Coastal seawater turbidity and thermal stress control growth of reef-building Porites spp. corals in Fiji
Nearshore reefs, at the interface of land-sea interactions, provide essential ecosystem services, but are susceptible to multiple global and local stressors. These stressors can detrimentally impact coral growth and the continuity of the reef framework. Here, we analyse coral growth records (1998 – 2016) of massive Porites spp. colonies from nearshore reefs in Fiji. Our aim is to assess the role of thermal stress and turbidity on coral growth across a range of environments. Our findings reveal a negative linear relationship between linear extension and seawater turbidity across locations (GLM, R 2  = 0.42, p  < 0.001), indicating that average coral growth is significantly influenced by local environmental conditions. On interannual timescales, all locations experienced a 14% to 30% decrease in linear extension in response to acute thermal stress during the 2013 – 2016 period. This finding highlights the existence of compounding effects between water quality and thermal stress. We suggest that inshore, long-lived massive hard corals in areas of high turbidity are more vulnerable to increasing SSTs due to an already reduced mean growth. Integrated management strategies in these regions that considers managing for multiple, interacting local stressors are warranted to enhance resilience.
Who’s setting the agenda? Philanthropic donor influence in marine conservation
We are in a period of unprecedented growth in conservation philanthropy. How will this influx of private funding affect conservation agendas? Inspired by a collaborative research co-design process, this paper addresses questions about how foundations influence conservation agendas in the places they work. We draw from a case study of the world’s largest philanthropic funder of marine conservation, the David and Lucile Packard Foundation and their 20 years of investment in marine conservation in Palau and Fiji. Conservation practitioners in both countries universally agreed that the Packard Foundation had a significant and positive influence on the agenda, which they attribute to both how the foundation worked and what they chose to fund. Specifically, our study reveals how the Packard Foundation shaped conservation agendas in Palau and Fiji in partnership with its grantees through a grant-making process characterized by relationship building, collaborative decision making, convening and promoting of collective action, flexibility, and long-term funding. Packard’s approach was often identified as unique, and contrasted with numerous other donors, including foundations and other types of donors, who use a more top-down approach. By describing a relative success story in how philanthropic foundations can work with conservation practitioners to co-design a shared conservation agenda, our work provides timely guidance for donors and practitioners.
Drivers of reef shark abundance and biomass in the Solomon Islands
Remote island nations face a number of challenges in addressing concerns about shark population status, including access to rigorously collected data and resources to manage fisheries. At present, very little data are available on shark populations in the Solomon Islands and scientific surveys to document shark and ray diversity and distribution have not been completed. We aimed to provide a baseline of the relative abundance and diversity of reef sharks and rays and assess the major drivers of reef shark abundance/biomass in the Western Province of the Solomon Islands using stereo baited remote underwater video. On average reef sharks were more abundant than in surrounding countries such as Fiji and Indonesia, yet below that of remote islands without historical fishing pressure, suggesting populations are relatively healthy but not pristine. We also assessed the influence of location, habitat type/complexity, depth and prey biomass on reef shark abundance and biomass. Location was the most important factor driving reef shark abundance and biomass with two times the abundance and a 43% greater biomass of reef sharks in the more remote locations, suggesting fishing may be impacting sharks in some areas. Our results give a much needed baseline and suggest that reef shark populations are still relatively unexploited, providing an opportunity for improved management of sharks and rays in the Solomon Islands.
Prioritising Mangrove Ecosystem Services Results in Spatially Variable Management Priorities
Incorporating the values of the services that ecosystems provide into decision making is becoming increasingly common in nature conservation and resource management policies, both locally and globally. Yet with limited funds for conservation of threatened species and ecosystems there is a desire to identify priority areas where investment efficiently conserves multiple ecosystem services. We mapped four mangrove ecosystems services (coastal protection, fisheries, biodiversity, and carbon storage) across Fiji. Using a cost-effectiveness analysis, we prioritised mangrove areas for each service, where the effectiveness was a function of the benefits provided to the local communities, and the costs were associated with restricting specific uses of mangroves. We demonstrate that, although priority mangrove areas (top 20%) for each service can be managed at relatively low opportunity costs (ranging from 4.5 to 11.3% of overall opportunity costs), prioritising for a single service yields relatively low co-benefits due to limited geographical overlap with priority areas for other services. None-the-less, prioritisation of mangrove areas provides greater overlap of benefits than if sites were selected randomly for most ecosystem services. We discuss deficiencies in the mapping of ecosystems services in data poor regions and how this may impact upon the equity of managing mangroves for particular services across the urban-rural divide in developing countries. Finally we discuss how our maps may aid decision-makers to direct funding for mangrove management from various sources to localities that best meet funding objectives, as well as how this knowledge can aid in creating a national mangrove zoning scheme.
