Qualitative Exploration of Perception and Use of Cultural Ecosystem Services from Tree-Based Urban Green Space in the City of Zagreb (Croatia)
Background and Objectives: Cultural ecosystem services of urban green spaces are increasingly important and often recognized as such by people living in urban areas. Qualitative studies on perception of cultural ecosystem services from urban green spaces are still rare. Previous studies addressed only certain types of urban green space and often only some services. There is a lack of understanding how people perceive cultural ecosystem services from different types of tree-based urban green spaces. Hence, the purpose of the study was to explore whether and how people perceive and use cultural ecosystem services of different types of tree-based urban green spaces. Materials and Methods: Focus groups were conducted with citizens in each city district. Interviews were recorded, transcribed and transcripts analyzed in MAXQDA software. We used bottom up code-category-theme approach to analyze the data without predefined set of codes or categories. Results: Place attachment, aesthetic and recreational services were more recognized than educational and cultural identity services. For place attachment, most important single attributes were positive memories, and good maintenance, while most important categories were facilities, existence of emotional ties, possibility of experiences, recreational use and access. Presence of specific tree species and presence of trees in general were most important attributes for aesthetic services, while possibility of experiences and trees were the most important categories. Conclusions: People perceived various cultural ecosystem services from tree-based urban green space, even though some services more than others. Recreation may be the underlying goal of our participants when interacting with tree-based urban nature. Forests, parks were recognized as those providing multiple cultural ecosystem services. However, other types of green spaces were also recognized as bearers of these services, albeit with less services and attributes attached. It supports the importance of careful planning of urban green spaces in terms of providing a variety of green space types. The study provides basis for later quantification of cultural ecosystem services (CES) from tree-based urban green space.
Corythucha arcuata (Say, 1832) (Hemiptera, Tingidae) in its invasive range in Europe: perception, knowledge and willingness to act in foresters and citizens
The oak lace bug (OLB) Corythucha arcuata (Say, 1832) is an invasive alien species (IAS) that potentially could have many negative impacts on European oak health. Certain measures can be applied to counteract these effects. However, these measures may not be acceptable for forest managers or other stakeholder groups, such as private forest owners, environmental NGOs or the general public. Thereby, we set out to study the perception and knowledge of foresters and other stakeholders on the health status of European oak forests affected by oak lace bug and to investigate what forest health management measures would be acceptable to these target groups. An online survey questionnaire was designed and distributed via social networks, as well as professional networks via e-mails. The survey questionnaire was completed by 2084 respondents from nine European countries: Austria, Croatia, Belgium, France, Hungary, Italy, Romania, Serbia and Slovenia. Even though only a little over 60% of respondents reported they had noticed the discolouration of oak leaves caused by OLB, almost all (93%) considered it to be a problem. As respondents come from a country where C. arcuata is widespread and established, people’s general knowledge and awareness of OLB began to increase. The survey revealed that foresters thought that the insect affected photosynthesis, acorn crop and the aesthetics of the trees, but cannot cause death of trees. However, they assume that the value of the wood would decrease (this fact is also supported by the respondents who are connected to an environmental NGO), but that OLB does not affect property value. However, forest owners claim that the value of the property can be affected and that people would avoid entering the forest. In terms of potential control methods, respondents preferred biological or mechanical measures over chemical ones. We consider this study to be a good basis for further research on the topic of perception, knowledge and attitudes related to OLB since we can expect that the IAS, such as OLB, will certainly spread to European countries that were not included in this survey.
