As everyone who watched the 2006 election and its pre-election coverage knows, the winds of political change can rise quickly. From the outset, Credit Union National Association (CUNA) President/CEO Dan Mica set the tone for the new political environment. Before election week ended, Mica commented through venues such as Bloomberg radio and Dow Jones's Market Watch that cooperation and conciliation would be key to legislative progress in the new Congress. With this reality, CUNA, leagues, and credit unions are in good position to communicate the movement's needs to federal lawmakers in 2007. CUNA is a bipartisan organization with working relationships with federal lawmakers of both parties. CUNA's involvement in the political process is to give credit unions the voice they deserve in legislative matters and to ensure that it is credit unions that define credit unions for lawmakers.

One headline coming out of the House Ways and Means Committee hearing on credit unions' tax status last fall was undeniably, \"No new tax for credit unions.\" That proclamation, stated clearly and plainly by Chairman Bill Thomas, R-CA, came despite a mixed bag of criticism and praise for credit unions in questioning by other members of the powerful panel of lawmakers. And it was clear that under the banner headline was a subhead of equal importance: Credit unions must increase their accountability and transparency, or they'll face recurring challenges to their federal income tax exemption. As the credit union movement knows all too well, it's a new reality that bankers regularly wait in the wings to bend lawmakers' ears about increasing credit unions' operating burden while keeping strict boundaries on their own operating authority.

CUNA, leagues, CUs, and members send one message to Congress: DON'T TAX my CREDIT UNION(TM)

Credit unions and their members are taking extraordinary measures to deliver an urgent message to federal lawmakers. They're heeding a call from CUNA and the state credit union leagues to join the fight to preserve credit unions' tax status as policymakers in Washington, DC, consider rebuilding the tax code from the ground up. That fact, and a heightened tax threat, is what motivated CUNA and its affiliated state credit union leagues to launch the nationwide grassroots-mobilization campaign urging Americans to deliver a united message to Congress. CUNA launched a consumer-facing Web site, DontTaxMycreditunion.org, complete with an educational video and inks for advocates to take action by contacting their members of Congress via email or social media. CUNA's Tax Status Advocacy toolkit (available at cuna.org) contains images, Web banners, a suggested action plan, newsletter articles, sample email communications to members of Congress, suggestions on how to use social media to back advocacy efforts, and other tools.

CUNA is promoting a lost child identification program that is endorsed by the Federal Bureau of Investigation, hailed by the Center for Missing and Exploited Children, and recognized nationwide by law enforcement officials. CUNA President/CEO Dan Mica said credit unions will continue to play a vital role helping children across America. CUNA anticipated credit union involvement would start small and grow slowly. Gary Kohn, CUNA's vice president of legislative affairs and senior legislative counsel, said CUNA had a target of 200,000 kits to distribute by the end of the association's first year with the program. The ID kit contains an inkless fingerprinting pad and sections for recording the child's physical description, identifying marks, photograph, and medical contact information. Parents store the information at home.
