The law phases out subsidies for several groups of older properties, including commercial buildings, homes classified as having \"severe repetitive losses\" and any property that has had flood-related damage in which insurance payments equaled or exceeded the fair market value of the structure. Annual premiums paid by New Jersey property owners total about $210 million. Since 1978, the federal program has paid $1.6 billion for New Jersey flood losses, the fifth-highest amount for any state, behind Louisiana, Texas, Florida and Mississippi.
