The Indomitable Don Plusquellic
Until his resignation in May 2015, Don Plusquellic had been the mayor of Akron, Ohio, for twenty-eight years. When he took office in 1987, Ronald Reagan was in the White House, the average price for a car was a little over $10, 000, and later that year the US stock market would drop over 22 percent in one day—at the time the sharpest market downturn in the United States since the Great Depression. This was a harbinger of things to come in Akron as the Rubber Capital of the World hemorrhaged jobs. In the 1980s, over 26, 000 people were employed in the plastics and rubber product manufacturing industries in greater Akron. By 2007, the number had slipped to only 7, 220. The loss of jobs coincided with greater suburbanization—a blow to the city's housing market. Plusquellic was challenged with rebuilding a transforming city.Using news sources and extensive interviews, Love has crafted a superb political biography of the person some have called Akron's Mayor for Life. Plusquellic reinvented his job, erasing the line between public and private efforts to provide employment in a reimagined downtown and innovative Joint Economic Development Districts beyond the city. He championed education for future workers.Don Plusquellic won fast friends and eager enemies with his silk-and-sandpaper personality. He became one of the longer-serving and most-honored mayors in America. His story is one of both place and person, the son of a rubber worker who restored Akron's spirit and belief in itself after the city lost its title of Rubber Capital of the World.

Factors Influencing Students’ Acceptance of M-Learning: An Investigation in Higher Education
M-learning will play an increasingly significant role in the development of teaching and learning methods for higher education. However, the successful implementation of m-learning in higher education will be based on users’ acceptance of this technology. Thus, the purpose of this paper is to study the factors that affect university students’ intentions to accept m-learning. Based on the unified theory of acceptance and use of technology (UTAUT) (Venkatesh et al., 2003), this study proposes a model to identify the factors that influence the acceptance of m-learning in higher education and to investigate if prior experience of mobile devices affects the acceptance of m-learning. A structural equation model was used to analyse the data collected from 174 participants. The results indicate that performance expectancy, effort expectancy, influence of lecturers, quality of service, and personal innovativeness were all significant factors that affect behavioural intention to use m-learning. Prior experience of mobile devices was also found to moderate the effect of these constructs on behavioural intention. The results of this research extend the UTAUT in the context of m-learning acceptance by adding quality of service and personal innovativeness to the structure of UTAUT and provide practitioners and educators with useful guidelines for designing a successful m-learning system.
Testing M-Payment for Utilities in Saudi Arabia Barriers and Opportunities for E-Government
This paper explored the opportunities and challenges facing e-government in Saudi Arabia. A prototype mobile phone application for paying different utilities was developed. The respondents were asked to use and evaluate the application. The results revealed that application was user friendly and useful for the users. However, the results showed that respondents showed concern over the security issues and declined to use any untrusted method of payment, displaying a lack of trust in online payment methods.
Understanding Mobile Human-Computer Interaction
Taking a psychological perspective, this book examines the role of Human-Computer Interaction in the field of Information Systems research. Mobile Government in Saudi Arabia: Challenges and Opportunities
M-government has gained increasing global attention in recent years, especially among developed countries, as a mechanism to reduce costs, increase effectiveness and improve public access to governmental services. The concept is increasingly being adopted in developing countries, however it faces different challenges and opportunities. This study explores the opportunities and challenges for the deployment of mobile government (M-government) services in Saudi Arabia. Collecting data from 77 semi-structured interviews, this study found that there are many opportunities for M-government in the country, requiring increasing awareness amongst the people about the government initiatives of mobile government services and promoting willingness to use these services. This study also highlights different barriers faced by M-government in Saudi Arabia, including issues of internet quality and speed, customization of services and data security and privacy as well as infrastructural challenges and bureaucratic attitude of government departments.
m-Government Adoption in Saudi Arabia: Challenges and Opportunities
This study analyzed the challenges and opportunities associated with the implementation of mobile government services in Saudi Arabia. By collecting data through surveys from citizens and employees in Saudi Arabia, this study shows that the high level of mobile penetration in the country offers an opportunity for Saudi Arabian government to offer mobile government services in the country. The results suggest that although a large percentage of population does not have access to mobile technologies, there is still a strong desire among users for the provision of mobile government services. The effective implementation of mobile government services would enhance the technological development in Saudi Arabia. However, there exist certain challenges. Sufficient level of understanding among the Saudi Arabian population about the benefits of mobile government services is lacking. There is lack of the customization of mobile government services and lack of access to mobile technologies would be a challenge.
