Sustainability standards for seafood mainly address environmental performance criteria and are less concerned with the welfare of fisheries workers who produce the seafood. Yet human rights violations such as slavery and human trafficking are widespread in fisheries around the world, and underscore the need for certification bodies and other seafood supply chain actors to improve social performance, in addition to addressing environmental challenges. Calls for socially responsible seafood have referenced human rights law and policy frameworks to shape the guiding principles of socially responsible seafood and to provide the legal machinery to implement these aspirations, but practical guidance on how to achieve this is lacking. To provide clarity on this challenge, we reviewed the literature concerning human rights in the seafood supply chain, and prepared an analysis of opportunities and challenges to implement socially responsible seafood through relevant human rights, legal and policy instruments. We observe that human rights laws are generally framed in favour of addressing violations of civil and political rights, but there remains considerable scope for applying economic, social and cultural (ESC) rights in this context. Other challenges include weakly defined ESC rights infringements, a lack of straightforward mechanisms to enforce human rights entitlements, and practical difficulties such as resources to support and secure rights. On the positive side, governments can draw on international instruments to inspire national policies and legislation to eliminate illegalities from the seafood supply chain. However, for socially responsible seafood principles to translate into tangible actions, these objectives must be rooted in clear legal obligations and be supported by sufficient national capacity and political will.

Despite their importance for human well-being, nearshore fisheries are often data poor, undervalued, and underappreciated in policy and development programs. We assess the value chain for nearshore Hawaiian coral reef fisheries, mapping post-catch distribution and disposition, and quantifying associated monetary, food security, and cultural values. We estimate that the total annual value of the nearshore fishery in Hawai'i is $10.3-$16.4 million, composed of non-commercial ($7.2-$12.9 million) and commercial ($2.97 million licensed + $148,500-$445,500 unlicensed) catch. Hawaii's nearshore fisheries provide >7 million meals annually, with most (>5 million) from the non-commercial sector. Over a third (36%) of meals were planktivores, 26% piscivores, 21% primary consumers, and 18% secondary consumers. Only 62% of licensed commercial catch is accounted for in purchase reports, leaving 38% of landings unreported in sales. Value chains are complex, with major buyers for the commercial fishery including grocery stores (66%), retailers (19%), wholesalers (14%), and restaurants (<1%), who also trade and sell amongst themselves. The bulk of total nearshore catch (72-74%) follows a short value chain, with non-commercial fishers keeping catch for household consumption or community sharing. A small amount (~37,000kg) of reef fish-the equivalent of 1.8% of local catch-is imported annually into Hawai'i, 23,000kg of which arrives as passenger luggage on commercial flights from Micronesia. Evidence of exports to the US mainland exists, but is unquantifiable given existing data. Hawaiian nearshore fisheries support fundamental cultural values including subsistence, activity, traditional knowledge, and social cohesion. These small-scale coral reef fisheries provide large-scale benefits to the economy, food security, and cultural practices of Hawai'i, underscoring the need for sustainable management. This research highlights the value of information on the value chain for small-scale production systems, making the hidden economy of these fisheries visible and illuminating a range of conservation interventions applicable to Hawai'i and beyond.

From Reef to Table: Social and Ecological Factors Affecting Coral Reef Fisheries, Artisanal Seafood Supply Chains, and Seafood Security

Ocean and coastal ecosystems provide critical fisheries, coastal protection, and cultural benefits to communities worldwide, but these services are diminishing due to local and global threats. In response, place-based strategies involve communities and resource users in management have proliferated. Here, we present a transferable community-based approach to assess the social and ecological factors affecting resource sustainability and food security in a small-scale, coral reef fishery. Our results show that this small-scale fishery provides large-scale benefits to communities, including 7,353 ± 1547 kg yr(-1) (mean ± SE) of seafood per year, equating to >30,000 meals with an economic value of $78,432. The vast majority of the catch is used for subsistence, contributing to community food security: 58% is kept, 33.5% is given away, and 8.5% is sold. Our spatial analysis assesses the geographic distribution of community beneficiaries from the fishery (the \"food shed\" for the fishery), and we document that 20% of seafood procured from the fishery is used for sociocultural events that are important for social cohesion. This approach provides a method for assessing social, economic, and cultural values provided by small-scale food systems, as well as important contributions to food security, with significant implications for conservation and management. This interdisciplinary effort aims to demonstrate a transferable participatory research approach useful for resource-dependent communities as they cope with socioeconomic, cultural, and environmental change.

