The effects of a rise in cigarette price on cigarette consumption, tobacco taxation revenues, and of smoking-related deaths in 28 EU countries-- applying threshold regression modelling

Background
European Union public healthcare expenditure on treating smoking and attributable diseases is estimated at over €25bn annually. The reduction of tobacco consumption has thus become one of the major social policies of the EU. This study investigates the effects of price hikes on cigarette consumption, tobacco tax revenues and smoking-caused deaths in 28 EU countries.
Methods
Employing panel data for the years 2005 to 2014 from Euromonitor International, the World Bank and the World Health Organization, we used income as a threshold variable and applied threshold regression modelling to estimate the elasticity of cigarette prices and to simulate the effect of price fluctuations.
Results
The results showed that there was an income threshold effect on cigarette prices in the 28 EU countries that had a gross national income (GNI) per capita lower than US$5418, with a maximum cigarette price elasticity of −1.227. The results of the simulated analysis showed that a rise of 10% in cigarette price would significantly reduce cigarette consumption as well the total death toll caused by smoking in all the observed countries, but would be most effective in Bulgaria and Romania, followed by Latvia and Poland. Additionally, an increase in the number of MPOWER tobacco control policies at the highest level of achievment would help reduce cigarette consumption.
Conclusions
It is recommended that all EU countries levy higher tobacco taxes to increase cigarette prices, and thus in effect reduce cigarette consumption. The subsequent increase in tobacco tax revenues would be instrumental in covering expenditures related to tobacco prevention and control programs.

The Threshold Effect of Overfishing on Global Fishery Outputs: International Evidence from a Sustainable Fishery Perspective

Using global fishery outputs from 62 countries during the period 2001–2020, this study applies the threshold panel data model of Hansen (2000) to empirically explore the nonlinear relations between the number of fishing vessels, fishers, and fishery production, with distinct overfishing stocks (overfishing) and fish caught by trawling or dredging techniques (trawling) as the threshold variables. Our findings show that the levels of fishery outputs could be increased by different combinations of primary factors, such as the number of fishing vessels and fishers. More specifically, when the number of fishing vessels and fishermen operating in countries with a high ratio of overfishing (overfishing > 4.4456) increased, their fishery outputs significantly increased as compared with countries with a low percentage of overfishing. As overfishing activities increase, they can result in significant shortages and imbalances of fishery resources, directly influencing fish biomass, biodiversity, and sustainability of fisheries, as well as making destructive fishing practices worse for marine ecosystems. Countries with a relatively high proportion of trawler net usage (trawling > 4.5516) would have significantly lower fishery outputs, as more fishing vessels are invested in them, compared with countries with a low proportion of trawling net use. This implies that trawler net usage is a non-sustainable fishing technique and harms fishery resources. The policy implications of this study indicate that taxing overfished species and implementing trawling regulations could significantly improve species richness and site-based abundance, thus helping to sustain fishery outputs.

Raising cigarette excise tax to reduce consumption in low-and middle-income countries of the Asia-Pacific region:a simulation of the anticipated health and taxation revenues impacts

Background
According to the World Health Organization (WHO), 80% of the world’s smokers live in low- and middle-income countries. Moreover, more than half of the world’s smoking-addicted population resides in the Asia-Pacific region. The reduction of tobacco consumption has thus become one of the major social policies in the region. This study investigates the effects of price increases on cigarette consumption, tobacco tax revenues and reduction in smoking-caused mortality in 22 low-income as well as middle-income countries in the Asia-Pacific region.
Methods
Using panel data from the 1999–2015 Euromonitor International, the World Bank and the World Health Organization, we applied fixed effects regression models of panel data to estimate the elasticity of cigarette prices and to simulate the effect of price fluctuations.
Results
Cigarette price elasticity was the highest for countries with a per capita Gross National Income (GNI) above US$6000 (China and Malaysia), and considerably higher for other economies in the region. The administered simulation shows that with an average annual cigarette price increase of 9.51%, the average annual cigarette consumption would decrease by 3.56%, and the average annual tobacco tax revenue would increase by 16.20%. The number of averted smoking-attributable deaths (SADs) would be the highest in China, followed by Indonesia and India. In total, over 17.96 million lives could be saved by tax increases.
Conclusion
Excise tax increases have a significant effect on the reduction of smoking prevalence and the number of averted smoking-attributable deaths. Middle- and upper-middle income countries would be most affected by high-taxation policies.

