The Paris climate agreement aims at holding global warming to well below 2 degrees Celsius and to “pursue efforts” to limit it to 1.5 degrees Celsius. To accomplish this, countries have submitted Intended Nationally Determined Contributions (INDCs) outlining their post-2020 climate action. Here we assess the effect of current INDCs on reducing aggregate greenhouse gas emissions, its implications for achieving the temperature objective of the Paris climate agreement, and potential options for overachievement. The INDCs collectively lower greenhouse gas emissions compared to where current policies stand, but still imply a median warming of 2.6–3.1 degrees Celsius by 2100. More can be achieved, because the agreement stipulates that targets for reducing greenhouse gas emissions are strengthened over time, both in ambition and scope. Substantial enhancement or over-delivery on current INDCs by additional national, sub-national and non-state actions is required to maintain a reasonable chance of meeting the target of keeping warming well below 2 degrees Celsius.
The objective of the Paris climate agreement is to limit global-average temperature increase to well below 2 degrees Celsius above pre-industrial levels and to further pursue limiting it to 1.5 degrees Celsius; here, the adequacy of the national plans submitted in preparation for this agreement is assessed, and it is concluded that substantial enhancement or over-delivery on these plans is required to have a reasonable chance of achieving the Paris climate objective.

The principal climate goal of the Paris Agreement of December 2015 is to hold the increase in the global average temperature to well below 2 degrees Celsius above pre-industrial levels and to pursue efforts to limit the temperature increase to 1.5 degrees above pre-industrial levels. This Perspective assesses the national plans submitted to the Paris meeting for post-2020 action to reduce global greenhouse gas emission by 2030. It also provides projections for global mean temperature increase over the twenty-first century that would be consistent with the present national plans and discusses options that may help to reduce greenhouse gas emissions to levels that are more consistent with maintaining a reasonable chance of meeting the well below 2 degrees Celsius climate target.

Wave of net zero emission targets opens window to meeting the Paris Agreement

National net zero emission targets could, if fully implemented, reduce best estimates of projected global average temperature increase to 2.0–2.4 °C by 2100, bringing the Paris Agreement temperature goal within reach. A total of 131 countries are discussing, have announced or have adopted net zero targets, covering 72% of global emissions. These targets could substantially lower projected warming as compared to currently implemented policies (2.9–3.2 °C) or pledges submitted to the Paris Agreement (2.4–2.9 °C).Current pledges for emissions cuts are insufficient to meet the Paris Agreement temperature goal. The wave of net zero targets being discussed and adopted could make the Paris goal possible if further countries follow suit.

By January 2022, 156 countries had submitted new or updated nationally determined contributions (NDCs) under the Paris Agreement. This study analyses the greenhouse gas (GHG) emissions and macroeconomic impacts of the new NDCs. The total impact of the updated unconditional and conditional NDCs of these countries on global emission levels by 2030 is an additional reduction of about 3.8 and 3.9 GtCO2eq, respectively, compared to the previously submitted NDCs as of October 2020. However, this total reduction must be about three times greater to be consistent with keeping global temperature increase to well below 2 °C, and even seven times greater for 1.5 °C. Nine G20 economies have pledged stronger emission reduction targets for 2030 in their updated NDCs, leading to additional aggregated GHG emission reductions of about 3.3 GtCO2eq, compared to those in the previous NDCs. The socio-economic impacts of the updated NDCs are limited in major economies and largely depend on the emission reduction effort included in the NDCs. However, two G20 economies have submitted new targets that will lead to an increase in emissions of about 0.3 GtCO2eq, compared to their previous NDCs. The updated NDCs of non-G20 economies contain further net reductions. We conclude that countries should strongly increase the ambition levels of their updated NDC submissions to keep the climate goals of the Paris Agreement within reach.

Many countries have implemented national climate policies to accomplish pledged Nationally Determined Contributions and to contribute to the temperature objectives of the Paris Agreement on climate change. In 2023, the global stocktake will assess the combined effort of countries. Here, based on a public policy database and a multi-model scenario analysis, we show that implementation of current policies leaves a median emission gap of 22.4 to 28.2 GtCO
2
eq by 2030 with the optimal pathways to implement the well below 2 °C and 1.5 °C Paris goals. If Nationally Determined Contributions would be fully implemented, this gap would be reduced by a third. Interestingly, the countries evaluated were found to not achieve their pledged contributions with implemented policies (implementation gap), or to have an ambition gap with optimal pathways towards well below 2 °C. This shows that all countries would need to accelerate the implementation of policies for renewable technologies, while efficiency improvements are especially important in emerging countries and fossil-fuel-dependent countries.

