have led to an increasing number of studies examining the reasons why adolescents drop out. Since adolescents’ trajectories after a PCT are quite diverse, a thorough assessment of different dropout directions is called for. However, empirical studies that distinguish between dropout directions are still scarce. The same is true for studies that differentiate between PCTs initiated by the trainees themselves and those initiated by the training company. Based on data from the German National Educational Panel Study (NEPS) on trainees in German dual VET programs (n = 5823), this study identifies six different dropout directions: (1) downward PCT into unqualified employment or unemployment, (2) downward PCT into a prevocational program, (3) horizontal PCT that represents a change of training company or (4) a change of occupation, and (5) upward PCT into general education or (6) higher education. Using multinomial logistic regression models we examine the effect of (a) the initiating party and (b) self-reported PCT reasons of trainees on dropout directions. Regarding trainees’ reasons we include reasons related to different aspects of the training (personal reasons, not the desired training occupation, financial reasons, training quality, conflicts, excessive demand, and being offered a different training position). The results indicate that in cases where trainees are dismissed by the training company, a horizontal change to a different training company becomes more likely, while the probability of an upward dropout into higher education decreases. Regarding PCT decisions made by trainees themselves, a downward PCT into unqualified employment or unemployment is more likely if personal reasons were the cause of a PCT decision. Moreover, the probability of a change of training company (horizontal PCT) increases in cases of conflict and if there is a prospect of a different training position, and decreases if the training position is not the desired occupation. A change of occupation (horizontal PCT) is more likely when there is the opportunity for a different training position available. Furthermore, upward PCTs (both into further general education and higher education) are more likely in cases where the training was in a field that was not the desired occupation. The probability of upward PCT into higher education decreases when there are conflicts and excessive demands, while upward PCTs into general education are significantly less likely when a different training position is obtained. The differential effects that occur for different types of PCTs emphasize that adolescents dropping out of VET cannot be treated as a homogenous group. Consequently, the results underscore the importance of conducting a more thorough assessment of both dropout directions and the initiating party of a PCT in future research.
General digital competences of beginning trainees in commercial vocational education and training
Against the background of digital transformation processes that are currently changing the world of work, this paper examines general digital competences of beginning trainees in commercial vocational education and training (VET) programs. We are particularly interested in factors influencing digital competence profiles. From survey data including N = 480 trainees in one federal state in Germany, we were able to identify three different competence profiles (based on the trainees’ self-assessment of their general digital competence). Initial descriptive analysis reveals differences between competence profiles of different training professions (industrial clerks and retail salespersons reach higher competence levels than salespersons). However, regression results indicate that these differences can be explained by differences in school leaving certificates. Contrary to prior empirical evidence, we find no significant effect of trainees’ gender. Finally, the frequency of certain private digital activities (e.g. using office programs, conducting internet searches) affects digital competence profiles. Implications for both VET programs and further research are discussed.
Dropout intention: a valid predictor of actual dropout?
Evidence on the extent to which dropout intention can serve as a valid predictor of dropout decisions remains scarce. This study first presents the results of a systematic literature review of 14 studies examining the relationship between dropout intention and actual dropout in post-secondary education (vocational education and training [VET] or higher education). Second, we examine a longitudinal dataset of prospective chefs surveyed at the beginning (t1), the second half of the first year (t2), and the second year of the dual VET programme (t3). We examine the relationship between self-reported dropout intention and trainees’ actual dropout behaviour. Additionally, we analyse development profiles of trainees’ dropout intention using latent profile analysis. The review results provide strong support for a significant positive relationship between dropout intention and actual dropout (effect sizes vary between studies and contexts/types of dropout). In line, aspiring chefs’ dropout intention is significantly positively correlated with actual dropout (r = 0.201). Three development profiles were identified during VET: (1) stable, low dropout intention, (2) stable, medium dropout intention, and (3) increasing dropout intention. We conclude that dropout intention is positively related to actual dropout. As the extent to which dropout intention actually leads to dropout behaviour in VET also depends on external factors (e.g., labour market situation, alternative options), the predictive power of dropout intention may be limited. This is suggested by the weak correlation between dropout intention and actual dropout and the profile of trainees with increasing dropout intention who nevertheless persisted until year 2 of VET.
Breaking Barriers? Social Inequality in Pathways to Higher Education Between General and Vocational Schools in Germany
Pathways to higher education through vocational upper secondary schools (VUSSs) are intended to increase permeability. However, in both VUSSs and general upper secondary schools (GUSSs), participation is socially selective. This article examined differences between GUSS and VUSS students in (a) the attainment of a higher education entrance qualification (HEEQ) and (b) the subsequent transition to higher education. Taking entry selectivity into account, we analysed the extent to which inequalities between GUSS and VUSS in both outcomes could be explained by differences in school achievement and educational considerations—namely, cost–benefit perceptions, expected success, and status maintenance motives. Using data from the German National Educational Panel Study (NEPS; Starting Cohort 4), we selected a sample of individuals who entered upper secondary education in either VUSS or GUSS ( = 5032). Two binary dependent variables were used to indicate (a) the successful attainment of an HEEQ and (b) the subsequent transition to higher education (as opposed to vocational education and training). The results from logit models indicated that VUSS students were significantly less likely to obtain an HEEQ and progress to higher education. This association was smaller but still persistent when controlling for entry selection, school achievement, and educational considerations ( AME HEEQ = − 0.047, AME transition =  −0.150). However, when intake selection was considered in the logit models, school achievement and educational considerations during upper secondary education were insignificant in explaining why VUSS students were less likely than GUSS students to obtain an HEEQ and enter higher education.