Three Decades of Urban Forest and Green Space Research and Practice in Croatia and Slovenia
Background and Objectives: Urban forests and green space contribute to human wellbeing. Green infrastructure is recognized by the European Union as a planning tool that contributes to the implementation of many public policies, with urban forests and green space as its main building blocks. Croatia and Slovenia are young democracies and recent members of the European Union. Hence, they also need to contribute to the implementation of those policies. Previous review studies on urban forests and green space rarely addressed scientific or professional publications in those countries. Furthermore, the body of knowledge about urban forest and green space research and practice in post-socialist countries is still rather weak. The goal of the paper is (a) to show that urban forest and green space research and practice is much stronger in these countries than it is possible to assume based only on previous review papers or only by searching Scopus and Web of Science, and (b) to describe publications written by scientists and professionals in the past 30 years. Materials and Methods: We used a trilingual systematic literature review to identify scientific and grey literature in various databases, as well as a snowballing technique, and yielded 211 publications in Croatia and 84 in Slovenia. Results: We identified many more publications on urban forests and green space science and practice in Croatia and Slovenia than it was possible to assume based only on previous review papers and when searching solely publications in English. Croatian authors showed continuity over time in terms of number of publications, while Slovenian publications have been on the rise in the past decade. In both countries, scientific papers were most frequent, and the vast majority of studies addressed capital cities. Croatian publications mainly focused on parks and park-forests, while Slovenian publications focused on urban forests. Interestingly, Croatian authors were affiliated with over 60 organizations, and in comparison to Slovenian authors, have stronger preference towards publishing in their local language. Green space planning and design followed by resource inventory were the most frequent themes. The least addressed themes in both countries were resource management, economic aspects, policy, legislation or governance. Conclusions: Important discussion in the future, especially in Croatia, would be regulation of urban forestry as a profession. Cross-sectoral and interdisciplinary studies, as well as focusing on cities other than capitals in future, can help in addressing issues such as climate change or application of participatory approaches.
Water-Related Payment Schemes for Forest Ecosystem Services in Selected Southeast European (SEE) Countries
This paper examines the level of payment for ecosystem services (PES) concept implementation in the financing of water-related forest ecosystem services (ES) in the Republic of Croatia, the Federation of Bosnia and Herzegovina (FB&H), the Republic of Slovenia, and the Republic of Serbia. The focus is on water-related forest ES recognised by the millennium ecosystem assessment (MEA). For the purpose of this paper, the term pure PES describes schemes that comply to all five conditions set by Wunder definition and term PES like for those schemes that miss some of those conditions. In the first step, the most important legislative documents related to forests, water, and environmental protection were selected. The second consists of a content analysis; focusing on the definition of ES; the definition of fees or payments; the establishment of ‘forest funds’, ‘water funds’, or ‘environmental funds’; and the way these funds were spent. Here we looked at the flow of funding into the forestry sector recognising forest management as the main water-related forest ES provider. Research revealed existence of well-established payments schemes in forestry in Croatia for almost 30 years and in FB&H for some 20 years which were assessed as closest to pure PES. In Serbia and Slovenia, there were no PES or PES like schemes in the forestry sector. In the water sector the well-established PES like payments schemes existing in all four countries. The environmental protection sector, however, rely more on the tax like rather than on the PES like schemes. Legislation in general recognised the link between forests and water, but this was much more evident in the forestry than in the water or environment sector. The role of the state is strongly pronounced in all countries studied, and was the main driving force behind all payments. However, this position of the state represents also the main obstacle for the development of pure PES schemes, together with underdeveloped private forestry and complex socio-economic conditions. Nevertheless, there is room for further development of pure PES and PES like schemes based on EU or global experiences.
Stakeholders’ Opinions towards Water-Related Forests Ecosystem Services in Selected Southeast European Countries (Federation of Bosnia and Herzegovina, Croatia, Slovenia and Serbia)
Even though water-related forest ecosystem services are important for forestry and water management sectors, they have different definitions and are regulated differently in each sector, which makes them poorly recognized. How stakeholders from two main sectors (forestry and water management) perceive the importance of water-related forest ecosystem services, the trade-offs between ecosystem services and the effectiveness and implementation of payments schemes related to forest water ecosystem services were our areas of interest. We have conduct surveys with different groups of stakeholders from both sectors in four selected countries (the Federation of Bosnia and Herzegovina, Croatia, Slovenia and Serbia) with a lot of similarities and the potential to learn from each other. The results show that in spite of the spotted differences among analyzed countries, there is a high level of agreement among respondents on all investigated aspects. In addition, even though different payment schemes exist in three of four countries, stakeholders are rarely aware of their existence, or it is better to say that they do not recognize them as payment schemes for ecosystem services because of their names and definitions, which do not clearly define ecosystem services. Mostly, they use bundled services and non-voluntary payments and are designed and implemented by the states. Due to the strong role of states and the low transparency in the existing schemes, we looked at possible conditions reflected through stakeholders’ opinions for overcoming that obstacle for the development of new payment schemes. We found that there is a high level of acceptance of payments schemes as more effective than “command and control” schemes and of the involvement of other stakeholders in decision-making processes as those conditions that can positively influence development of new payment schemes in all four countries. These results give us hope that in spite of the strong role of the state in selected countries, the role of stakeholders will be more acknowledged and, by that, the future schemes will be more harmonized among the sectors and their goals and needs, contributing to its effectiveness as well.
