Exploring alternative economic pathways: a comparison of foundational economy and Doughnut economics
2022
A number of intersecting crises are currently ongoing at multiple scales, including increasing inequality, environmental degradation, and climate destabilization, as well as new surges of populism and mounting public health threats. These emergencies question our economic model of past decades and provoke a rethinking of the general approach to economic policy from a multi-scalar perspective. In this article, we compare two approaches aiming to rethink economic development policy: foundational economy and Doughnut economics, and consider if and how they complement each other. We conclude that the two approaches are potentially complementary, most prominently in their call for high-income countries to refocus from growth per se to purpose-driven economic strategies that prioritize public services and redistribute incomes. However, they differ in respect to their geographical focus, environmental concerns, and application. To properly address tradeoffs between social needs and environmental effects, foundational scholarship would benefit from deeper engagement with the socioenvironmental perspective presented in Doughnut economics, which stresses the need to consider human-nature interlinkages. In sum, combining different aspects of the two approaches promises to provide a more robust response to contemporary challenges, especially for local policy making.

Upgrading to lead firm position via international acquisition

This article examines the case of a Chinese firm that has upgraded to lead firm position in the global biomass power plant industry mainly through acquisitions of technological frontier firms in Denmark. Sustaining the lead firm position was, however, challenged by difficulties in developing innovative capability. Drawing on the literature on (i) firm-level technological capability and (ii) knowledge transfer in international acquisitions, we explain the reasons for insufficient innovative capability building. Based on these empirical findings, we suggest maintaining the existing upgrading framework but applying it analytically in a more flexible manner that avoids linearity, hierarchy and segmentation while stressing the co-existence of and inter-relationships between the different types of upgrading.

A competence set for sustainable urban development: framing a research agenda

The primary purpose of this paper is to call for more research on the competencies needed to promote sustainable urban development. Our premise is that sustainable urban development does not occur without transcending differing interests and identifying novel ways to collaborate across organisational and institutional boundaries. Relatedly, sustainable urban development calls for mobilisation and pooling of scattered assets. Therefore, sustainable urban development calls for enhanced competencies that significantly differ from the traditional capabilities valued in public administration. This premise leads us to determine what competencies are needed to support sustainable urban development and to ask how fragmented capabilities can be pooled to serve the common purpose. Sustainable urban development necessitates transformative system change, dependent on diverse stakeholders, relying on many actors' knowledge and capabilities instead of a few selected actors' expertise. To achieve a systemic perspective, we need to be able to group the capabilities and competencies; otherwise. We propose a conceptual framework drawing on insights from public administration, management studies, organisation studies, and the Intergovernmental Panel on Climate Change (IPCC) that might allow us to move from individual capabilities to shared competencies and collective learning processes, thus adding analytical leverage to our efforts to strengthen the competencies embedded in systems but held by individuals. For analytical purposes, we adopt the concept of the competence set. It is geared toward identifying how different capabilities of many actors could be integrated at a systemic level so that a set would serve both the entire urban system and the actors embedded in it.

Juggling with Proximity and Distance: Collaborative Innovation Projects in the Danish Cleantech Industry

Studies increasingly apply a multidimensional proximity framework in the analysis of collaborations between actors. This article explores the influence of collaboration motives on the desired proximity characteristics of partnerships in innovation projects based on 50 interviews with representatives from Danish cleantech firms. How search criteria along proximity dimensions differ depends on the purposes of the collaborations. In this way, the analysis distinguishes between the types of collaboration, where geographical proximity is considered highly important and those where geographically distant partners are preferred. Geographical proximity plays an important role in partnerships motivated by interaction around actual product development and knowledge creation, while long-distance relationships appear to be important for partnerships motivated by market access and cost considerations. The insight that the desired proximity characteristics of partnerships are indeed contingent on the motive for collaborating highlights how the proximity framework can be applied in the analysis of firm decision making.

