The institutional environment of extractive industries as a driver of sustainable development in resource-driven economies

Many resource-driven economies (RDE) of low- and middle-income countries are in captivity of the “resource curse”, which is usually associated with the presence in the country of natural reserves of metals, minerals, oil, gas. For several decades, macroeconomic and institutional theories have differently explained why resource dependence in most countries leads to weak economic growth and poverty. Numerous hypotheses and econometric studies expand knowledge about the phenomenon of the resource curse, but the problem for many countries with RDE remains unresolved. In the last 7-8 years prevails the opinion that mining can help countries with RDE to enter the trajectory of sustainable growth. But for this it is necessary to improve the quality of national institutions. It remains unclear how to stimulate a positive transformation of the institutional environment of a resource-dependent economy. The idea of the work is to focus on changing the institutional environment of the extractive industries, and not on the country’s economy as a whole. This approach has been little studied, but its application in the context of the Sustainable Development Goals (SDGs, 2015-2030) can help increase the contribution of the extractives sector to the sustainable development of a country with RDE and low or middle income. Institutionalization of international sectoral initiatives, introduction of international standards and best practices into the institutional environment of the national extractives sector will have a stimulating effect. For responsible investors, the environmental dimension of sustainability is becoming increasingly important.

Analyzing the Concept of Corporate Sustainability in the Context of Sustainable Business Development in the Mining Sector with Elements of Circular Economy

Promoting the concept and principles of sustainable development at the micro level requires that industrial companies understand and improve approaches to managing corporate sustainability. Currently, economics does not provide a universal definition of what corporate sustainability is. With regard to the mining sector, corporate sustainability issues reflecting the viability, value, and sustainable development potential of companies have not yet been studied extensively. The article discusses the conceptual foundations of corporate sustainability; the characteristics and a classification of approaches to defining corporate sustainability; and the relationship between corporate sustainability, sustainable development at the micro level, and circular economy. By analyzing the example of Russia, the influence of the mining industry on the environmental, economic, and social development of both a country with a resource-based economy and individual mining regions is shown from the viewpoint of sustainability. The distinguishing features of mining companies, which include natural capital and mineral assets, are studied in the context of promoting corporate sustainability. It is proven that the effective corporate management of ESG factors results in environmental and social influence that goes in line with sustainable development requirements and serves as a foundation for corporate sustainability. A refined definition of corporate sustainability has been formulated, the specific features of corporate sustainability management in mining companies have been determined, and the specific features of corporate social responsibility have been studied. The issue of integrating circular economy elements into the corporate sustainability concept is discussed, and it is claimed that the inclusion of circular business models in the corporate strategies of mining companies will contribute to their corporate sustainable development and boost their contribution to the achievement of sustainable development goals.

Today's economy, which is often defined as an information and network one, is increasingly integrating network organizational forms of activity of economic entities. The interactions between the entities, both within the network and between networks, transform the content and form of the integration process at meso-, macro- and mega-levels of economic management. The goal of the study is to summarize the modern experience and highlight the key problems and directions of their solutions within the networking processes of business entities of different forms of ownership and different industry sectors of the national economic system based on traditional theoretical and methodological approaches to the development of information and network economy. Integration of economic entities in the informational society through networking economic processes involves a functioning service capital, whose level of development determines the nature of servitization of economic systems of different types. Service capital is a category of the post-industrial economy where the service sector acts as a condition, a factor and a dominant of socio-economic development of countries and regions, providing the interaction of economic agents and promoting their deeper integration. The process of directly forming a cluster strategy includes a set of management actions aimed at solving a number of problems: establishing and evaluating the main priorities in the socio-economic development of the region; studying the business environment within the cluster and beyond; analyzing the legislation, including support of small and medium-sized enterprises, antitrust regulation and its impact on clustering processes; conducting SWOT analysis of the relevant sectors and the region; analyzing the core competitiveness of the enterprises, mainly, the ones forming the economic potential of the region and their various associations; identifying a cluster of entities operating in other fields in addition to the source field..
