Toward multifunctionality in a fire-prone peat landscape in Indonesia: insights from multistakeholder perspectives
Indonesia hosts one of the world’s largest tropical peatlands, yet half of them have been drained and cleared, making them prone to recurring fires. To prevent fires, it is essential to protect intact peatlands and restore degraded ones. Such efforts must reconcile competing land uses and interests to achieve multifunctional peatlands that combine protection, restoration, and suitable agricultural practices. In this article we focus on Ketapang Regency in West Kalimantan, where extensive peatlands were drained and then cultivated with oil palm or left degraded. In response to recurring fires, the Regency government, through a multistakeholder approach, developed an innovative planning instrument that was formalized as a Regency policy to reduce fires while maintaining the multiple functions of peatlands. We address two research questions: (1) What are the potentials and constraints of achieving a multifunctional peatland landscape in Ketapang, West Kalimantan? (2) What roles have the multistakeholder forums played in enabling reconciliation toward multifunctional outcomes? We employed key informant interviews and stakeholder discussions to validate and elaborate our findings. We found that while stakeholders recognized the importance of the regency-level policy instrument for preventing peatland fires and promoting multifunctionality, its implementation remained constrained. The findings suggest that applying zero-burning agriculture is unrealistic; efforts to protect critical peat areas are hindered by incoherent policies across government levels and conflicting land classification; and there is a lack of incentives to change agricultural practices. Multistakeholder forums played crucial roles in facilitating collective learning, bridging institutional gaps, and mediating power asymmetries, and enabled the development of a local policy response. We conclude that multi-stakeholder processes are a foundation for reconciliation in contested landscapes and a catalyst for local policy innovation. However, the achievement of sustained multifunctional landscapes will also depend on strengthening economic instruments and aligning policies across governance levels.
Measuring the effectiveness of landscape approaches to conservation and development
Landscape approaches attempt to achieve balance amongst multiple goals over long time periods and to adapt to changing conditions. We review project reports and the literature on integrated landscape approaches, and found a lack of documented studies of their long-term effectiveness. The combination of multiple and potentially changing goals presents problems for the conventional measures of impact. We propose more critical use of theories of change and measures of process and progress to complement the conventional impact assessments. Theories of change make the links between project deliverables, outputs, outcomes, and impacts explicit, and allow a full exploration of the landscape context. Landscape approaches are long-term engagements, but short-term process metrics are needed to confirm that progress is being made in negotiation of goals, meaningful stakeholder engagement, existence of connections to policy processes, and effectiveness of governance. Long-term impact metrics are needed to assess progress on achieving landscapes that deliver multiple societal benefits, including conservation, production, and livelihood benefits. Generic criteria for process are proposed, but impact metrics will be highly situation specific and must be derived from an effective process and a credible theory of change.
Inclusive Landscape Governance for Sustainable Development: Assessment Methodology and Lessons for Civil Society Organizations
Landscape governance refers to the combination of rules and decision-making processes of civic, private, and public actors with stakes in the landscape, that together shape the future of that landscape. As part of the Green Livelihoods Alliance, a program that supports civil society organizations (CSOs) to strengthen the governance of tropical forested landscapes, we developed and implemented a method that facilitates stakeholders to assess the status of governance in their own landscape and to identify options for improvement. In this article, we aim to reflect on landscape governance, based on our work within the Green Livelihoods Alliance. We present the method, summarize the results of its implementation, and draw practical lessons regarding the role of CSOs to improve landscape governance. We conducted workshops with stakeholders in 17 forested landscapes across 10 countries in Asia, Africa, and Latin America. During each workshop, participants scored and discussed a set of governance indicators, developed a common vision for landscape governance, and identified the practical steps that would need to be taken to achieve that vision. Analyzing the results from the workshops, we found that landscape stakeholders tend to perceive that: opportunities to influence decision-making are unequal; integrated landscape planning efforts remain noncommittal; and implementation and enforcement of regulations is weak. To improve governance in the future, it is common to call for the development of multi-stakeholder processes, to allow different actors to discuss, negotiate, and develop collaborative action to address landscape-level challenges. CSOs can support such processes, by helping to develop a shared understanding of landscape governance, differences in interests, and possibilities for collaborative action. CSOs can also help stakeholders to develop multi-stakeholder procedures, and build trust and capacity among stakeholders to take an active role in such processes.
