A pathway design framework for national low greenhouse gas emission development strategies
The Paris Agreement introduces long-term strategies as an instrument to inform progressively more ambitious emission reduction objectives, while holding development goals paramount in the context of national circumstances. In the lead up to the twenty-first Conference of the Parties, the Deep Decarbonization Pathways Project developed mid-century low-emission pathways for 16 countries, based on an innovative pathway design framework. In this Perspective, we describe this framework and show how it can support the development of sectorally and technologically detailed, policy-relevant and country-driven strategies consistent with the Paris Agreement climate goal. We also discuss how this framework can be used to engage stakeholder input and buy-in; design implementation policy packages; reveal necessary technological, financial and institutional enabling conditions; and support global stocktaking and increasing of ambition.The Deep Decarbonization Pathways Project develops a framework to design low-emission development pathways. This Perspective discusses the framework and how it can support the development of national strategies to meet climate targets, as well as help achieve stakeholder engagement.
Accelerating actions for leveraging a climate-neutral sustainable society
The establishment of the Leveraging a Climate-neutral Society–strategic Research Network (LCS–RNet) (then named the International Research Network for Low Carbon Societies) was proposed at the Group of Eight (G8) Environment Ministers’ Meeting in 2008. Its 12th annual meeting in December 2021 focused on the discussion on how to transition into a just and sustainable society and how to reduce the risks associated with the transition. This requires comprehensive studies including on the concept of transition, pathways to net-zero societies and how to realise the pathways by collaborating with various stakeholders. This Special Feature provides new insights into sustainability science by linking the scientific knowledge with practical science for the transition through the exploration of studies presented at the annual meeting. Following the opening paper, “A challenge for sustainability science: can we halt climate change?”, a wide range of topics were discussed, including practices for sustainable transformation in the Erasmus University, practices in industry, energy transition and international cooperation.
Low Carbon Scenarios for Europe: An Evaluation of Upscaling Low Carbon Experiments
This paper focuses on transformational processes in a post Paris agreement context. It uses IMACLIM-R, an E3 (Environment–Energy–Economy) model allowing for the integration of urban forms, transport dynamics, environmental policies and behaviors. Building upon the study of a set of local low carbon experiments throughout the European Union (EU), the paper explores two contrasted stylized scenarios of the low carbon transition in Europe. It highlights that carbon pricing policies are useful guides for transition but cannot achieve the ambitious objective without significant transition costs. It shows that low carbon experiments in the transport and energy sectors are critical dimensions of complementary measures in favor of green infrastructures. Broadening and upscaling low carbon experiments helps overcome the inertias of the transport sector by fostering radical changes in infrastructures, thereby introducing deep transformations in mobility behavior. This can then generate positive macroeconomic outcomes, even though they are also dependent on specific financial support, calling for a renegotiation of the social contract based on specific fiscal reforms and measures to secure funding for these initiatives. The paper concludes with some research avenues for improving this preliminary work and calls for a better understanding of the complexity of the socio-economic patterns of both the transition and the conditions for an effective implementation.
Endogenous Structural Change and Climate Targets Modeling Experiments with Imaclim-R
This paper envisages endogenous technical change that results from the interplay between the economic growth engine, consumption, technology and localization patterns. We perform numerical simulations with the recursive dynamic general equilibrium model Imaclim-R to study how modeling induced technical change affects costs of CO₃ stabilization. Imaclim-R incorporates innovative specifications about final consumption of transportation and energy to represent critical stylized facts such as rebound effects and demand induction by infrastructures and equipments. Doing so brings to light how induced technical change may not only lower stabilization costs thanks to pure technological progress, but also trigger induction of final demand—effects critical to both the level of the carbon tax and the costs of policy given a specific stabilization target. Finally, we study the sensitivity of total stabilization costs to various parameters including both technical assumptions as accelerated turnover of equipments and non-energy choices as alternative infrastructure policies.
Macroeconomic Consistency Issues in E3 Modeling: The Continued Fable of the Elephant and the Rabbit
Starting from a short presentation of the limits of using conventional production functions to hybridize energy-economy relationships, this paper presents a methodology aiming at a better integration of bottom-up policy scenarios in a top-down static general equilibrium framework. Along the lines of Ahmad's innovation possibility curve, the methodology consists in implementing top-down envelopes of production and demand functions, whose variable point elasticities of substitution provide a flexible interface for calibration on any bottom-up expertise. Numerical experiments assessing the impact of a rising carbon tax on the global 2030 economy compare the application of this methodology to that of two standard CES-based approaches. Results confirm that, in case of large departures from reference scenarios or of strong convexities in bottom-up results, the use of conventional CES production and utility functions may lead to a significant bias in cost assessment.
