Once an engineer at DuPont's Belle plant, [John Luoni] entered public life in the 1980s by winning a seat on the Kanawha school board. He was a quiet, reasonable voice who brought stability to the difficult, low-paid job of overseeing schools. Both Charleston newspapers endorsed him repeatedly.

Amid such hassle, the current Kanawha board has done a solid, steady, commendable job of steering West Virginia's largest school system, which has 25,000 students in 70 schools, served by one of the largest bus fleets in America. It's a $237 million yearly operation, imposing heavy responsibility.

In the May 8 Democratic primary election, [SALLY Shepherd] faces three bureaucrats from the state Agriculture Department, plus a state senator who claims that his bottled water plant qualifies him as a practitioner of \"nontraditional agriculture.\" We think Shepherd is the Real Deal, and we endorse her for her party's nomination for state agriculture commissioner, to succeed the venerable Gus Douglass.

RAW hate: Some political extremists (Ann Coulter, maybe) seem to be driven nuts by their ideology. Rock star Ted Nugent called President Obama a \"piece of s-t\" and an \"anti-American monster.\" Nugent says the Democratic administration is \"vile, evil, America-hating.\" He calls Nancy Pelosi a \"subhuman scoundrel.\" Nugent carried two machine guns onstage and yelled, \"Hey, Hillary, you might want to ride one of these into the sunset, you worthless bitch.\" The Secret Service is investigating to determine whether Nugent is dangerous. Maybe it should just file lunacy commitment papers. Some physicists searching for the Higgs boson - a mysterious unit that supposedly imparts weight and size to matter - say they're annoyed that it's called \"the God particle.\" Meanwhile, the Chicago Tribune observed that, until the Higgs is found, \"we'll just have to take its existence on, uh, faith.\" \"For the first time in our nation's history, there are no Protestants on the U.S. Supreme Court\" - that's a significant item from the Public Religion Research Institute. The demographic study organization notes that white Protestants were 54 percent of the U.S. population in the 1970s, but their number fell to 36 percent by 2010 - largely because of relentless declines in mainline \"tall steeple\" faiths that once were the backbone of American society.

Checking the ballot spot \"For the Levies\" won't raise anyone's taxes. Nothing will change. The rate merely will remain at the slightly elevated level where it has been for three-quarters of a century. We urge all conscientious Kanawha voters to support this crucial need.

Gov. Tomblin wisely declined to pass judgment on the Philadelphia mess. He merely said the case is \"one of those things that proper authorities have to look at,\" adding: \"I hope things work out for the best.\" Unless criminal action develops, West Virginia must presume that Bishop Bransfield is innocent. Monsignor Edward Sadie of Charleston's Sacred Heart Co-Cathedral called the accusations \"beyond belief\" and said the bishop has been \"very diligent\" in enforcing church protections against molestation. That's how the situation stands, and how it should remain, unless a flood of new witnesses or other dramatic developments emerge.

John has been Kanawha's chief deputy for 11 years, starting three years before his brother's election in 2004.
