New conditions for applying surcharges (discounts) to electricity payments for generation and consumption of harmonic component currents

Technical means of suppression of harmonic component currents installed in the consumer's electric network are able to reduce the level of harmonic component currents and reduce the harmful effects of their flow. The consumer's interest in installing such means is significantly increased when discounts (surcharges) are applied to the payment for electricity consumed for generation and consumption of harmonic currents. However, the attempt to apply allowances (discounts) has failed in the past. The article proposes to review and discuss new conditions for the application of surcharges (discounts) to the payment for electricity for generation and consumption of harmonic currents, taking into account the unsuccessful experience of use in the past. The article proposes a methodology for calculating and using surcharges (discounts) to the payment for electricity consumption for generation and consumption of harmonic component currents to manage the power quality in the power supply systems of consumers of a grid organization with nonlinear loads.

Rock pressure calculation for rocky and disperse soils

The paper discusses the classical problem of determining rock pressure on a mine working support. In this problem, the authors differentiate two cases – rock pressure in rocky soils and rock pressure in dispersed soils. This division is due to the significant differences observed in the rocky and dispersed soils in their ultimate states. In particular, while the strength of dispersed soils can be described by the Coulomb line, for rocky soils the envelope of the Mohr circles has a pronounced nonlinear character. It was found as a result of calculations that there exist three supporting schemes for any soil depending on the width of excavation: self-restraining arch (or ceiling), pressure arch, and caving column. The paper introduces the concept of two critical spans of a mine working that differentiates the said schemes. A hypothesis has been proposed and verified that the process of rock pressure formation is quite similar to that for active pressure on retaining structures.

High gain millimeter wave leaky wave antennas with low side lobe level of the radiation pattern

Two linearly polarized millimeter wave planar leaky wave antennas designed for broadside radiation at 61 GHz with high gain and low sidelobes of radiation patterns are presented. Both antennas have a center-fed single-layer structure composed of two one-dimensional periodic symmetric arrays of metal strips of variable width on a grounded dielectric waveguide, but with different excitation devices for the dielectric waveguide, represented by a microstrip combline and a waveguide-fed linear substrate integrated slotted waveguide array. The antennas exhibit low return loss, antenna gain 26-27 dBi and radiation pattern sidelobe level in both E- and H-planes, not exceeding −20 dB. The antennas may be used, for example, in security sensors.

The article noted that feed-in tariffs are effective enough to attract consumers to participate in the process of improving power quality and reactive power compensation. It is shown that the application of premiums and discounts must not modify the revenues of the budget of ESO. Otherwise there is a contradiction to the principles of state regulation of tariffs for services of natural monopolies. In this case, legal barriers do not allow to use the model in practice. The proposed criteria that must be considered in the development and approval of the scale of discounts and allowances to ensure the legal purity of the incentive rate, to avoid its cancellation, as it was in 2000. Then, the proposed mechanism of discounts and allowances with the support of the Antimonopoly service and the Ministry of justice of the Russian Federation was cancelled as violating the principles of state regulation of tariffs in the conditions of the natural monopoly position of the network organization.

Anthropological practice has been dominated by the so-called \"great\" traditions (Anglo-American, French, and German). However, processes of decolonization, along with critical interrogation of these dominant narratives, have led to greater visibility of what used to be seen as peripheral scholarship. With contributions from leading anthropologists and social scientists from different countries and anthropological traditions, this volume gives voice to scholars outside these \"great\" traditions. The interest in Russian (Soviet) ethnography and its affiliated disciplines was present in the West for a number of decades. There were publications in the US, the UK, and other countries (Gellner 1980; Clay 1995; Eidlitz 1985; Rethmann 1999; Skalník 1988).