The 2030 Agenda with its Sustainable Development Goals (SDGs) and the Paris Agreement on climate change were adopted in 2015. Although independently defined, the two agreements are strongly interlinked. We developed a framework that scores the impacts of climate-change actions on all SDG targets based on directionality (i.e., trade-offs or co-benefits) and likelihood of occurrence (i.e., ubiquitous or context-dependent), and categorizes them by dependence on four key context dimensions—geographical, governance, time horizon and limited natural resources. Through an extensive literature review, we found that climate-change mitigation measures directly affect most SDGs and their targets, mostly through co-benefits. Improving energy efficiency, reducing energy-services demand and switching to renewables provide the most co-benefits. In contrast, carbon capture and storage and nuclear energy likely lead to multiple trade-offs. We show how understanding the relevant context dimensions facilitates policy design and policy mixes that enhance co-benefits and minimize trade-offs. Finally, by assessing the prevalence of climate-change mitigation measures in G20 countries, we found that measures with more co-benefits are more frequently adopted. Our study advances the knowledge of climate–SDG interactions, contributing to climate and sustainable development governance research, and facilitating policy design for a joint implementation of the Paris Agreement and the 2030 Agenda.

Implications of various effort-sharing approaches for national carbon budgets and emission pathways

The bottom-up approach of the Nationally Determined Contributions (NDCs) in the Paris Agreement has led countries to self-determine their greenhouse gas (GHG) emission reduction targets. The planned ‘ratcheting-up’ process, which aims to ensure that the NDCs comply with the overall goal of limiting global average temperature increase to well below 2 °C or even 1.5 °C, will most likely include some evaluation of ‘fairness’ of these reduction targets. In the literature, fairness has been discussed around equity principles, for which many different effort-sharing approaches have been proposed. In this research, we analysed how country-level emission targets and carbon budgets can be derived based on such criteria. We apply novel methods directly based on the global carbon budget, and, for comparison, more commonly used methods using GHG mitigation pathways. For both, we studied the following approaches: equal cumulative per capita emissions, contraction and convergence, grandfathering, greenhouse development rights and ability to pay. As the results critically depend on parameter settings, we used the wide authorship from a range of countries included in this paper to determine default settings and sensitivity analyses. Results show that effort-sharing approaches that (i) calculate required reduction targets in carbon budgets (relative to baseline budgets) and/or (ii) take into account historical emissions when determining carbon budgets can lead to (large) negative remaining carbon budgets for developed countries. This is the case for the equal cumulative per capita approach and especially the greenhouse development rights approach. Furthermore, for developed countries, all effort-sharing approaches except grandfathering lead to more stringent budgets than cost-optimal budgets, indicating that cost-optimal approaches do not lead to outcomes that can be regarded as fair according to most effort-sharing approaches.

Achieving the collective goal of limiting warming to below 2 °C or 1.5 °C compared to pre-industrial levels requires a transition towards a fully decarbonized world. Annual greenhouse gas emissions on such a path in 2025 or 2030 can be allocated to individual countries using a variety of allocation schemes. We reanalyse the IPCC literature allocation database and provide country-level details for three approaches. At this stage, however, it seems utopian to assume that the international community will agree on a single allocation scheme. Here, we investigate an approach that involves a major-economy country taking the lead. In a bottom-up manner, other countries then determine what they consider a fair comparable target, for example, either a ‘per-capita convergence’ or ‘equal cumulative per-capita’ approach. For example, we find that a 2030 target of 67% below 1990 for the EU28, a 2025 target of 54% below 2005 for the USA or a 2030 target of 32% below 2010 for China could secure a likely chance of meeting the 2 °C target in our illustrative default case. Comparing those targets to post-2020 mitigation targets reveals a large gap. No major emitter can at present claim to show the necessary leadership in the concerted effort of avoiding warming of 2 °C in a diverse global context.
Breaking away from the utopian assumption that the international community will agree on a single emissions allocation scheme, this study assesses approaches to setting country-level mitigation targets in line with the 2 °C goal.

Expanding climate policy adoption improves national mitigation efforts

To identify means to improve mitigation efforts, we investigated whether the number of climate policies is associated with emission projections up to 2030 and compared policies’ prevalence across country groups. We find that larger and more comprehensive policy portfolios are conducive to emission reductions, regardless of whether absolute emissions increase or already decline. However, country groups have distinct entry points to expand climate policy. Countries with fast-increasing emissions have significantly fewer policies overall but policies are especially missing in energy-demand sectors, such as buildings and transport. Countries with stalling emissions lack climate strategies and other cross-sectoral policies. This suggests the need for better coordination of mitigation efforts across sectors. In all country groups that fail to reduce emissions, policies to reduce energy and material demand are also substantially fewer. Despite the collective increase of policies in force, countries can still expand climate policy to use the full breadth of mitigation options available.
