Discarding a dictator like [SLOBODAN MILOSEVIC] isn't a simple matter of defeating him. He built his regime, and its aggression, on something far broader and deeper than his own personal malevolence. Digging into latent fears, he created a milieu of threat in which pluralism, tolerance, and the rule of law were themselves said to be dangerous weaknesses. Milosevic ruled by sowing hatred. Others have, too. Removing the hate is to truly defeat Milosevic and his ilk. To accomplish that long-term task, those who suffered because of a Milosevic-like dictatorship must see and feel an accounting and a judgment, not merely defeat and retribution.