Balancing Development and Conservation? An Assessment of Livelihood and Environmental Outcomes of Nontimber Forest Product Trade in Asia, Africa, and Latin America
This article addresses the question, to what extent and under which conditions nontimber forest product (NTFP) trade leads to both livelihood improvement and forest conservation. We based the analysis on a standardized expert-judgment assessment of the livelihood and environmental outcomes of 55 cases of NTFP trade from Asia, Africa, and Latin America. The results show that NTFP trade benefits several components of peoples' livelihoods, but may increase inequality between households. Involvement of women in the production-to-consumption system (PCS) tends to have a positive impact on intrahousehold equity. In 80% of the cases, the commercial production of NTFPs does not enable people to make financial investments to increase quality and quantity of production, limiting the potential for development. In our set of cases, commercial extraction from the wild, without further management, tends to lead to resource depletion. NTFP production systems are generally considered to have lower environmental values than natural forest, but do contribute positively to the environmental values in the landscape. We found that higher livelihood outcomes are associated with lower environmental outcomes and conclude that NTFP trade is not likely to reconcile development and conservation of natural forest.
Communities’ Adaptation and Vulnerability to Climate Change: Implications for Achieving a Climate-Smart Landscape
Rural landscapes in many parts of Indonesia are rapidly being transformed, due to the expansion of agrocommodity plantations—oil palm in particular. At the same time, communities in those landscapes face declining crop yields and ecosystem degradation as a result of both climate and non-climate factors. We assessed local perceptions on climate stressors, adaptation and vulnerability using focus group discussions in Ketapang, West Kalimantan. We found that the main perceived climatic stressors were extreme and unpredictable seasons, fires, and saltwater intrusion, affecting ecosystem services and agricultural production. Land clearing and forest loss were mentioned as exacerbating non-climatic stressors. Respondents indicated willingness to adapt to these changes by investing in long-term measures, such as tree-planting. To adapt to yield declines, respondents indicated that many farmers shifted from rubber to oil palm. Such adaptation actions benefit households in the short term but may be at odds with long-term adaptation objectives at the landscape level. Finally, we found that perceptions about vulnerability differed between landscapes, and between communities at the landscape level and stakeholders at the district level. This stresses the importance of participatory and inclusive planning and multi-stakeholder processes towards context-based climate action planning to accommodate the differences in contexts and scale, and to reconcile the differences in perceptions.
Understanding the Impacts of Financial Flows in the Landscape
Donors and non-governmental organizations are showing increased interest in integrated landscape initiatives (ILIs), where landscape stakeholders work together to achieve common goals related to development, climate change and conservation. In order to support the work of ILIs, we developed a novel methodology with which stakeholders—organized in multi-stakeholder partnerships—can assess how financial flows in the landscape are impacting their common goals and to identify funding gaps. Piloting the methodology in three landscapes in Indonesia, Ghana and Vietnam, we found that there were trade-offs between ensuring broad stakeholder participation in the assessments (to capture different perspectives) and the level of technical and quantifiable detail that could be acquired. The methodology effectively contributed to a common understanding among landscape-level stakeholders and triggered discussions on methods in which financial flows can be adapted to reduce their negative impacts or increase their positive impacts. It also functioned as a basis for the development of joint action plans and to initiate collaborations with the providers of financial flows that have potential to contribute to common landscape objectives. In addition to promoting common understanding and providing a basis for the development of action plans, we conclude that implementing the methodology also helped with strengthening the landscape partnerships themselves.
