118 B. DREAM ACT BLOCKED The year ended in disappointment for supporters of the DREAM Act,119 a bill that would have provided a path to citizenship for undocumented migrants who entered the country prior to turning sixteen and had been residing here for at least five years, and had attended college or served in the military.120 The proposed legislation could have benefitted approximately 1.2 million immigrants and was viewed as the key to more sweeping immigration reform.121 Widely considered the most likely to succeed of a variety of immigration measures promoted by the Obama Administration, the bill failed to muster the required sixty votes in the Senate.122 With a Republican majority set to take control of the House, there is little hope that the measure will be revived in the near future. 12i An estimated 65,000 undocumented immigrants graduate from U.S. high schools each year.124 The arrest of a Harvard student on a full scholarship, who had immigrated to this country when he was a toddler, became emblematic of the difficulties this population faces.125 During the period leading up to the Senate vote, many undocumented students disclosed their illegal status, as well as their academic accomplishments, in an effort to gain support for the bill; now that the measure has been defeated, there is uncertainty for their future.126 C. COURT ALLOWS CIVIL RIGHTS CLAIMS AGAINST TOP IMMIGRATION OFFICIALS AND AGENTS TO PROCEED In a case that is likely to have national implications, a federal judge allowed a lawsuit against the former chief of the Immigration and Enforcement agency and other senior officials to move forward.127 Diaz-Bernal v. Myers stems from federal raids of private homes in New Haven that resulted in the arrest and jailing of thirty-two undocumented immigrants.

To accomplish these goals, ICE must prioritize the criminal prosecution of the actual employers who knowingly hire illegal workers because such employers are not sufficiently punished or deterred by die arrest of the illegal workforce.6 B. 1-9 AUDIT INCREASE The year 2009 brought in a new wave of compliance audits and investigations, ranging from administrative fines to criminal arrests for companies from ICE, the agency created in 2004 under the DHS and charged with the role of conducting investigations into companies' hiring records and 1-9 policies. Since the new ICE enforcement strategy initiated in April 2009, ICE has issued 142 Notices of Intent to Fine, totaling $15,865,181. According to DHS, a particular social group is best defined in light of the evidence about how the respondent's abuser and her society perceive her role within the domestic relationship.

SOUTHEAST ASIA Leaders of China, Cambodia, Laos, Myanmar, Thailand, and Vietnam signed the Joint Declaration of the Coordinated Mekong Ministerial Initiative Against Human Trafficking (COMMIT Declaration) on December 14, 2007.21 The region is widely known as a hotbed of human trafficking,22 and the Declaration was \"aimed at identifying and protecting trafficked persons at every point in the trafficking cycle, and to ensure that all official actions with respect to trafficked persons protect their safety, dignity and rights.

More than half a million say 'Hello' to iPhone
Shoppers snatched up about 525,000 of the devices at Apple and AT&T stores from Friday's launch through Sunday, said Trip Chowdhry, an analyst at Global Equities Research in San Francisco. A \"small percentage\" of customers experienced problems activating the devices, said AT&T spokesman Mark Siegel. AT&T - the only wireless service that works with the iPhone - typically provides mobile-phone activation in its stores, but with iPhones the process is handled online at Apple's iTunes Web site.

The Dow Jones industrial average zoomed 195 points, its best single-day jump since April 21, 2005. An early rally gained momentum after minutes of the most recent Fed meeting were released, indicating that most of the central bankers believed the end of their two-year credit-tightening cycle was \"likely to be near.\" The Dow had dropped 63 points Monday as overseas political tensions and concerns about shrinking U.S. gasoline reserves sent oil futures to their highest levels since Hurricane Katrina stormed ashore last summer. \"The stock market was desperately looking for a sign that the Fed, under new Chairman Ben Bernanke, would finally bring an end to the rate hikes, and that's exactly what it got,\" said Alan Skrainka, chief market strategist at brokerage Edward Jones & Co. in St. Louis.

