Groundwater as a Source of Drinking Water in Southeast Asia and the Pacific: A Multi-Country Review of Current Reliance and Resource Concerns

Groundwater is widely acknowledged to be an important source of drinking water in low-income regions, and it, therefore, plays a critical role in the realization of the human right to water. However, the proportion of households using groundwater compared with other sources is rarely quantified, with national and global datasets more focused on facilities—rather than resources—used. This is a significant gap in knowledge, particularly in light of efforts to expand water services in line with the inclusive and integrated agenda of the Sustainable Development Goals. Understanding the prevalence of groundwater reliance for drinking is critical for those involved in water services planning and management, so they can better monitor and advocate for management of water resources that supports sustainable services for households. This paper contributes data that can be used to strengthen the integration of resource considerations within water service delivery and inform the work of development partners supporting this area. We approach this issue from two perspectives. Firstly, we collate data on the proportion of households using groundwater as their primary drinking water source for 10 Southeast Asian and Pacific nations, finding an average of 66% (range of 17–93% for individual countries) of households in urban areas and 60% (range of 22–95%) of households in rural areas rely on groundwater for drinking. Together, these constitute 79% of the total population across the case study countries. Secondly, we review current and emerging groundwater resource concerns within each country, using a systems thinking approach to assess how groundwater resource issues influence household water services. Findings support the case for governments and development agencies to strengthen engagement with groundwater resource management as foundational for achieving sustainable water services for all.

Inadequate sanitation in healthcare facilities: A comprehensive evaluation of toilets in major hospitals in Dhaka, Bangladesh

Lack of access to functional and hygienic toilets in healthcare facilities (HCFs) is a significant public health issue in low- and middle-income countries (LMICs), leading to the transmission of infectious diseases. Globally, there is a lack of studies characterising toilet conditions and estimating user-to-toilet ratios in large urban hospitals in LMICs. We conducted a cross-sectional study in 10-government and two-private hospitals to explore the availability, functionality, cleanliness, and user-to-toilet ratio in Dhaka, Bangladesh.
From Aug-Dec 2022, we undertook infrastructure assessments of toilets in selected hospitals. We observed all toilets and recorded attributes of intended users, including sex, disability status, patient status (in-patient/out-patient/caregiver) and/or staff (doctor/nurse/cleaner/mixed-gender/shared). Toilet functionality was defined according to criteria used by the WHO/UNICEF Joint-Monitoring Programme in HCFs. Toilet cleanliness was assessed, considering visible feces on any surface, strong fecal odor, presence of flies, sputum, insects, and rodents, and solid waste.
Amongst 2875 toilets, 2459 (86%) were observed. Sixty-eight-percent of government hospital toilets and 92% of private hospital toilets were functional. Only 33% of toilets in government hospitals and 56% in private hospitals were clean. A high user-to-toilet ratio was observed in government hospitals' outpatients service (214:1) compared to inpatients service (17:1). User-to-toilet ratio was also high in private hospitals' outpatients service (94:1) compared to inpatients wards (19:1). Only 3% of toilets had bins for menstrual-pad disposal and <1% of toilets had facilities for disabled people.
A high percentage of unclean toilets coupled with high user-to-toilet ratio hinders the achievement of SDG by 2030 and risks poor infection-control. Increasing the number of usable, clean toilets in proportion to users is crucial. The findings suggest an urgent call for attention to ensure basic sanitation facilities in Dhaka's HCFs. The policy makers should allocate resources for adequate toilets, maintenance staff, cleanliness, along with strong leadership of the hospital administrators.

Who am I if you can’t see me? The “self” of young travellers as driver of eWOM in social media

PurposeThe purpose of this paper is to analyse factors influencing the propensity to share travel experiences in social media during a trip, across a sample of Millennial and Generation Z consumers in three different countries.Design/methodology/approachAn online survey was sent to consumers between 16 and 30 years in Sweden, UK and India. Structural equation modelling and multigroup analysis was conducted to compare results between countries and generations.FindingsYoung travellers’ need for uniqueness (NFU) and opinion leadership (OL) with regard to travel tends to increase their propensity to share travel experiences in social media during a trip. Reflected appraisal of self is strongly related to NFU and OL and may therefore indirectly influence the propensity to share. Some differences were found between generations and countries.Research limitations/implicationsFuture research could consider comparisons between travellers from younger and older generations. The hypotheses formulated in this study could be tested in other countries. Further adaptions or extensions of existing NFU scales to fit in the travel and tourism context are suggested.Practical implicationsMillennial and Gen Z consumers will constitute an increasing part of travellers and visitors in the future. Through a better understanding of their behaviour, tourism managers can design strategies to engage them and increase electronic word-of-mouth (eWOM).Originality/valueThis study contributes by addressing the lack of research on “self”-related drivers of eWOM in general social media during the trip, and by providing an international perspective through cross-cultural comparisons.

