ASEAN Environmental Law, Policy and Governance: Selected Documents, in two volumes, contains a judicious compilation of relevant ASEAN environmental instruments. These documents deal with ASEAN's progressive development of environmental law, policy and governance. Volume I consists of two parts. Part I - \"Setting the Stage for ASEAN Environmental Cooperation, Harmonization and Integration\" - contains documents which are directly or indirectly related to various aspects of the environment, including their potential impact. The scope of environmental law is wide-ranging and its interrelationship straddles the three mutually reinforcing ASEAN pillars, namely, security, economic and socio-cultural. Part II deals with the \"General Legal Frameworks on the Environment\". It is subdivided into (A) Programmes, Strategies, Plans of Action and Blueprints; and (B) Declarations, Resolutions and Accord.
The forthcoming Volume II will deal with key sectoral areas including nature conservation and biodiversity; water resources management; animal and human health; climate change and energy; transboundary pollution; and disaster management and emergency response.

Transboundary and Global Environmental Issues: The Role of asean

This contribution focuses on the challenges that regional organizations face as they are increasingly confronted with, and need to respond to, transboundary and global environmental problems. Ever more frequently, environmental issues that begin as matters of national concern rapidly become transboundary in scope. As exemplified by the outbreak of avian flu, integrated national, regional and international efforts are necessary to tackle transboundary environmental issues which, by their very definition, call for a coordinated effort. This article will concentrate on the impact of transboundary environmental challenges on the objectives and functions of the Association of South East Asian Nations (asean).

ASEAN Cultural Heritage - Forging an Identity for Realisation of an ASEAN Community in 2015?

The aim of this paper is to examine whether cultural heritage can be used as a mechanism for developing a transnational ASEAN identity in addition to the nationality of each ASEAN Member Country (AMC) in order to promote unity in the establishment of the ASEAN Community by 2015. It focuses on cultural issues, particularly intangible cultural heritage, in this context, and the relevance of these issues to a variety of ASEAN declarations and other soft instruments on cultural heritage. The ten AMCs (Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam) have diverse cultures and heritages arising from different languages, religions, traditions, etc. Even within a country, sub-cultures complicate the origins of a cultural heritage, as does the mixture of cultures derived through inter-marriages and other influences, such as from migrants. On the other hand, certain ethnic groups such as Chinese, Indians and Malays are found in the various AMCs.

Urban and Industrial Environmental Management - The Singapore Model

The 11th workshop organized by the Asia-Pacific Centre for Environmental Law for the Singapore Ministry of Foreign Affairs was held Dec 8-14, 2010, at the Faculty of Law, National University of Singapore. The resource persons were drawn from academia, government agencies and the private sector. The purpose of the workshop was to build capacity in urban and industrial environmental management, taking Singapore as a case study. The topics covered were wide-ranging, demonstrating Singapore's efforts in the field of environment and development -- brown, green and blue (water-related) issues that have progressively turned Singapore into a success story in sustainable development. The workshop considered the many challenges that Singapore has faced and is facing from the 1960s to the present, including the impact of climate change and adaptation. The role of Singapore in the regional and global context was also considered. The participants found the Workshop extremely useful. [PUBLICATION ABSTRACT]