Stocks retreated sharply Friday, sending the Dow to an 85-point loss, as traders were troubled by another record high for oil prices, a double dose of disappointing economic news and a weak sales outlook from computer giant Dell. In moderate trading, the Dow Jones industrial average fell 85.58 points, or 0.8%, to 10,600.31; the broader Standard & Poor's 500 slipped 7.42 points, or 0.6%, to 1,230.39; and the technology-heavy Nasdaq composite sank 17.65 points, or 0.8%, to 2,156.90. Those fears also were reflected in the U.S. gasoline market, where inventories have been falling and refinery glitches have cut into production. Unleaded gasoline futures for September delivery rose 5.5 cents to a record $2.005 a gallon Friday.

We have identified a small-molecule inhibitor of tumor necrosis factor α (TNF-α) that promotes subunit disassembly of this trimeric cytokine family member. The compound inhibits TNF-α activity in biochemical and cell-based assays with median inhibitory concentrations of 22 and 4.6 micromolar, respectively. Formation of an intermediate complex between the compound and the intact trimer results in a 600-fold accelerated subunit dissociation rate that leads to trimer dissociation. A structure solved by x-ray crystallography reveals that a single compound molecule displaces a subunit of the trimer to form a complex with a dimer of TNF-α subunits.

Objective To examine the imaging-detected mechanism of reduction of structural joint damage progression by tocilizumab (TCZ) in patients with rheumatoid arthritis (RA) using MRI. Methods In a substudy of a randomised, double-blind, phase 3b study (ACT-RAY) of biologic-naïve patients with RA who were methotrexate (MTX)-inadequate responders, 63 patients were randomised to continue MTX or receive placebo (PBO), both in combination with TCZ 8 mg/kg every 4 weeks, with optional additional disease-modifying antirheumatic drugs at week 24 if Disease Activity Score of 28 joints < 3.2. The most symptomatic hand was imaged with 0.2 Tesla extremity MRI at weeks 0, 2, 12 and 52. MR images were scored using Outcome Measures in Rheumatology–Rheumatoid Arthritis Magnetic Resonance Imaging Score. Predictors of week 52 erosion progression were determined by logistic regression analysis. Results TCZ + PBO (n=32) demonstrated mean improvements in synovitis from baseline to weeks 2 (−0.92; p=0.0011), 12 (−1.86; p<0.0001) and 52 (−3.35; p<0.0001), while TCZ + MTX (n=31) had mean improvements in synovitis at week 12 (−0.88; p=0.0074), but not week 52 (−1.00; p=0.0711). TCZ+PBO demonstrated mean reductions in osteitis at weeks 12 (−5.10; p=0.0022) and 52 (−8.56; p=0.0006), while TCZ+MTX had mean reductions at weeks 2 (−0.21; p<0.05) and 12 (−3.63; p=0.0008), but not week 52 (−2.31; p=0.9749). Mean erosion scores did not worsen in either group. MRI erosion scores at weeks 12 and 52 correlated strongly with radiography erosion scores at week 52 (r>0.80). Baseline synovitis and worsening of osteitis predicted erosion progression. Conclusions Rapid suppression of synovitis and osteitis with reduction in structural joint damage progression occurred with TCZ, as monotherapy or in combination with MTX, through week 52.

The goal of curing children and adults with sickle cell disease (SCD) is to maximize benefits and minimize intermediate and long-term adverse outcomes so that individuals can live an average life span with a high quality of life. While greater than 2000 individuals with SCD have been treated with curative therapy, systematic studies have not been performed to evaluate the long-term health effects of hematopoietic stem cell transplant (HSCT) in this population. Individuals with SCD suffer progressive heart, lung, and kidney disease prior to curative therapy. In adults, these sequalae are associated with earlier death. In comparison, individuals who undergo HSCT for cancer are heavily pretreated with chemotherapy, resulting in potential acute and chronic heart, lung, and kidney disease. The long-term health effects on the heart, lung, and kidney for children and adults undergoing HSCT for cancer have been extensively investigated. These studies provide the best available data to extrapolate the possible late health effects after curative therapy for SCD. Future research is needed to evaluate whether HSCT abates, stabilizes, or exacerbates heart, lung, kidney, and other diseases in children and adults with SCD receiving myeloablative and non-myeloablative conditioning regimens for curative therapy.