Social-ecological alignment and ecological conditions in coral reefs

Complex social-ecological interactions underpin many environmental problems. To help capture this complexity, we advance an interdisciplinary network modeling framework to identify important relationships between people and nature that can influence environmental conditions. Drawing on comprehensive social and ecological data from five coral reef fishing communities in Kenya; including interviews with 648 fishers, underwater visual census data of reef ecosystem condition, and time-series landings data; we show that positive ecological conditions are associated with ‘social-ecological network closure’ – i.e., fully linked and thus closed network structures between social actors and ecological resources. Our results suggest that when fishers facing common dilemmas form cooperative communication ties with direct resource competitors, they may achieve positive gains in reef fish biomass and functional richness. Our work provides key empirical insight to a growing body of research on social-ecological alignment, and helps to advance an integrative framework that can be applied empirically in different social-ecological contexts.
The relationships between people can have important consequences for the systems they depend on. Here the authors show that when coral reef fishers face commons dilemmas, the formation of cooperative communication with competitors can lead to positive gains in reef fish biomass and functional richness.

Estimating nearshore coral reef-associated fisheries production from the main Hawaiian Islands

Currently, information on nearshore reef-associated fisheries is frequently disparate or incomplete, creating a challenge for effective management. This study utilized an existing non-commercial fishery dataset from Hawai'i, covering the period 2004-13, to estimate a variety of fundamental fishery parameters, including participation, effort, gear use, and catch per unit effort. We then used those data to reconstruct total catches per island. Non-commercial fisheries in this case comprise recreational, subsistence, and cultural harvest, which may be exchanged, but are not sold. By combining those data with reported commercial catch data, we estimated annual catch of nearshore reef-associated fisheries in the main Hawaiian Islands over the study period to be 1,167,758 ± 43,059 kg year-1 (mean ± standard error). Average annual commercial reef fish catch over the same time period-184,911 kg year-1-was 16% of the total catch, but that proportion varied greatly among islands, ranging from 23% on O'ahu to 5% on Moloka'i. These results emphasize the importance of reef fishing in Hawai'i for reasons beyond commerce, such as food security and cultural practice, and highlight the large differences in fishing practices across the Hawaiian Islands.

Key features for more successful place-based sustainability research on social-ecological systems

The emerging discipline of sustainability science is focused explicitly on the dynamic interactions between nature and society and is committed to research that spans multiple scales and can support transitions toward greater sustainability. Because a growing body of place-based social-ecological sustainability research (PBSESR) has emerged in recent decades, there is a growing need to understand better how to maximize the effectiveness of this work. The Programme on Ecosystem Change and Society (PECS) provides a unique opportunity for synthesizing insights gained from this research community on key features that may contribute to the relative success of PBSESR. We surveyed the leaders of PECS-affiliated projects using a combination of open, closed, and semistructured questions to identify which features of a research project are perceived to contribute to successful research design and implementation. We assessed six types of research features: problem orientation, research team, and contextual, conceptual, methodological, and evaluative features. We examined the desirable and undesirable aspects of each feature, the enabling factors and obstacles associated with project implementation, and asked respondents to assess the performance of their own projects in relation to these features. Responses were obtained from 25 projects working in 42 social-ecological study cases within 25 countries. Factors that contribute to the overall success of PBSESR included: explicitly addressing integrated social-ecological systems; a focus on solution- and transformation-oriented research; adaptation of studies to their local context; trusted, long-term, and frequent engagement with stakeholders and partners; and an early definition of the purpose and scope of research. Factors that hindered the success of PBSESR included: the complexities inherent to social-ecological systems, the imposition of particular epistemologies and methods on the wider research group, the need for long periods of time to initiate and conduct this kind of research, and power asymmetries both within the research team and among stakeholders. In the self-assessment exercise, performance relating to team and context-related features was ranked higher than performance relating to methodological, evaluation, and problem orientation features. We discuss how these insights are relevant for balancing place-based and global perspectives in sustainability science, fostering more rapid progress toward inter- and transdisciplinary integration, redefining and measuring the success of PBSESR, and facing the challenges of academic and research funding institutions. These results highlight the valuable opportunity that the PECS community provides in helping build a community of practice for PBSESR.