This study examines expenditure and price elasticities for five major travel products, considering tourism satisfaction and traveler characteristics. Using Taiwan Tourism Bureau data (2016–2021) from 20,574 international visitors, the Almost Ideal Demand System (AIDS) model reveals that accommodation and shopping spending are relatively inelastic compared to food, transportation, and other expenses. Tourism satisfaction significantly influences spending, particularly on accommodation, transportation, and shopping. Shorter trips, prior travel experience, and planned travel increase expenditure elasticity. Female and high-income tourists are more responsive in their spending. Education and generation cohorts also impact demand elasticities. Practical implications highlight the need for satisfaction-driven strategies. Policymakers should enhance infrastructure, streamline visa policies, and integrate digital tools like mobile payments to attract diverse tourists and navigate economic uncertainties. Businesses should use differentiated pricing, improve service quality, and leverage digital marketing to appeal to budget and high-income travelers. Stakeholder collaboration can strengthen tourism competitiveness, sustainability, and economic resilience.

Expenditure decisions of international tourists to Taiwan: application of the Heckman two-stage approach

Based on a large sample of 30,945 international tourists to Taiwan from 2016 to 2021, this study examines how these tourists make expenditure decisions in Tawan. Simultaneously, we consider various determinants such as travel characteristics, individual characteristics, and satisfaction levels, and the COVID-19 pandemic influence tourists' decisions regarding their expenditures on accommodation, food, transportation, shopping, and other expenses. Employing a two-stage Heckman approach, the study finds that satisfaction positively affects spending in various categories, highlighting the importance of enhancing visitor satisfaction. Tourists traveling shorter distances allocate more to accommodation, food, and shopping, while repeat visitors prioritize transportation, accommodation, and shopping. Longer stays result in higher transportation and other expenses, while shorter stays lead to increased spending on accommodation, food, and shopping. Gender, age, education, and income levels also influence spending patterns. Moreover, the COVID-19 pandemic disrupted spending, reducing accommodation and transportation expenses but increasing food and shopping spending as tourists adapted to new standards.

Exploring tourism attractiveness factors and consumption patterns of Southeast Asian tourists to Taiwan

In an attempt to drive tourist interest, Taiwan implemented a series of changes in 2016 seeking to attract new and repeat visitors. Using a sample of 2339 international tourists visiting Taiwan from 2017 to 2020, we aimed to analyze the attractiveness factors of Southeast Asian tourists to Taiwan and their impact on tourism consumption demand. Employing the Almost Ideal Demand System model by Deaton and Muellbauer (
1980
), our findings indicate that specialty food, natural scenery, and shopping are the main attractive factors for Southeast Asian tourists to Taiwan. This study's theoretical contribution is significant, as it demonstrates the direct or indirect influence of tourist attractiveness factors on the pattern of tourism consumption expenditure. Moreover, the findings have practical implications, suggesting considerable variation in Southeast Asian tourists' tourism consumption demands and price elasticity across different countries.

Outlying islands are affected by the environment and economy, and fishery resources are the first to experience these impacts. Therefore, it is necessary to actively and effectively transform traditional fisheries in outlying islands. This is the case in Penghu County (Penghu Islands), located on the outlying islands of Taiwan. The transformation to recreational fishery can increase the additional income of traditional fisheries during the fishing moratorium through the development of recreational fishery boats by fishermen. Recreational fishery means the fishery using fishing vessels for recreational purposes or for passengers to harvest aquatic organisms on the reef or to engage in sightseeing on the islets. Therefore, this study will explore the key factors for the successful route planning of fishermen who switch to recreational fishery boats to assist the fishermen in successfully transitioning and enabling recreational fishery to flourish. In the research, using the method of the Analytic Hierarchy Process (AHP) expert questionnaire, it was found that the key factors affecting the route planning of recreational fishery boats are “boat conditions”, “berthing conditions”, “operating environment”, and “sightseeing potential”. After the expert questionnaire, a weight comparison of each level was performed, and it was found that “operating environment” was the most important factor, followed by “tourism potential”. However, the key factors of the “natural environment” and “cultural environment” are more important under the influence of the “operating environment”. Under the influence of “tourism potential”, “attractiveness” is a key factor, as is the “accessibility” factor. In this study, the four main fishing ports in Penghu County were also used for empirical discussion. The study results showed that Magong Fishing Port was the first choice for transformation, followed by Chikan Fishing Port. The results of this study can be used as a reference for fishermen and officials in developing a subsidy scheme for fishing boat operation, and they can be used as a reference for transforming traditional fisheries in outlying islands into recreational fishing to develop recreational fishery boats and leisure tourism industries. This research can help fishermen to attach importance to the development of recreational fishing activities and promote the stable growth of the fishery industry environment.