Markets Drive the Specialization Strategies of Forest Peoples
Engagement in the market changes the opportunities and strategies of forest-related peoples. Efforts to support rural development need to better understand the potential importance of markets and the way people respond to them. To this end, we compared 61 case studies of the commercial production and trade of nontimber forest products from Asia, Africa, and Latin America. The results show that product use is shaped by local markets and institutions, resource abundance, and the relative level of development. Larger regional patterns are also important. High-value products tend to be managed intensively by specialized producers and yield substantially higher incomes than those generated by the less specialized producers of less managed, low-value products. We conclude that commercial trade drives a process of intensified production and household specialization among forest peoples.
Participatory Planning, Monitoring and Evaluation of Multi-Stakeholder Platforms in Integrated Landscape Initiatives
Integrated landscape initiatives typically aim to strengthen landscape governance by developing and facilitating multi-stakeholder platforms. These are institutional coordination mechanisms that enable discussions, negotiations, and joint planning between stakeholders from various sectors in a given landscape. Multi-stakeholder platforms tend to involve complex processes with diverse actors, whose objectives and focus may be subjected to periodic re-evaluation, revision or reform. In this article we propose a participatory method to aid planning, monitoring, and evaluation of such platforms, and we report on experiences from piloting the method in Ghana and Indonesia. The method is comprised of three components. The first can be used to look ahead, identifying priorities for future multi-stakeholder collaboration in the landscape. It is based on the identification of four aspirations that are common across multi-stakeholder platforms in integrated landscape initiatives. The second can be used to look inward. It focuses on the processes within an existing multi-stakeholder platform in order to identify areas for possible improvement. The third can be used to look back, identifying the main outcomes of an existing platform and comparing them to the original objectives. The three components can be implemented together or separately. They can be used to inform planning and adaptive management of the platform, as well as to demonstrate performance and inform the design of new interventions.
Re-integrating ecology into integrated landscape approaches
ContextIntegrated landscape approaches (ILAs) that aim to balance conservation and development targets are increasingly promoted through science, policy, and the donor community. Advocates suggest that ILAs are viable implementing pathways for addressing global challenges such as biodiversity loss, poverty alleviation, and climate change mitigation and adaptation. However, we argue that recent advances in ILA research and discourse have tended to emphasize the social and governance dimensions, while overlooking ecological factors and inadequately considering potential trade-offs between the two fields.ObjectivesBy raising the issue of inadequate integration of ecology in ILAs and providing some general design suggestions, we aim to support and incentivise better design and practice of ILAs, supplementing existing design principles.MethodsIn this perspective we draw on the recent literature and our collective experience to highlight the need, and the means, to re-integrate ecology into landscape approaches.ResultsWe suggest that better incorporation of the ecological dimension requires the integration of two approaches: one focusing on conventional scientific studies of biodiversity and biophysical parameters; and the other focusing on the engagement of relevant stakeholders using various participatory methods. We provide some general guidelines for how these approaches can be incorporated within ILA design and implementation.ConclusionRe-integrating ecology into ILAs will not only improve ecological understanding (and related objectives, plans and monitoring), but will also generate insights into local and traditional knowledge, encourage transdisciplinary enquiry and reveal important conservation-development trade-offs and synergies.
Towards solutions for state vs. local community conflicts over forestland: the impact of formal recognition of user rights in Krui, Sumatra, Indonesia
In 1998, a decree issued by the Indonesian government enabled communities in Krui, Indonesia, to register for concession rights over the area of state forest land planted with their agroforests. Registration would provide farmers with the legal right to manage and benefit from these agroforests. In 2005, we found that even though none of the Krui communities has ever formally applied for their concession rights, the decree has been instrumental in stopping outsiders' attempts to appropriate these agroforests. Farmers within the state forest zone felt secure enough to continue investing in their complex agroforestry systems, while planting trees reinforced their feeling of security. We conclude that it is not the legal status of tenure, but the perception of tenure security that is of significance in people's land-use decisions. These results are considered in the wider context of state–community conflicts over forest land in the tropics.
