A Seat at the Top? A Historical Appraisal of Brazil’s Case for the UN Security Council
Emerging powers have increasingly been vocal about reforming the structures of global governance. Brazil has asserted itself both as a player to be reckoned with in multilateral organizations and as a candidate for permanent membership at the United Nations Security Council. This article aims at investigating the circumstances surrounding Brazil’s efforts at three historical moments: the failed attempt to gain a permanent seat on the Council of the League of Nations, the short-lived campaign to become the “sixth permanent member” of the Security Council in 1945, and the candidacy in the 1990s and after. Although some studies focus on each candidature separately, there is not a comprehensive comparison to put them into perspective. By comparing how foreign policy was conducted by different administrations, the article sheds light on the future behavior that could be expected from Brazil on this issue, regardless of the government in charge.
Vision: A Six-telescope Fiber-fed Visible Light Beam Combiner for the Navy Precision Optical Interferometer
Visible-light long baseline interferometry holds the promise of advancing a number of important applications in fundamental astronomy, including the direct measurement of the angular diameters and oblateness of stars, and the direct measurement of the orbits of binary and multiple star systems. To advance, the field of visible-light interferometry requires development of instruments capable of combining light from 15 baselines (6 telescopes) simultaneously. The Visible Imaging System for Interferometric Observations at NPOI (VISION) is a new visible light beam combiner for the Navy Precision Optical Interferometer (NPOI) that uses single-mode fibers to coherently combine light from up to six telescopes simultaneously with an image-plane combination scheme. It features a photometric camera for calibrations and spatial filtering from single-mode fibers with two Andor Ixon electron multiplying CCDs. This paper presents the VISION system, results of laboratory tests, and results of commissioning on-sky observations. A new set of corrections have been determined for the power spectrum and bispectrum by taking into account non-Gaussian statistics and read noise present in electron-multipying CCDs to enable measurement of visibilities and closure phases in the VISION post-processing pipeline. The post-processing pipeline has been verified via new on-sky observations of the O-type supergiant binary ζ Orionis A, obtaining a flux ratio of 2.18 0.13 with a position angle of 223 9 1 0 and separation 40.6 1.8 mas over 570-750 nm, in good agreement with expectations from the previously published orbit.
On how Brazil almost became a permanent member of the United Nations Security Council in 1945
This article aims at investigating how the hypothesis that Brazil could become one of the permanent members of the United Nations Security Council emerged and developed when the organization was created in 1945. The motivations of President Roosevelt in putting forward this proposal in 1944, during the Dumbarton Oaks Conference, the resistances faced, as well as the position adopted by the Brazilian government at the San Francisco Conference, are analyzed by using archival sources and documents from the period under examination. Antirevolutionary diplomacy in oligarchic Brazil, 1919–30
In the 1920s oligarchic rule in Brazil was perceived to be constantly under threat from ‘revolution’. Domestic developments and the impact of the First World War had brought about major changes in the political arena. In this context, the resources of the Ministry of Foreign Relations (Itamaraty) were systematically used by the Brazilian government as a means to monitor and counteract presumed overseas connections of a ‘revolutionary’ nature. Actions against tenentismo in the Río de la Plata region and diplomatic efforts to oppose the 1930 Revolution, among other issues, are examined in this article in order to provide further understanding of the role played by Brazilian diplomacy in the final years of the Old Republic.
De como o Brasil quase se tornou membro permanente do Conselho de Segurança da ONU em 1945
Este artigo busca investigar como surgiu e se desenvolveu a hipótese de que o Brasil se tornasse um dos membros permanentes do Conselho de Segurança das Nações Unidas quando a organização foi criada em 1945. As motivações do presidente Roosevelt ao fazer essa proposta em 1944, durante a Conferência de Dumbarton Oaks, as resistências encontradas, assim como a posição que adotou o governo brasileiro na Conferência de São Francisco, são analisadas com base em fontes de arquivo e documentos do período em estudo. Mid-infrared characterization of the planetary-mass companion ROXs 42B b
We present new Keck/NIRC2 3\\(-\\)5 \\(\\)m infrared photometry of the planetary-mass companion to ROXS 42B in \\(L^\\), and for the first time in Brackett-\\(\\) (Br\\(\\)) and in \\(M_s\\)-band. We combine our data with existing near-infrared photometry and \\(K\\)-band (2\\(-\\)2.4 \\(\\)m) spectroscopy and compare these with models and other directly imaged planetary-mass objects using forward modeling and retrieval methods in order to characterize the atmosphere of ROXS 42B b. ROXS 42B b's 1.25\\(-\\)5 \\(\\)m spectral energy distribution most closely resembles that of GSC 06214 B and \\(\\) And b, although it has a slightly bluer$K_{\\rm s}$ $-$ $M_{\\rm s}\\( color than GSC 06214 B and thus so far lacks evidence for a circumplanetary disk. We cannot formally exclude the possibility that any of the tested dust-free/dusty/cloudy forward models describe atmosphere of ROXS 42B b well. However, models with substantial atmospheric dust/clouds yield temperatures and gravities that are consistent when fit to photometry and spectra separately, whereas dust-free model fits to photometry predict temperatures/gravities inconsistent with ROXS 42B b's \\)K\\(-band spectrum and vice-versa. Atmospheric retrieval on the 1\\)-\\(5 \\)\\mu\\(m photometry places a limit on the fractional number density of CO\\)_2\\( of \\)\\log(n_{\\rm CO_2})<-2.7\\( but provides no other constraints so far. We conclude that ROXS 42B b has mid-IR photometric features that are systematically different from other previously observed planetary-mass and field objects of similar temperature. It remains unclear whether this is in the range of the natural diversity of targets at the very young (\\)\\sim$ 2 Myr) age of ROXS 42B b, or unique to its early evolution and environment.

