The purpose of this volume is to help governments in their efforts to build, strengthen, and fully institutionalize their monitoring and evaluation (M&E) systems, not as an end in itself but in support of improved government performance-in other words, sound governance. The volume brings together the considerable experience accumulated by the World Bank's Independent Evaluation Group (IEG) in its longstanding program of support for governments and Bank staff in their efforts to build M&E systems. It also draws on the growing body of literature from other sources on this issue. There is currently a great deal of emphasis on results and on being able to demonstrate performance. Part one starts by focusing on exactly what M&E has to offer to governments. Part two focuses on the experience of several countries that have succeeded in building a well functioning government M&E system. Part three analyzes the lessons from building government M&E systems in these and many other countries, both developing and developed. Ways to strengthen a government M&E system are presented in Part four. Part five maps out those issues where international experience with government M&E systems is not well understood or well documented. Finally, part six provides a series of commonly asked questions on M&E and their answers.

Les gouvernements d'un certain nombre de pays en développement consacrent des efforts considérables au renforcement de leurs capacités et de leurs systèmes de suivi et d'évaluation (S et E). Ils comptent ainsi obtenir de meilleurs résultats ? en se donnant les moyens d'élaborer des politiques, de faire des choix budgétaires et de rendre des comptes qui soient systématiquement fondés sur des données probantes.
Le Groupe indépendant d'évaluation (IEG) de la Banque mondiale a acquis une expérience considérable dans ce domaine grâce à un programme de recherche et d'assistance technique qui analyse les actions menées à cet égard dans un large éventail de pays et de contextes publics. Les publications de l'IEG sur ce thème apportent des informations sur les systèmes nationaux de S et E qui reflètent de bonnes pratiques ou laissent entrevoir des possibilités intéressantes. Elles contiennent également des guides analytiques, des diagnostics sur certains pays, des exemples d'évaluations ayant eu un large impact, et des supports didactiques sur les instruments de suivi et d'évaluation et l'analyse d'impact, entre autres. L'objet du présent rapport est de mettre cet ensemble de connaissances à la disposition du lecteur sous une forme synthétique et condensée.
Ce volume met en lumière les leçons qui se dégagent de la mise en place d'un système public opérationnel de S et E dans plusieurs pays, notamment au Chili, en Colombie et en Australie. Le cas spécial de l'Afrique, pénalisée à de nombreux égards par de graves contraintes de capacités, est également examiné. Le rapport présente les moyens à mettre en ouvre pour renforcer le système public de S et E et susciter une demande plus forte au sein de l'administration pour les activités de S et E, et il fait ressortir à quel point il importe d'établir un diagnostic de la situation nationale et d'élaborer un plan d'action.