Transition from School to Work – Explaining Persistence Intention in Vocational Education and Training in Switzerland
Vocational education and training (VET) programs are typically regarded as the means to enable successful school-to-work transitions. However, high rates of premature contract terminations in VET programs suggest that adolescents face difficulties during this transition. This paper aims to examine the determinants of persistence intention, claiming that persistence intention is a crucial indicator of imminent dropout decisions. The analysis is based on a longitudinal data set of trainees in dual VET programs in Switzerland (n = 1,163) containing two measurement points (before and after the transition from school to VET). Drawing on Social Cognitive Career Theory (Lent & Brown, 2008, 2013), we are interested in the effects of work adjustment indicators, selected characteristics of the vocational choice process, and environmental support before and after the transition on trainees’ persistence intention. We use structural equation modeling to analyze both direct and indirect effects of different predictor variables on persistence intention. The results show significantly positive effects of both occupational self-efficacy and perceived person-vocation fit during the training program on trainees’ persistence intention. Moreover, there are only indirect effects of anticipated person-vocation fit and occupational self-efficacy at the end of compulsory education. Trainees’ relationship with the trainer also has an indirect effect on persistence intention. Social integration in the workplace is both directly and indirectly linked to persistence intention. Overall, the model explains 48% of the variance in persistence intention. Implications for VET programs and future research are discussed.
Explaining skills of prospective teachers – Findings from a simulation study
Providing instructional explanations is a central skill of teachers. Using interactive simulations, we examined the explaining skills of 48 prospective teachers attending a teacher education program for accounting in vocational schools in Germany. We used a performance-based assessment that relies on explanatory quality as an indicator of teacher candidates’ explaining skills. Video analysis was used to assess the quality of prepared and impromptu explanations in respect of different quality aspects. We found that the prepared explanations of prospective teachers were of high quality in terms of student–teacher interaction and language . With respect to the quality of content (e.g., accuracy, multiple approaches to explaining) and representation (e.g., visualization, examples), prospective teachers performed significantly worse. The quality of teacher candidates’ improvised explanations was significantly lower. This was especially true for the quality of representations , the process structure , and the interaction between student and teacher. For four of the five quality criteria examined, no correlation could be found between the quality of prepared and improvised explanations. For the language criterion, however, there was a correlation between the two types of explaining situations. Implications on how to support teacher candidates in developing explaining skills during teacher education are discussed.
Changing Occupations or Changing Companies—Predictors of Different Types of Premature Contract Terminations in Dual Vocational Education and Training Programs
In Switzerland, access to non-academic occupations requires the completion of a vocational education and training (VET) program. Over two-thirds of adolescents choose to start a dual VET program after compulsory education. However, this path from school to work is not always linear, and changes can be a means of adjusting wrong career choices. In the context of dual VET, two types of adjustments that occur frequently can be distinguished: (1) change of occupations and (2) change of companies. The present study aims to examine the predictors of each of those two types of changes. First, we are interested in the link between individuals' intentions to change their career paths and actual changes. When changes are intended by the trainee and aimed at correcting wrong career choices, actual changes can generally be expected to be predicted by change intentions. Second, we are interested in the role of person-job fit (P-J fit) as well as trainees' socialization and performance indicators. Third, we examine to what extent trainees' decisions to change occupations or companies can be predicted by pre-entry factors (perceived P-J fit and effort during compulsory education before the transition to VET). We used a longitudinal sample of adolescents at the end of compulsory school and at the end of their first year in a dual VET program in Switzerland. This data set is combined with government data on actual changes regarding individuals' training companies and their occupations. The two types of adjustments were examined in separate structural equation models that compared trainees without any types of adjustments during their training program (1) to those who changed occupations ( N  = 417) and (2) to those who changed training companies ( N  = 378). The results show that actual occupational changes and actual company changes of trainees are affected by the same work-context predictors (negative effect of trainees' self-perceived work performance) and pre-entry predictors (negative effect of effort during compulsory education). However, in contrast to changes of training companies, changes of occupations are significantly predicted by trainees' intentions to change. Moreover, while P-J fit during the VET program is the only direct predictor of trainees' intentions to change occupations, intentions to change companies are not significantly predicted by P-J fit. Intentions to change companies are negatively affected by companies' socialization tactics and positively affected by adolescents' pre-entry effort. Overall, the results call for a more differentiated assessment of changes/ premature contract terminations in future studies. Whether change intentions are a valid proxy for actual change behavior seems to depend on the type of changes that trainees decide to make.
Fostering prospective teachers’ explaining skills during university education—Evaluation of a training module
Providing instructional explanations is a core component of effective instruction and an important teaching skill. Teaching skills are generally regarded as learnable, and teacher education programs aim to improve teachers’ professional competences. In this study, we analyze to what extent explaining skills can be fostered during teacher education at university by means of a specific training module. We designed a training (university module) for prospective economics teachers at vocational schools (candidates in a Master’s teaching program). By means of videotaped simulated interactions at two measurement points, we analyzed the development of teacher candidates’ explaining skills. Teacher candidates were asked to explain the neoclassical supply and demand model (treatment group: n = 48; control group: n = 30) to an actor playing the role of a school student. The quality of the explanations was operationalized in respect of five aspects of successful explanations, which were derived from a literature review: (1) Content, (2) Student-teacher interaction, (3) Process structure, (4) Representation, and (5) Language. The results show that there was a treatment effect on the development of the Process structure aspect, while Student-teacher interaction appeared to develop “naturally” through experience, regardless of participation in the training. The quality aspects Content, Representation, and Language appeared stable over time. Hence, the findings show that some aspects of explaining skills are learnable even in a short training module. Learning effects are attributable partly to the instructional input received and partly to repeated practice. Both imply the importance of further opportunities to practice instructional explanation in teacher education.