SCExAO and GPI \\(YJH\\) Band Photometry and Integral Field Spectroscopy of the Young Brown Dwarf Companion to HD 1160
We present high signal-to-noise ratio, precise \\(YJH\\) photometry and \\(Y\\) band (~\\(\\)m) spectroscopy of HD 1160 B, a young substellar companion discovered from the Gemini NICI Planet Finding Campaign, using the Subaru Coronagraphic Extreme Adaptive Optics instrument and the Gemini Planet Imager. HD 1160 B has typical mid-M dwarf-like infrared colors and a spectral type of M5.5\\(^+1.0_-0.5\\), where the blue edge of our \\(Y\\) band spectrum rules out earlier spectral types. Atmospheric modeling suggests HD 1160 B having an effective temperature of 3000--3100 \\(K\\), a surface gravity of log \\(g\\) = 4--4.5, a radius of~~\\(R_ J\\), and a luminosity of log \\(L\\)/\\(L_ = -2.76 0.05\\). Neither the primary's Hertzspring-Russell diagram position nor atmospheric modeling of HD 1160 B show evidence for a sub-solar metallicity. The interpretation of the HD 1160 B depends on which stellar system components are used to estimate an age. Considering HD 1160 A, B and C jointly, we derive an age of 80--125 Myr, implying that HD 1160 B straddles the hydrogen-burning limit (70--90 \\(M_ J\\)). If we consider HD 1160 A alone, younger ages (20--125 Myr) and a brown dwarf-like mass (35--90 \\(M_ J\\)) are possible. Interferometric measurements of the primary, a precise GAIA parallax, and moderate resolution spectroscopy can better constrain the system's age and how HD 1160 B fits within the context of (sub)stellar evolution.
Dietary polyphenol intake is associated with HDL-cholesterol and a better profile of other components of the metabolic syndrome: A PREDIMED-plus sub-study
Dietary polyphenol intake is associated with improvement of metabolic disturbances. The aims of the present study are to describe dietary polyphenol intake in a population with metabolic syndrome (MetS) and to examine the association between polyphenol intake and the components of MetS. This cross-sectional analysis involved 6633 men and women included in the PREDIMED (PREvención con DIeta MEDiterranea-Plus) study. The polyphenol content of foods was estimated from the Phenol-Explorer 3.6 database. The mean of total polyphenol intake was 846 ± 318 mg/day. Except for stilbenes, women had higher polyphenol intake than men. Total polyphenol intake was higher in older participants (>70 years of age) compared to their younger counterparts. Participants with body mass index (BMI) >35 kg/m2 reported lower total polyphenol, flavonoid, and stilbene intake than those with lower BMI. Total polyphenol intake was not associated with a better profile concerning MetS components, except for high-density lipoprotein cholesterol (HDL-c), although stilbenes, lignans, and other polyphenols showed an inverse association with blood pressure, fasting plasma glucose, and triglycerides. A direct association with HDL-c was found for all subclasses except lignans and phenolic acids. To conclude, in participants with MetS, higher intake of several polyphenol subclasses was associated with a better profile of MetS components, especially HDL-c.
Quantitative Tracheid Anatomy Reveals a Complex Environmental Control of Wood Structure in Continental Mediterranean Climate
A detailed understanding of how the climate models the hydraulic system of trees is still lacking, in spite of the need to understand tree response to the ongoing process of climatic change. A systematic correlation of tracheid anatomical features with climate has not been implemented in Mediterranean ecosystems, where climatic change is expected to be particularly intense. We measured ring width and cell number—in addition to intraring position, lumen size, and wall thickness of tracheids—in 10Juniperus thuriferaindividuals from north-central Spain. We used this information to perform an exploratory analysis of how these parameters correlated with climatic variables in 1965–2004. Cell number and ring width shared a relatively similar climatic signal, whereas the anatomical variables provided differentiated and diverse signals about climatic conditions during their formation. Earlywood and latewood tracheids differed in controlling factors, with earlywood tracheid size and wall thickness being positively related to rainfall during early summer and latewood tracheid size being positively related to August temperature. Tracheid anatomical variables improved our understanding of climate effects on tree growth and wood formation under harsh environmental conditions, as those experienced in continental Mediterranean climates, where limiting factors show multiple shifts across the year.