Is it selfish to be filamentous in biofilms? Individual-based modeling links microbial growth strategies with morphology using the new and modular iDynoMiCS 2.0

Microbial communities are found in all habitable environments and often occur in assemblages with self-organized spatial structures developing over time. This complexity can only be understood, predicted, and managed by combining experiments with mathematical modeling. Individual-based models are particularly suited if individual heterogeneity, local interactions, and adaptive behavior are of interest. Here we present the completely overhauled software platform, the i ndividual-based Dyn amics o f Mi crobial C ommunities S imulator, iDynoMiCS 2.0, which enables researchers to specify a range of different models without having to program. Key new features and improvements are: (1) Substantially enhanced ease of use (graphical user interface, editor for model specification, unit conversions, data analysis and visualization and more). (2) Increased performance and scalability enabling simulations of up to 10 million agents in 3D biofilms. (3) Kinetics can be specified with any arithmetic function. (4) Agent properties can be assembled from orthogonal modules for pick and mix flexibility. (5) Force-based mechanical interaction framework enabling attractive forces and non-spherical agent morphologies as an alternative to the shoving algorithm. The new iDynoMiCS 2.0 has undergone intensive testing, from unit tests to a suite of increasingly complex numerical tests and the standard Benchmark 3 based on nitrifying biofilms. A second test case was based on the “biofilms promote altruism” study previously implemented in BacSim because competition outcomes are highly sensitive to the developing spatial structures due to positive feedback between cooperative individuals. We extended this case study by adding morphology to find that (i) filamentous bacteria outcompete spherical bacteria regardless of growth strategy and (ii) non-cooperating filaments outcompete cooperating filaments because filaments can escape the stronger competition between themselves. In conclusion, the new substantially improved iDynoMiCS 2.0 joins a growing number of platforms for individual-based modeling of microbial communities with specific advantages and disadvantages that we discuss, giving users a wider choice.

Self-supplied drinking water in low- and middle-income countries in the Asia-Pacific

There is increasing awareness of household self-supply and the role it can play in securing water for domestic needs in low- and middle-income countries (LMICs), but its scale across the Asia-Pacific has not previously been quantified. This study analysed 77 datasets from 26 countries to estimate the prevalence of self-supplied drinking water, and its associated trends in LMICs in South Asia, Southeast Asia and the Pacific. When factoring in temporal trends, results suggest that >760 million people—or 31% of the population—relied on self-supply for their drinking water in these regions in 2018, with the number of users increasing by >9 million each year. Reliance on self-supply for drinking water is greater in rural areas than in urban areas (37% of rural population vs 20% of urban population), though results vary considerably between countries. Groundwater sources constitute the most common form of self-supply in South Asia and Southeast Asia, while rainwater collection is dominant in the Pacific. The results confirm the significance of self-supply in the Asia-Pacific and suggest that households are a major but often overlooked source of financing within the water sector. The findings raise important questions about how policy and practice should respond to this widespread phenomenon.

Addressing how multiple household water sources and uses build water resilience and support sustainable development

The routine use of multiple water sources to meet household water needs is widely practiced and has been reported in many developing countries. However, it is typically neglected by implementers, development organizations, and researchers who tend to focus exclusively on the “main source of drinking water.” In this Perspective, we explain the nature and scope of multiple water source use (MWSU) at the household level in developing countries. We also describe the implications of MWSU for human health and water resilience, and identify key knowledge gaps, risks, and opportunities associated with MWSU. Finally, we argue that understanding MWSU is feasible for researchers and implementers and is essential for properly designing research studies and water supply projects.