A production economic analysis of different stocking density and fry size combinations of milkfish, Chanos chanos, farming in Taiwan

Milkfish, Chanos chanos, is often cultured with white shrimp, Penaeus indicus, to maintain ecological stability and increase profits. This study uses the outputs and cost data of 169 milkfish farmers in Taiwan for the years 2018 and 2019 and applies translog cost function modeling to analyze the production scale economy and input–input demand combinations of two stocking densities (<10,000, ≥10,000 fry/ha) and two fry stocking sizes (2–3 in. and ≥4 in.). The study found that high‐density stocking (≥10,000 fry/ha) of small or large milkfish fry has economies of scale overall. Thus, the average culture cost may be reduced by expanding the scale of milkfish production. High‐density stocking of small fry exhibits a comparatively higher own‐price elasticity of fry. As such, farmers are sensitive to fry price variations. The study also found that labor and capital exhibit the highest substitutability. Capital inputs may thus be increased to mitigate the effects of wage increments. In terms of production, the four observed clusters do not exhibit cost complementarity. Moreover, the survival rate of white shrimp in high‐density stocking milkfish polycultures is relatively low. It is thus recommended to strictly control the stocking density of white shrimp and to minimize the risk of excessively high stocking densities by stocking white shrimp in batches.

Optimizing Hard Clam Production in Taiwan by Accounting for Nonlinear Effects of Stocking Density and Feed Costs on Farm Output of Clams

Despite mass mortality, hard clams remain among the main cultured shellfish in Taiwan. Using cross-sectional data, this study applies threshold regression modeling with stocking density and feed costs as the threshold variables to explore the nonlinear relationship between input and output factors. The findings show that the production output levels may be increased by different combinations of factor inputs and variations in input factors. More specifically, the higher output levels may be achieved by increasing labor input while reducing capital input factors in farming households with a higher stocking density (HSD > 1,087,870 inds/ha) or higher feed cost (HFC > 13,889 NTD/ha). Farming households with a lower stocking density (LSD ≤ 1,087,870 inds/ha) may enhance production output levels by increasing feed input while reducing capital inputs. Moreover, the maximum output level of HSD and HFC farming households was estimated to reach 9255 kg/ha and 9807 kg/ha, respectively. Results of the production output simulation suggest that the feeding cost per hectare in LSD households should not exceed 25,119 NTD to avoid overfeeding, which may cause culture deterioration and lower survival rates. As such, farmers are advised to adjust their feed costs according to the stocking density to maximize production output.

Effect of Culture Period and Stocking Density on Input Demand and Scale Economies of Milkfish (Chanos chanos) Polycultures with White Shrimp (Penaeus indicus)

Milkfish, Chanos chanos, is one of the major inland cultured fish species in Taiwan. Variations in land resources and climate have led to the application of two distinct culture practices of milkfish polycultures with white shrimp, Penaeus indicus. This study applies a translog cost function model to analyze the production scale economy and input demand price elasticity of four milkfish polyculture systems with two different culture periods (OWC and NOWC) and two different white shrimp–milkfish fry stocking ratios (low SMR: 10–55 fry/ha; high SMR: 56–100 fry/ha). The findings show that the four milkfish polyculture systems require different operational adjustments to increase production while reducing the average culture cost. More specifically, overwinter cultures (OWC) have economies of scale. Farmers may reduce the average cost by expanding the production scale. Non-overwinter polycultures (NOWC) with high SMR are at the stage of decreasing return to scale, meaning that gains in output of milkfish cannot reduce the average cost. In terms of input factor use, farmers of OWC systems with high SMR are sensitive to fluctuations in the fry price since fry constitutes the input factor exhibiting the highest own-price elasticity. Moreover, fry and feed of OWC households with high SMR have high levels of substitutability, whereas fry and other input exhibit substitutability in OWC systems with low SMR. In NOWC farming households with high SMR, fry and capital have substitutability. It is thus recommended to modify the input factor use according to the culture mode and the white shrimp–milkfish stocking density ratio. Moreover, the study found that NOWCs have considerably higher SMR than OWCs, which may lead to a deterioration of the water quality in NOWC fishponds and lower survival rates. It is thus recommended to reduce the SMR to 31:1 to achieve economies of scale in production and increase the survival rate of milkfish and white shrimp.
