Simple Incentives and Group Dependence for Successful Payments for Ecosystem Services Programs: Evidence from an Experimental Game in Rural Lao PDR

In this article, we use a new game‐based tool to evaluate the immediate and longer term behavioral change potential of three different payments for ecosystem services (PES) delivery mechanisms: direct payments for individual performance, direct payments for group performance, and insurance. Results from four rural shifting‐cultivation dependent communities in Lao PDR suggest that easily understood group‐oriented incentives yield the greatest immediate resource‐use reduction and experience less free‐riding. Group‐based incentives may succeed because they motivate participants to communicate about strategies and coordinate their actions and are perceived as fair. No incentive had a lasting effect after it ceased, but neither did any crowd out the participants’ baseline behavior. Temporary reductions in resource dependence may provide a buffer for development of new livelihoods and longer term change. Games like the one developed here can help policy makers appropriately target environmental incentive programs to local contexts and teach program participants how incentive schemes work.

The genetic diversity of the Coronaviruses gives them different biological abilities, such as infect different cells and/or organisms, a wide spectrum of clinical manifestations, their different routes of dispersion, and viral transmission in a specific host. In recent decades, different Coronaviruses have emerged that are highly adapted for humans and causing serious diseases, leaving their host of unknown origin. The viral genome information is particularly important to enable the recognition of patterns linked to their biological characteristics, such as the specificity in the host-parasite relationship. Here, based on a previously computational tool, the Seq2Hosts, we developed a novel approach which uses new variables obtained from the frequency of spike-Coronaviruses codons, the Relative Synonymous Codon Usage (RSCU) to shed new light on the molecular mechanisms involved in the severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) host specificity. By using the RSCU obtained from nucleotide sequences before the SARS-CoV-2 pandemic, we assessed the possibility of know the hosts capable to be infected by these new emerging species, which was first identified infecting humans during 2019 in Wuhan, China. According to the model trained and validated using sequences available before the pandemic, bats are the most likely the natural host to the SARS-CoV-2 infection, as previously suggested in other studies that searched for the host viral origin.

Sustainable hydropower in the 21st century

Hydropower has been the leading source of renewable energy across the world, accounting for up to 71% of this supply as of 2016. This capacity was built up in North America and Europe between 1920 and 1970 when thousands of dams were built. Big dams stopped being built in developed nations, because the best sites for dams were already developed and environmental and social concerns made the costs unacceptable. Nowadays, more dams are being removed in North America and Europe than are being built. The hydropower industry moved to building dams in the developing world and since the 1970s, began to build even larger hydropower dams along the Mekong River Basin, the Amazon River Basin, and the Congo River Basin. The same problems are being repeated: disrupting river ecology, deforestation, losing aquatic and terrestrial biodiversity, releasing substantial greenhouse gases, displacing thousands of people, and altering people’s livelihoods plus affecting the food systems, water quality, and agriculture near them. This paper studies the proliferation of large dams in developing countries and the importance of incorporating climate change into considerations of whether to build a dam along with some of the governance and compensation challenges. We also examine the overestimation of benefits and underestimation of costs along with changes that are needed to address the legitimate social and environmental concerns of people living in areas where dams are planned. Finally, we propose innovative solutions that can move hydropower toward sustainable practices together with solar, wind, and other renewable sources.

Analyzing group communication dynamics and content in a common-pool resource experiment

We study costly communication in a common-pool resource (CPR) experiment as a proxy for two different forms of participatory processes: as a public good and as a club good. A public communication meeting, representing centralized participatory processes, occurs when all group members’ monetary contributions reach a specified threshold. Club communication meetings, representing networked participatory processes, follow only among those members of the group who pay a communication fee. We test whether the way costly communication is provided affects the willingness of participants to contribute to communication, as well as the dynamics of such payments, and the content of communication. This is done by analyzing contributions to communication and communication content of 100 real-life resource users participating in a lab-in-field experiment. We find that contributions towards communication are higher when communication is public, and that club communication features more frequent but less inclusive communication meetings. Also, communication content is more oriented towards addressing the collective action problem associated with the management of the resource when communication groups are attended by all participants. The identified differences between the two ways to provide for communication can inform policies and the design of participatory processes in natural resource governance.

