The article is devoted to assessing the economic security of the state, projecting the resulting efficiency factor of socio-economic development in general. Assessment of economic security is presented as a set of socio-economic development indicators based on those parameters that reflect the impact of uncertainty on the conditions of economy security of the state. The values of economy security indicators of the Russian Federation are calculated for the period 2009-2014.

The article substantiates the holistic theoretical approach to the definition of the economic content, dominant characteristics, the structure and features of the regional resource potential as the basis of the regional economy capitalization. The methodological platform, an updated and expanded conceptual and categorical apparatus of capitalization of the regional economy is presented in the paper. The authors conducted identification, classification and structural-functional decomposition of the elements of the resource potential, objectives, subjects, objects and mechanisms of capitalization of the territory taking into account the differentiation of their role, scale and impact on the process.

The goal of this research is to stipulate and develop tools on estimating the comprehensive territorial force. The authors formulated a system of particular indicators of the expert estimation of the territory development under conditions of indefiniteness in the context of the process related to taking decisions on ensuring their economic safety. The content of the comprehensive territorial force and the parameters of the process related to the social and economic state of regions were defined during the research. The results of the research can be used to reveal peculiarities of the territorial force and to define areas of building mechanisms on ensuring economic safety of regions.

The article presents the testing of methodical instruments for comprehensive assessment of the region's resource potential capitalization using the system of aggregated cost capital-intensive indicators. The technique for integrated economic and statistical evaluation of resource potential of the territory, represented as a set of natural resources, production, employment, innovation and financial potentials is grounded. Visualization of results of such assessment in the form of \"matrices of development and capitalization of resource potential\" is offered, the criteria for regions' typology are determined by the level of resource potential development, volume and dynamics of its capitalization.

The article provides the assessment of financial potential of a region, which is the major factor of socioeconomic development of the country as a whole and of its separate entity. The structure of financial potential is represented as a set of fiscal, credit and investment potentials. Their values for the Belgorod region for 2011-2013 and forecasts for the medium term are calculated.
