Don McKinnon, former foreign minister of New Zealand, assumed the position of Commonwealth Secretary-General on April 1, 2000. On May 2, 2000, the eight-member Commonwealth Ministerial Action Group (CMAG) met in London. Ingram offers a nation-by-nation breakdown of conditions in Commonwealth member countries as disucussed in that meeting.
A Much-Too-Timid Commonwealth
The key to building public awareness of the Commonwealth lies with governments and politicians. Yet, two years after a report drawing attention to this central finding of a cross-Commonwealth study, there is little sign of any improvement. While governments publicly endorse the Commonwealth ideal, politicians fail to take opportunities to emphasize the Commonwealth dimension. The stumbling block appears to be the stance of officials who consistently fail to implement the exhortations of ministers. A massive task of educating the younger generation is needed to prevent the Commonwealth withering away.