What Is the Bioeconomy? A Review of the Literature

The notion of the bioeconomy has gained importance in both research and policy debates over the last decade, and is frequently argued to be a key part of the solution to multiple grand challenges. Despite this, there seems to be little consensus concerning what bioeconomy actually implies. Consequently, this paper seeks to enhance our understanding of what the notion of bioeconomy means by exploring the origins, uptake, and contents of the term “bioeconomy” in the academic literature. Firstly, we perform a bibliometric analysis that highlights that the bioeconomy research community is still rather fragmented and distributed across many different fields of science, even if natural and engineering sciences take up the most central role. Secondly, we carry out a literature review that identifies three visions of the bioeconomy. The bio-technology vision emphasises the importance of bio-technology research and application and commercialisation of bio-technology in different sectors of the economy. The bio-resource vision focuses on processing and upgrading of biological raw materials, as well as on the establishment of new value chains. Finally, the bio-ecology vision highlights sustainability and ecological processes that optimise the use of energy and nutrients, promote biodiversity, and avoid monocultures and soil degradation.

Abstract
The increasing deployment of renewable energy (RE) hinges on the development and upscaling of manufacturing and logistics capacities, offering industrial development opportunities for regions and countries. In this paper, we analyse how contextual factors pertaining to pre-existing regional assets and multi-scalar institutional environments influence RE-related industrial development at the regional scale. To this avail, we purposefully selected two contrasting regional case studies of offshore wind energy-related industry developments in Southern Denmark (a pioneering region) and Normandy (France, a latecomer region) and discuss developments until 2020. Our qualitative analysis is informed by theoretical and empirical insights from the economic geography and sustainability transitions research fields. The identified contrasting regional path creation processes reflect substantial differences in context conditions, providing insights into how regions can capture value in the ongoing energy transitions.
There has been significant interest regarding the development of new regional green industries and how to promote them to achieve desired objectives, such as meeting national climate goals, industrialization and creating new green jobs. Amid this growing regional and national interest in developing new regional green industries, the paper provides novel insights regarding the key factors that can make some regions more successful while others are less successful.

Integration of the scientific community as exemplified by the biotech sector: An analysis based on bibliometric indicators in the Danish-Swedish border region

This paper presents an account of the progress of the integration between the Danish and Swedish parts of the Oresund Region within the world of science, with emphasis on biotech. The paper is based on data from the database Science Citation Index Expanded. The amount of co-authorships produced by agents from each side of the region is analysed for a 12-year period (1994-2005) and used as an indicator to show how the integration is proceeding. Each of the co-authorships is examined to shed light on the nature of the interactions, thereby identifying the agents most involved in collaboration. Furthermore, the development in co-authorships within the region is compared to the development in co-authorships between the Oresund Region and four selected reference areas. Our findings indicate that there has been a substantial increase in both the number of co-authorships overall and within biotech solely. The rise in co-authorships between the two parts is proceeding at a faster pace than the rise in coauthorships between the Oresund Region and the reference areas. The overall results of this paper indicate a growing integration of the biotech sector in the Oresund Region.

This article provides an overview of the literature on demonstration projects and trials, and accounts for how insights drawn from this literature can contribute to the development of a sustainable bioeconomy. The article reviews the literature on demonstration projects and trials, covering both more broad-based studies on demonstration projects mainly carried out in the US and more specific studies on demonstration projects for energy technologies carried out in Europe, the US, and Japan. The aim of the article is to account for how demonstration projects and trials can contribute to the development of a sustainable bioeconomy.

Value Chain Structures that Define European Cellulosic Ethanol Production

Production of cellulosic ethanol (CE) has not yet reached the scale envisaged by the literature and industry. This study explores CE production in Europe to improve understanding of the motivations and barriers associated with this situation. To do this, we conduct a case study-based analysis of CE production plants across Europe from a global value chain (GVC) perspective. We find that most CE production plants in the EU focus largely on intellectual property and are therefore only at the pilot or demonstration scale. Crescentino, the largest CE production facility in Europe, is also more interested in technology licensing than producing ethanol. Demonstration-scale plants tend to have a larger variety of feedstocks, whereas forestry-based plants have more diversity of outputs. As scale increases, the diversity of feedstocks and outputs diminishes, and firms struggle with feedstock provisioning, global petroleum markets and higher financial risks. We argue that, to increase CE production, policies should consider value chains, promote the wider bio-economy of products and focus on economies of scope. Whereas the EU and its member states have ethanol quotas and blending targets, a more effective policy would be to seek to reduce the risks involved in financing capital projects, secure feedstock provisioning and support a diversity of end products.
