Probability-based accounting for carbon in forests to consider wildfire and other stochastic events: synchronizing science, policy, and carbon offsets
2022
Forest carbon offset protocols reward measurable carbon stocks to adhere to accepted greenhouse gas (GHG) accounting principles. This focus on measurable stocks threatens permanence and shifts project-level risks from natural disturbances to an offset registry’s buffer pool. This creates bias towards current GHG benefits, where greater but potentially high-risk stocks are incentivized vs. medium-term to long-term benefits of reduced but more stable stocks. We propose a probability-based accounting framework that allows for more complete risk accounting for forest carbon while still adhering to International Organization for Standardization (ISO) GHG accounting principles. We identify structural obstacles to endorsement of probability-based accounting in current carbon offset protocols and demonstrate through a case study how to overcome these obstacles without violating ISO GHG principles. The case study is the use of forest restoration treatments in fire-adapted forests that stabilize forest carbon and potentially avoid future wildfire emissions. Under current carbon offset protocols, these treatments are excluded since carbon stocks are lowered initially. This limitation is not per se required by ISO’s GHG accounting principles. We outline how real, permanent, and verifiable GHG benefits can be accounted for through a probability-based framework that lowers stressors on a registry’s buffer pool.

Self‐reporting implantable medical devices are the future of cardiovascular healthcare. Cardiovascular complications such as blocked arteries that lead to the majority of heart attacks and strokes are frequently treated with inert metal stents that reopen affected vessels. Stents frequently re‐block after deployment due to a wound response called in‐stent restenosis (ISR). Herein, an implantable miniaturized sensor and telemetry system are developed that can detect this process, discern the different cell types associated with ISR, distinguish sub plaque components as demonstrated with ex vivo samples, and differentiate blood from blood clot, all on a silicon substrate making it suitable for integration onto a vascular stent. This work shows that microfabricated sensors can provide clinically relevant information in settings closer to physiological conditions than previous work with cultured cells.

The influence of land-use change and landscape dynamics on the climate system: relevance to climate-change policy beyond the radiative effect of greenhouse gases

Our paper documents that land-use change impacts regional and global climate through the surface-energy budget, as well as through the carbon cycle. The surface-energy budget effects may be more important than the carbon-cycle effects. However, land-use impacts on climate cannot be adequately quantified with the usual metric of 'global warming potential'. A new metric is needed to quantify the human disturbance of the Earth's surface-energy budget. This 'regional climate change potential' could offer a new metric for developing a more inclusive climate protocol. This concept would also implicitly provide a mechanism to monitor potential local-scale environmental changes that could influence biodiversity.

Canadians are told that provincial premiers wield considerable sway. Critics decry premiers as autocrats and dictators, while supporters label them as altruists and great leaders. In Newfoundland and Labrador the premier is expected to be the province's overlord, a patriotic defender of provincial interests, and the decision-maker who brokers competing policy priorities. But does a premier have as much power over government policy decisions as is popularly believed? First among Unequals, a detailed enquiry into the administration of Premier Danny Williams and the first year of his successor Kathy Dunderdale, suggests that the power of the premier is exaggerated by the media, critics, political parties, the public service, and the leaders themselves. With perspectives from economics, education, geography, health policy, history, and political science, contributors explore how dominant Williams was and test theories to show how power operates in provincial governments. They examine politics and government through case studies of the healthcare sectors, education, the fisheries, rural and regional development, hydroelectric projects, and the labour market. The Dementia Champions Programme was set up in NHS Dumfries and Galloway, Scotland, to equip nurses with the skills and knowledge to improve the care of people with dementia in hospital. Nurses who complete the programme are known as dementia champions. This article describes the multi-faceted, educational approach to improving the care of adults with dementia.