Small islands, valuable insights: systems of customary resource use and resilience to climate change in the Pacific
Understanding how social-ecological systems are and can be resilient to climate change is one of the world's most crucial problems today. It requires knowledge at local and global scales, the integration of natural and social sciences, and a focus on biocultural diversity. Small Pacific Islands and the knowledge-practice-belief systems of their peoples have a long history of resilience to environmental variability and unpredictability, including in areas with marginal habitats and with periodic, severe disturbance (e.g., drought, flood, storms, and tsunami). We review the state of research on these knowledge systems as it pertains to resilience and adaptation, and we highlight critical research needs to address the interrelated areas of: (1) local-scale expertise and observations of change with regard to weather, life-history cycles, and ecological processes; (2) customary resource management institutions and practices (i.e., with agroforests and the nearshore marine environment); and (3) the roles of leaders, social institutions, and social networks in the context of disturbance and change. We conclude that these knowledge systems can contribute high-resolution observations, benchmark data, and insights into practices that enhance resilience and adaptive capacity in integrated terrestrial and marine systems. Community-based and participatory approaches can complement and ground-truth climate models and direct culturally appropriate resource management, research, and adaptation measures. Although most islands in the Pacific are small, their knowledge systems include valuable insights on seasonal cycles, ecological processes, and the management of biocultural diversity that are relevant at a broad scale for understanding resilience and adaptability to the social-ecological effects of climate change.
Drivers of fishing at the household scale in Fiji
Coral reefs sustain millions of people worldwide, yet in recent years, social, environmental, and climate change have caused major declines in coral reef fisheries. Small-scale coral reef fisheries research has largely focused on community-level drivers of fishing, ignoring the heterogeneities that exist within communities. We used social-ecological indicators from 20 coastal villages in Fiji to identify potential fine-scale, context-appropriate drivers of estimated household fish catch. Indicators were developed based on a review of the literature, discussions with local experts, and a pilot study. Using structural equation models, we found that importance of fishing to income, household fish consumption, livelihood diversity, travel time to market, and coral reef area all positively affect estimated household-level fish catch. Our results contrast with findings from other larger scale studies by identifying that households further from markets had higher fishing frequency. We highlight the role of middlemen in these small-scale fisheries, who have been largely overlooked as drivers of fisheries catch. Our findings emphasize the need for household-level analyses to better understand the complexities in coral reef social-ecological systems to more effectively manage small-scale fisheries in communities.
Tracing the influence of land-use change on water quality and coral reefs using a Bayesian model
Coastal ecosystems can be degraded by poor water quality. Tracing the causes of poor water quality back to land-use change is necessary to target catchment management for coastal zone management. However, existing models for tracing the sources of pollution require extensive data-sets which are not available for many of the world’s coral reef regions that may have severe water quality issues. Here we develop a hierarchical Bayesian model that uses freely available satellite data to infer the connection between land-uses in catchments and water clarity in coastal oceans. We apply the model to estimate the influence of land-use change on water clarity in Fiji. We tested the model’s predictions against underwater surveys, finding that predictions of poor water quality are consistent with observations of high siltation and low coverage of sediment-sensitive coral genera. The model thus provides a means to link land-use change to declines in coastal water quality.
Prioritizing Key Resilience Indicators to Support Coral Reef Management in a Changing Climate
Managing coral reefs for resilience to climate change is a popular concept but has been difficult to implement because the empirical scientific evidence has either not been evaluated or is sometimes unsupportive of theory, which leads to uncertainty when considering methods and identifying priority reefs. We asked experts and reviewed the scientific literature for guidance on the multiple physical and biological factors that affect the ability of coral reefs to resist and recover from climate disturbance. Eleven key factors to inform decisions based on scaling scientific evidence and the achievability of quantifying the factors were identified. Factors important to resistance and recovery, which are important components of resilience, were not strongly related, and should be assessed independently. The abundance of resistant (heat-tolerant) coral species and past temperature variability were perceived to provide the greatest resistance to climate change, while coral recruitment rates, and macroalgae abundance were most influential in the recovery process. Based on the 11 key factors, we tested an evidence-based framework for climate change resilience in an Indonesian marine protected area. The results suggest our evidence-weighted framework improved upon existing un-weighted methods in terms of characterizing resilience and distinguishing priority sites. The evaluation supports the concept that, despite high ecological complexity, relatively few strong variables can be important in influencing ecosystem dynamics. This is the first rigorous assessment of factors promoting coral reef resilience based on their perceived importance, empirical evidence, and feasibility of measurement. There were few differences between scientists' perceptions of factor importance and the scientific evidence found in journal publications but more before and after impact studies will be required to fully test the validity of all the factors. The methods here will increase the feasibility and defensibility of including key resilience metrics in evaluations of coral reefs, as well as reduce costs. Assessing human well‐being constructs with environmental and equity aspects: A review of the landscape
