Since large numbers of the students at the four year colleges are transfers from the CUNY community colleges, if the standards at these colleges tumble, another form of leakage will impose downward pressure upon the standards of the senior colleges. The method adopted by the resolution of the Board of Trustees is harsh, but it has the virtues of being less susceptible of abuse than the alternatives and of being clear and easy to understand and administer.
