The “tuning-in” relationship in music and in ethics
In “Making Music Together: A Study in Social Relationship,” Alfred Schutz offers a phenomenological description of a structure he contends is at the root not only of shared musical meaning, but of human communication and social relations as such: the “tuning-in relationship.” The aim of what follows is to establish that this same structure is at the root of ethical relationships, which may shed some light on the conditions under which it is possible to respond appropriately to ethically fraught situations. Schutz’ analysis of the play of internal and external time establishes what the tuning-in relationship must be, but not yet how it is possible. His account also points to two important preconditions of tuning in: embodiment as the middle term between internal and external time, and practices as more widely shared meaning contexts which may persist across generations. For several reasons, Schutz does not give embodiment its due in his account, though his earlier work on course-of-action types sheds some light on the nature of practices. In all, though, these amount to promising leads for further investigation.

The Engineering and Science Issues Test (ESIT): A Discipline-Specific Approach to Assessing Moral Judgment
To assess ethics pedagogy in science and engineering, we developed a new tool called the Engineering and Science Issues Test (ESIT). ESIT measures moral judgment in a manner similar to the Defining Issues Test, second edition, but is built around technical dilemmas in science and engineering. We used a quasi-experimental approach with pre- and post-tests, and we compared the results to those of a control group with no overt ethics instruction. Our findings are that several (but not all) stand-alone classes showed a significant improvement compared to the control group when the metric includes multiple stages of moral development. We also found that the written test had a higher response rate and sensitivity to pedagogy than the electronic version. We do not find significant differences on pre-test scores with respect to age, education level, gender or political leanings, but we do on whether subjects were native English speakers. We did not find significant differences on pre-test scores based on whether subjects had previous ethics instruction; this could suggest a lack of a long-term effect from the instruction.

Making Smart and Sustainable Infrastructure Projects Viable: Private Choices, Public Support, and Systems Constraints
Sustainable cities will require major infrastructure investments coupled with widespread behavioral change. Examples of smart, green technologies abound, but evidence for actual use lags. This partly owes to the tension between public support and private choices: individuals thinking as members of the public may see solutions as smart for the city, but thinking of their private interests may see those same solutions as not smart for themselves. This also owes to the disconnect between private and public choices, on the one hand, and the workings of complex systems, on the other. Even if public and private interests align, existing built environment systems may resist change. This article examines public perception and use of the Atlanta BeltLine, a pioneering sustainability initiative to transform the auto-dependent city into a greener, denser city. Analyzing a general public survey reveals widespread support for the BeltLine alongside reticence from residents to change their commute or greenspace use. The findings also show that drivers of public support and prospective use of the BeltLine differ. Public support may be insufficient if individual use decisions do not follow. Yet, private adoption decisions may not follow until and unless the systems in which they are embedded are already changing.

Engineering Ethical Curricula: Assessment and Comparison of Two Approaches
The paper assesses two approaches for delivery of engineering ethics: a full semester ethics course and an engineering course that includes an ethics module. The Defining Issues Test was used to compare the improvement of a student's moral reasoning ability in each class as compared to a control class. Our findings were that the module approach used did not provide any improvement in moral reasoning. In addition, although the ethics course showed improvement when compared to the module, it was not significantly different from the control class. We also found that there was little distinction between males and females and no distinction by age, although education level did have an impact. The results suggest that to improve a student's moral reasoning and sensitivity to ethical issues, engineering ethics must be integrative, delivered at multiple points in the curriculum, and incorporate specific discipline context.