Decades of theory and scholarship on the concept of human well‐being have informed a proliferation of approaches to assess well‐being and support public policy aimed at sustainability and improving quality of life. Human well‐being is multidimensional, and well‐being emerges when the dimensions and interrelationships interact as a system. In this paper, we illuminate two crucial components of well‐being that are often excluded from policy because of their relative difficulty to measure and manage: equity and interrelationships between humans and the environment. We use a mixed‐methods approach to review and summarize progress to date in developing well‐being constructs (including frameworks and methods) that address these two components. Well‐being frameworks that do not consider the environment, or interrelationships between people and their environment, are not truly measuring well‐being in all its dimensions. Use of equity lenses to assess well‐being frameworks aligns with increasing efforts to more holistically characterize well‐being and to guide sustainability management in ethical and equitable ways. Based on the findings of our review, we identify several pathways forward for the development and implementation of well‐being frameworks that can inform efforts to leverage well‐being for public policy. Résumé Des décennies de théorie et de recherche sur le concept de bien‐être humain ont généré une prolifération d'approches pour évaluer le bien‐être et encourager les décideurs à intégrer la durabilité et l'amélioration de la qualité de vie dans leurs politiques publiques. Le bien‐être humain est multidimensionnel; il est favorisé par l’interaction entre ses multiples dimensions qui constituent un système. Dans cet article, nous soulignons deux composantes cruciales du bien‐être qui sont souvent exclues des politiques publiques en raison de leur relative difficulté à mesurer et à gérer: l'équité et les relations entre les humains et l’environnement. Nous utilisons des méthodes mixtes pour inventorier et résumer les progrès réalisés à ce jour dans le développement et l’application des cadres conceptuels du bien‐être (y compris des cadres d’analyse et des méthodes) qui traitent de ces deux composantes. Les cadres d’analyse sur le bien‐être qui ne tiennent pas compte de l'environnement ou des relations entre les humains et l’environnement, ne mesurent pas le bien‐être dans toutes ses dimensions. L’adoption de l’équité dans les méthodes d’évaluation du bien‐être, permet de caractériser plus holistiquement la notion de bien‐être et ainsi de développer une approche de la durabilité plus éthique et équitable. Sur la base des résultats de notre recherche bibliographique, nous identifions plusieurs voies pour développer et opérationnaliser des cadres de travail favorisant l’intégration du bien‐être dans les politiques publiques. Resumen Décadas de teoría y estudios sobre el concepto de bienestar humano han informado una proliferación de enfoques para evaluar el bienestar y apoyar la política pública orientada a la sustentabilidad y mejora de la calidad de vida. El bienestar humano es multidimensional y el bienestar surge cuando las dimensiones e interrelaciones interactúan como un sistema. En este trabajo, iluminamos dos componentes fundamentales del bienestar que frecuentemente son excluidos de políticas debido a su relativa dificultad para medir y gestionar: la equidad y las interrelaciones entre las personas y el medio ambiente. Usamos métodos mixtos para revisar y resumir el progreso hasta la fecha en el desarrollo de construcciones de bienestar (incluyendo marcos y métodos) que abordan estos dos componentes. Estructuras de bienestar que no consideran el medio ambiente, o interrelaciones entre las personas y su entorno, no están midiendo el bienestar en todas sus dimensiones. El uso de enfoques de equidad para evaluar los marcos de bienestar es consistente con el aumento en esfuerzos para caracterizar más holísticamente el bienestar y para orientar la gestión de la sustentabilidad de forma ética y equitativa. Basándonos en los hallazgos de nuestra revisión, identificamos varias vías para el desarrollo e implementación de marcos de bienestar que pueden informar iniciativas que aprovechan el bienestar para políticas públicas. Blue justice: A review of emerging scholarship and resistance movements
The term “blue justice” was coined in 2018 during the 3rd World Small-Scale Fisheries Congress. Since then, academic engagement with the concept has grown rapidly. This article reviews 5 years of blue justice scholarship and synthesizes some of the key perspectives, developments, and gaps. We then connect this literature to wider relevant debates by reviewing two key areas of research – first on blue injustices and second on grassroots resistance to these injustices. Much of the early scholarship on blue justice focused on injustices experienced by small-scale fishers in the context of the blue economy. In contrast, more recent writing and the empirical cases reviewed here suggest that intersecting forms of oppression render certain coastal individuals and groups vulnerable to blue injustices. These developments signal an expansion of the blue justice literature to a broader set of affected groups and underlying causes of injustice. Our review also suggests that while grassroots resistance efforts led by coastal communities have successfully stopped unfair exposure to environmental harms, preserved their livelihoods and ways of life, defended their culture and customary rights, renegotiated power distributions, and proposed alternative futures, these efforts have been underemphasized in the blue justice scholarship, and from marine and coastal literature more broadly. We conclude with some suggestions for understanding and supporting blue justice now and into the future.