Forest managers’ perspectives on environmental changes in the biosphere reserve Mura-Drava-Danube
Riparian forests are particularly vulnerable to environmental change and anthropogenic influences because they are highly dynamic ecosystems, thus proper adaptation measures are crucial. The implementation of these measures, however, strongly depends on the actors’ perceptions of the specific problems occurring in such forests. For understanding the constraints of specific interest groups toward different adaptation activities, information in this field is essential. By conducting a questionnaire survey we explore how different types of forest managers, i.e., forestry professionals, forest owners, and conservation managers, perceive the effects of environmental change on forest management in the recently established Transboundary Biosphere Reserve Mura-Drava-Danube. We show that these forest managers are highly aware of ongoing environmental changes and appraise deteriorating forest conditions, especially after observing changes themselves. Abiotic damage is expected to increase the most, followed by biotic damage, the spread of non-native species, and tree dieback. Nearly 80% of the survey respondents expect further changes and almost all of them intend to adapt their management of forests to mitigate or prepare for these changes. Nevertheless, we show differences in sensitivity to change and willingness to initiate adaptation actions by assessing adaptation thresholds: conservation managers appear generally more tolerant to changes, which results in higher thresholds to initiate management adaptation than forestry professionals and forest owners. Respondents’ selection of target tree species depends on management goals and therefore, we found further differences between forestry professionals and conservation managers. These aspects need to be carefully considered to foster cooperation or develop sustainable management frameworks and adaptation strategies.
Ascertaining the Knowledge of the General Public and Stakeholders in the Forestry Sector to Invasive Alien Species—A Pan-European Study
Against the background of the phenomenon of globalisation, which has increasingly intensified in recent decades, invasive alien species (IAS) have led to biological invasions that have resulted in multiple negative effects on economies, human health, and especially on the environment. In order to control invasive alien species, preventive actions are considered the most effective methods. In this context, society can actively participate in the process of early detection and preventing the spread of these organisms, but there is a need to raise public awareness. In order for this process to take place in the most efficient way, it is necessary to initially evaluate the knowledge of the general public to IAS. Through a questionnaire that was circulated in ten European countries and had over two thousand respondents, this study aimed to investigate the level of knowledge of some stakeholders in the forestry sector regarding IAS. The results showed that a vast majority of respondents who participated in the study had heard about IAS and provided a correct definition of these organisms. Most of the respondents in this study heard for the first time about IAS from school, the Internet, or journal articles. Data analysis also showed that stakeholders in the forestry sector (foresters, forest owners, and members of environmental NGOs) were more likely than the other respondents to be aware of the impact of IAS. The results of this study offer an insight to researchers and decision makers assessing the differences of opinion regarding invasive alien species, and the necessary steps that could be adopted in the process of raising awareness in society.
Edible urban forests as part of inclusive, sustainable cities
Feeding an increasingly urban population and ensuring the economic and social well-being of urban dwellers will be the primary challenge for cities in coming decades. The impacts of climate change are expected to slow down urban economic growth, exacerbate environmental degradation, increase poverty and erode urban food security. Many cities are on a quest for more sustainable urbanization pathways that will enable effective responses to the increasing socio-economic and environmental challenges they face. In the search to “make cities and human settlements inclusive, safe, resilient and sustainable” (Sustainable Development Goal 11 in the United Nations Sustainable Development Agenda 2030), interest is increasing in growing local food. Edible green infrastructure, mainly in the form of urban food forests and trees (referred to here generally as urban food forests and also sometimes as tree-based edible landscaping), can help address a range of problems caused by rapid and unplanned urbanization, such as food scarcity, poverty, the deterioration of human health and well-being, air pollution, and biodiversity loss (FAO, 2016).