Funding low-carbon investments in the absence of a carbon tax
Introducing a carbon tax is difficult, partly because it suggests that current generations have to make sacrifices for the benefit of future generations. However, the climate change externality could be corrected without such a sacrifice. It is possible to set a carbon value, and use it to create ‘carbon certificates’ that can be accepted as part of commercial banks’ legal reserves. These certificates can be distributed to low-carbon projects, and be exchanged by investors against concessional loans, reducing capital costs for low-carbon projects. As the issuance of carbon certificates would increase the quantity of money, it will either lead to accelerated inflation or induce the Central Bank to raise interest rates. Low-carbon projects will thus have access to cheaper loans at the expense of either ‘regular’ investors (in case of higher interest rates) or of lenders and depositors (in case of accelerated inflation). Within this scheme, mitigation expenditures are compensated by a reduction in regular investments, so that immediate consumption is maintained. It uses future generation wealth to pay for a hedge against climate change. This framework is not as efficient as a carbon tax but is politically easier to implement and represents an interesting step in the trajectory towards a low-carbon economy.
Hybrid Modeling: New Answers to Old Challenges Introduction to the Special Issue of \The Energy Journal\
After nearly two decades of debate and fundamental disagreement, top-down and bottom-up energy-economy modelers, sometimes referred to as modeling 'tribes', began to engage in productive dialogue in the mid-1990s (IPCC 2001). From this methodological conversation have emerged modeling approaches that offer a hybrid of the two perspectives. Yet, while individual publications over the past decade have described efforts at hybrid modeling, there has not as yet been a systematic assessment of their prospects and challenges. To this end, several research teams that explore hybrid modeling held a workshop in Paris on April 20—21, 2005 to share and compare the strategies and techniques that each has applied to the development of hybrid modeling. This special issue provides the results of the workshop and of follow-up efforts between different researchers to exchange ideas.
Triggering the low-carbon transition in the aftermath of the global financial crisis
An assessment of the post-Kyoto climate change negotiations, and the altered role of climate finance post-financial crisis, is presented. First, the paradigm shift of the Cancun Agreements is examined from an historical perspective and it is shown that the impasse in the negotiations, caused by the underlying over-emphasis on burden sharing reductions in emissions, can be overcome. Second, using information from two modelling exercises, it is demonstrated how climate finance can encourage the decoupling of carbon emissions from economic growth and thereby help align the development pattern with global climate goals. Third, a framework to place carbon finance within current discussions is sketched regarding both the reformation of the world financial systems and the facilitation of a sustainable economic recovery that is beneficial for North and South while addressing the low-carbon transition. It is concluded that upgrading climate finance is the key to triggering the shift to a low-carbon society and a system is proposed in which an agreed social cost of carbon is used to support the establishment of carbon emissions certificates to reorient a significant portion of global savings towards low-carbon investments. Policy relevance Investments that align development and climate objectives are shown to substantially lower the social cost of carbon and deliver long-term carbon emissions reductions. These reductions are greater than those contributed by the sole carbon price signal generated by a world cap-and-trade system. Carbon finance, as a part of the broader reform of financial systems and overseas aid, can help overcome the dual adversity of climate and financial crisis contexts. The carbon certificate, with an upfront agreed social cost of carbon, can be used as its instrument. The portion of the banking system that intends to reorient a significant part of world savings towards low-carbon investments could thus issue such carbon certificates. By giving carbon assets the status of a reserve currency, the system could even respond to the need of emerging countries to diversify their foreign exchange reserves and trigger a wave of worldwide sustainable growth through infrastructure markets.
The Timing of Biological Carbon Sequestration and Carbon Abatement in the Energy Sector Under Optimal Strategies Against Climate Risks
This paper addresses the timing of the use of biological carbon sequestration and its capacity to alleviate the carbon constraint on the energy sector. We constructed a stochastic optimal control model balancing the costs of fossil emission abatement, the opportunity costs of lands allocated to afforestation, and the costs of uncertain climate damages. We show that a minor part of the sequestration potential should start immediately as a \"brake\", slowing down both the rate of growth of concentrations and the rate of abatement in the energy sector, thus increasing the option value of the emission trajectories. But, most of the potential is put in reserve to be used as a \"safety valve\" after the resolution of uncertainty, if a higher and faster decarbonization is required: sequestration cuts off the peaks of costs of fossil abatement and postpones the pivoting of the energy system by up to two decades.