Characterization of Pimpinella anisum Germplasm: Diversity Available for Agronomic Performance and Essential Oil Content and Composition

Anise (Pimpinella anisum L.) is one of the most important annual herbs of the Apiaceae family, widely cultivated in southern Spain. Their seeds are highly valued for culinary uses and for producing quality essential oils widely used in food and beverage products, as well as for industry, medicinal, and cosmetics applications. This study investigates the seed yield and essential oil content within a set of 50 anise accessions from worldwide origin, as well as their composition by GC–MS and GC–FID analysis. Accessions showed significant differences in the agronomic parameters measured, including plant height (cm), seed yield (kg ha−1), and the Harvest Index (%), with accessions PA_87 (Spain), PA_47 (Greece), and PA_21 (unknown origin) being the most performant. Essential oil (EO) content varied between 0.8% and 5.7% across different genotypes, resulting in EO production values ranging from 0.1 to 300 kg ha−1. Trans-anethole was identified as the dominant terpene, comprising 84.4% to 94.4% of the content, followed by eugenol (1.4% to 5.5%) and α-muurolene (1.4% to 7.2%). PCA analysis identified five distinct groups and one outlier, influenced by minor terpenes. Indeed, there was a strong negative correlation between estragole and pseudoisoeugenyl 2-methylbutyrate. This study underscores the significance of minor terpenes, which play crucial roles in defining unique aniseed chemotypes, allowing for the selection of cultivars optimized for specific uses in food, cosmetics, and pharmaceuticals. Additionally, these findings emphasize the impact of cultivar genetics on agronomic traits and EO profiles, suggesting the need for further research to optimize plant growth and yield and EO quality.

Types of urban agricultural stakeholders and their understandings of governance

Urban agriculture is a significant driver of urban sustainability and resilience, yet the contribution of urban agriculture to resilience is complicated by governance systems that require further investigation. This study deploys a mixed-methods approach to investigate the agricultural values and understandings of urban agricultural governance among farmers, garden leaders, and other actors in urban agriculture in Lansing, Michigan. Drawing from semistructured interviews and Q-methodology, agricultural values are used to identify four types of urban agriculture stakeholders: urban agricultural stewards, risk managers, food desert irrigators, and urban agricultural contextualists. These groups differ in terms of their agricultural values as well as their participation in local governance and general understandings of the purpose of governance. Urban agricultural stewards place comparatively higher priority on community building, environmental sustainability, and food sovereignty; they participate in the city's formal governance systems and view governance as an opportunity to codify shared norms. Risk managers place comparatively higher priority on safety, and they largely view governance in the traditional mold of state-legislated regulations to which stakeholders should comply. Food desert irrigators place comparatively higher priority on environmental sustainability, health, food access, and convenience; they expect governance to support stakeholders with the greatest needs, and though not active in formal governance, work to craft empathetic policies in their particular organizations. Urban agricultural contextualists place comparatively higher priority on community building and health, and hold that the prioritization of additional values should be determined through local and inclusive governance. The coupling of agricultural values with understandings of governance can support effective and legitimate policy making attentive to the process through which, and scale at which, stakeholders expect their values to inform decision making.