The Effect of Cellulose Nanocrystals on the Molecular Organization, Thermomechanical, and Shape Memory Properties of Gelatin-Matrix Composite Films

Gelatin is a natural hydrocolloid with excellent film-forming properties, high processability, and tremendous potential in the field of edible coatings and food packaging. However, its reinforcing by materials such as cellulose nanocrystals (CNC) is often necessary to improve its mechanical behavior, including shape memory properties. Since the interaction between these polymers is complex and its mechanism still remains unclear, this work aimed to study the effect of low concentrations of CNC (2, 6, and 10 weight%) on the molecular organization, thermomechanical, and shape memory properties in mammalian gelatin-based composite films at low moisture content (~10 weight% dry base). The results showed that the presence of CNCs (with type I and type II crystals) interfered with the formation of the gelatin triple helix, with a decrease from 21.7% crystallinity to 12% in samples with 10% CNC but increasing the overall crystallinity (from 21.7% to 22.6% in samples with 10% CNC), which produced a decrease in the water monolayer in the composites. These changes in crystallinity also impacted significantly their mechanical properties, with higher E’ values (from 1 × 104 to 1.3 × 104 Pa at 20 °C) and improved thermal stability at higher CNC content. Additionally, the evaluation of their shape memory properties indicated that while molecular interactions between the two components occur, CNCs negatively impacted the magnitude and kinetics of the shape recovery of the composites (more particularly at 10 weight% CNC, reducing shape recovery from 90% to 70%) by reducing the netting point associated with the lower crystallinity of the gelatin. We believe that our results contribute in elucidating the interactions of gelatin–CNC composites at various structural levels and highlights that even though CNC acts as a reinforcement material on gelatin matrices, their interaction are complex and do not imply synergism in their properties. Further investigation is, however, needed to understand CNC–gelatin interfacial interactions with the aim of modulating their interactions depending on their desired application.

Review of water safety planning processes and options for improved climate resilient infrastructure in Vanuatu

Vanuatu is a small island state ranked the most at-risk for natural hazards globally. Access to safe and secure water is limited, particularly for poor and rural residents. It is projected that climate change will increase temperatures, sea level, cyclone intensity, and extreme rainfall events in Vanuatu. As the impacts of climate change become clearer, it is becoming easier to predict the consequences of those changes on water infrastructure. The Government of Vanuatu, Department of Water Resources (DoWR) wants to support communities to enhance the resilience of community water supply infrastructure, despite the additional challenge of climate change. Since 2013, DoWR has adapted Water Safety Plans to the local context with Drinking Water Safety and Security Plans (DWSSPs). An analysis of actions taken after 199 DWSSPs, site visits and interviews, revealed an opportunity to integrate climate change more into existing community risk planning processes. The analysis also identified many potential problems with existing water infrastructure that increase their exposure to climate risks as well as possible improvements to decrease those risks. As a result, adjustments were made to the current water safety planning approach, so that communities review hazards associated with climate change and identify resilient infrastructure improvements.

Effectiveness of Groundwater Boiling as Household Water Treatment in Metro and Bekasi Cities, Indonesia

Groundwater serves as a major drinking water source due to inadequate piped supplies in Indonesia. To eliminate the health risks associated with groundwater consumption, boiling appears as the most suitable and cost-effective treatment technique and widely practiced in Indonesia. Despite treatment efforts, inappropriate water storage and handling practices pose a higher risk of recontamination after treatment. The objective of this study was to analyse the effectiveness of groundwater boiling and treated water recontamination in Metro and Bekasi cities, Indonesia. Groundwater at the source and point of use samples were surveyed and assessed from a total of 116 households, resulting in 60% and 35% E. coli contamination, respectively. Paired testing involving boiling observed a reduction in microbial risk for 45% of households. However, 12% samples had an increase in risk even though boiling was reported. Furthermore, E. coli concentration at source prior to boiling and point of use after boiling showed a statistically significant difference (N=111, P<0.01). This study demonstrated the effectiveness of boiling in reducing contamination, although recontamination was evident in some cases, likely due to unsafe water storage and unhygienic environment.

Participation and power dynamics between international non-governmental organisations and local partners: A rural water case study in Indonesia

Community-Based Management (CBM) is an important part of Indonesia’s goal of universal access to water. However, approaches to CBM tend to neglect the impact of power relationships between community-based organisations (CBOs) and their external donor partners on CBO management capacity. This paper explores the power dynamics between a CBO and their donor partner, the international NGO Engineers Without Borders Australia (EWB), in a rural water supply project in Tenganan, Indonesia. A diffracted power frame was used to analyse the response of CBO power to EWB’s participatory approach. The approach was sensitised to power, gave primacy to the CBO’s vision, used local assets, and had a flexible timeline. The CBO’s power was evident in the strength of its vision, its resistance to government involvement, the occasional rejection of technical advice from EWB, and its increased confidence in its capacity to manage Tenganan’s water supply. The findings reinforce the political nature of participation, with implications for approaches to establishing CBM in Indonesia and elsewhere. Strengthened outcomes in rural water supply are likely to result from greater self-reflection by external partners regarding their own positionality, coupled with a focus on strategies for maintaining and enhancing the power of CBOs.