Rights-based management approaches are being increasingly applied to global fisheries as an alternative to deficiencies associated with centralized or top-down management. In fisheries, these approaches may include a diversity of methods such as catch shares, territorial user rights for fishing, individual transferable quotas, fisheries concessions, cooperatives, and comanagement. Many of these approaches are being implemented in small-scale fisheries contexts, without full consideration of how the legacy of previous governing institutions or tenure arrangements may affect implementation. Likewise, few case studies examine whether rights-based management approaches are appropriate for given contexts, examine how they fit within a nested administrative hierarchy, or describe their shared property rights components in practice. These knowledge gaps may obscure key stewardship incentives, veil existing power relations, and constrain opportunities for different management models while also prolonging or preventing governance transformations. We illustrate the importance of these factors through a case study of institutional change in coral reef fisheries in Hawaiʻi. We use institutional analysis to examine coral reef fisheries management across two time periods: historical marine tenure in the Hawaiian Kingdom (1810–1893) and under contemporary centralized management (1982–2018). We then compared these management regimes to emerging comanagement in Hawaiʻi (1994–2018). Our analysis reveals that few rights are actually devolved to communities seeking to implement comanagement. We also highlight considerable administrative complexity and variability within historical marine tenure regimes. We conclude by considering several issues relevant to the performance of rights-based approaches such as comanagement, including devolution of property rights to the local level, matching administrative and social-ecological complexity, the importance of historical context and narratives in shaping solutions, and the perceived legitimacy of governance arrangements.

Social drivers forewarn of marine regime shifts

Some ecosystems can undergo regime shifts to alternative compositions of species. Although ecological indicators can identify approaching regime shifts, we propose that rapid changes in the social drivers underlying ecosystem change may provide additional and potentially earlier indicators of impending shifts. We demonstrate this by reconstructing the underlying social drivers of four iconic marine regime shifts: Pacific kelp forests, Northwest Atlantic continental shelf, Jamaican coral reefs, and the Chesapeake Bay estuary. In all cases, a range of social drivers – including opening of lucrative markets, technological innovations, and policies that enhanced the driver – ultimately prompted these ecosystem shifts. Drawing on examples emerging from environmental management practice, we present three practical recommendations for using social drivers as early indicators: monitor social change, determine social trigger points, and identify policy responses. We argue that accounting for the underlying social drivers of ecosystem change could improve decision making.

A major challenge for coral reef conservation and management is understanding how a wide range of interacting human and natural drivers cumulatively impact and shape these ecosystems. Despite the importance of understanding these interactions, a methodological framework to synthesize spatially explicit data of such drivers is lacking. To fill this gap, we established a transferable data synthesis methodology to integrate spatial data on environmental and anthropogenic drivers of coral reefs, and applied this methodology to a case study location-the Main Hawaiian Islands (MHI). Environmental drivers were derived from time series (2002-2013) of climatological ranges and anomalies of remotely sensed sea surface temperature, chlorophyll-a, irradiance, and wave power. Anthropogenic drivers were characterized using empirically derived and modeled datasets of spatial fisheries catch, sedimentation, nutrient input, new development, habitat modification, and invasive species. Within our case study system, resulting driver maps showed high spatial heterogeneity across the MHI, with anthropogenic drivers generally greatest and most widespread on O'ahu, where 70% of the state's population resides, while sedimentation and nutrients were dominant in less populated islands. Together, the spatial integration of environmental and anthropogenic driver data described here provides a first-ever synthetic approach to visualize how the drivers of coral reef state vary in space and demonstrates a methodological framework for implementation of this approach in other regions of the world. By quantifying and synthesizing spatial drivers of change on coral reefs, we provide an avenue for further research to understand how drivers determine reef diversity and resilience, which can ultimately inform policies to protect coral reefs.

Reef Conservation off the Hook: Can Market Interventions Make Coral Reef Fisheries More Sustainable?

The overexploitation of coral reef fisheries threatens the persistence of reef ecosystems and the livelihoods and food security of millions of people. Market-based initiatives to increase fisheries sustainability have been widely implemented in industrialized commodity fisheries, but the suitability of these initiatives for coral reef fisheries has not been systematically investigated. Here, we present a typology of market-based interventions and coral reef fisheries sectors and identity promising approaches for each fishery archetype. For high value, export-oriented reef fisheries that are highly unsustainable (live reef food fish and dried sea cucumbers), traditional regulatory efforts including trade restrictions will be most effective. For high-value, export-oriented fisheries for highly fecund invertebrates (lobsters and mollusks), certification and ratings efforts, fishery improvement projects, and sustainable purchasing commitments can improve fishing practices and increase fisher market access and revenue. For lower-value fisheries targeting species for domestic or regional consumption, sustainable purchasing commitments among local buyers, consumer awareness campaigns, and local certification and ratings schemes hold promise for shifting attitudes toward sustainability and increasing food security for local communities. Finally, fisher empowerment efforts including direct access to local markets and market information, training on improved post-harvest methods, and formation of fisher associations hold promise for increasing fisher incomes, reducing wasteful catch, increasing food security, and de-incentivizing unsustainable practices. Despite the potential of market-based interventions, specific approaches must be carefully tailored to the ecological and social reality of these systems, including the inherent unsustainability of commercial coral reef fisheries, the limited capacity for fisheries governance, the limited financial support of market-based initiatives, and the threatened status of coral reef ecosystems globally.