Ecological practices such as intercropping maize (Zea mays) with cowpea (Vigna unguiculata L.) have been promoted to combat parasitic weeds like Striga (Striga asiatica). Intercropping has been promoted across Africa as a Striga control practice (SCP) and food security measure. Despite past efforts, millions of smallholder farmers (cultivating < 2 ha of maize) still struggle to implement SCPs. Social and ecological factors that prevent SCP implementation are well documented in the literature, but their underlying interactions have remained elusive. System dynamics modeling can uncover these interactions and assess their effect on intercropping rates as well as Striga emergence. This study presents a participatory mixed methods approach to build a system dynamics model based on two theories: diffusion of innovations and resource pool dynamics. The model estimates the population of fields where Striga emerged in response to intercropped fields when various interventions were implemented. According to model simulations, if new policies are not enacted to support intercropping, Striga is likely to spread to 2,625,000 maize fields, parasitizing almost 75% of smallholder farms across Central Malawi by 2036. The participatory approach allowed us to evaluate several policies, one of which sustained enough adopters to limit Striga emergence to < 500,000 fields, reducing the weed’s threat to food security. This policy considers how input costs and erratic rainfall can lead to disadoption, therefore, supporting the implementation of five to six consecutive years of intercropping by providing both fertilizer subsidies and demonstration plots. In this study, our participatory approach has shown to develop a model that can highlight interactions in social ecological systems, their leverage points, and how they can be exploited to develop effective food security policies.

Decentralizing the Governance of Inland Fisheries in the Pacific Region of Colombia

In 1993, Colombia launched a decentralization process granting Black communities collective property rights over territories they had inhabited for centuries. Decentralization was intended to promote inclusive governance, enhance environmental governance in Black communities’ territories, and reduce poverty. This paper presents a qualitative case study of decentralized inland fisheries governance in the country’s largest Community Council. Our results suggest that decentralization policies need to account for particularities of resource systems and community dynamics. Inland fisheries governance poses specific challenges for decentralization because a) ecological dynamics supporting the resource system take place beyond the administrative boundaries of fisheries; b) rivers are public goods in Colombia, and therefore it is impossible to exclude users from accessing them; and c) regulations are not well-enforced in places where fish are sold. This calls for a combined effort from stakeholders with different rights, duties, and capacities within the governance system to coordinate actions for enforcing regulations.

The world has entered the United Nations Decade on Ecosystem Restoration (2021–2030), yet many regions of the world still face environmental degradation. In this context a question arises: under what conditions may a given region shift from a trajectory of environmental degradation to environmental recovery? Answering this question constitutes an important endeavor for the scientific community, policymakers, and organizations leading the planning and implementation of restoration projects. This study examines some of the human-environment conditions underpinning the net gains in natural forest cover in a region that has experienced environmental degradation: the Atlantic Forest biome, Brazil. Using land-use/cover (LULC) data, we assessed the loss and successive gain in forest cover during the 1987–2001 and 2001–2015 periods. Municipality-level statistics on agriculture and economy, together with LULC and biophysical data, were used to develop models for assessing forest cover trajectories. Of the 1,972 municipalities experiencing net forest loss during the 1987–2001 period, 59% shifted their trajectory to a net gain during the 2001–2015 period. This shift, known as forest transition, followed a complex socio-economic pathway characterized by (i) the stagnation of traditional agricultural activities favoring the replacement of pasturelands by mechanized agriculture, and (ii) the emergence of non-agricultural rural activities together with multifunctional landscapes. Furthermore, a trend of decrease in precipitation seems to be associated with land abandonment, thus, favoring the return of natural vegetation. Our findings suggest that forest transition at the biome level is possible if environmental and land regulations take advantage of specific context-dependent situations that foster net forest gains.

We report the results of common-pool resource economic experiments conducted with indigenous communities in the Colombian Amazon. The experiments recreate two contexts: a limited open access with no institutions regulating the fisheries and a nonmonetary external regulation that limits individual extraction when a fisher is found to be overextracting. We find that variables that did not explain behavior under limited open access do so under the regulatory institution. In particular, when the nonmonetary external regulation was introduced, we found a nonlinear significant effect of age on individual harvest. This result implies a negative relationship between age and individual extraction that reaches a peak around age 54. Our results suggest that in our sample, age groups react differently to an institution aimed to manage the fishery and open a discussion regarding the role of older fishers when a new regulation is introduced to manage natural resources. Their role could go beyond the dissemination of traditional knowledge and cultural systems since older fishers could be key actors in disseminating and adapting new institutions.
