This study integrates novel data on 100-year flood hazard extents, exposure of residential properties, and place-based social vulnerability to comprehensively assess and compare flood risk between Indigenous communities living on 985 reserve lands and other Canadian communities across 3701 census subdivisions. National-scale exposure of residential properties to fluvial, pluvial, and coastal flooding was estimated at the 100-year return period. A social vulnerability index (SVI) was developed and included 49 variables from the national census that represent demographic, social, economic, cultural, and infrastructure/community indicators of vulnerability. Geographic information system-based bivariate choropleth mapping of the composite SVI scores and of flood exposure of residential properties and population was completed to assess the spatial variation of flood risk. We found that about 81% of the 985 Indigenous land reserves had some flood exposure that impacted either population or residential properties. Our analysis indicates that residential property-level flood exposure is similar between non-Indigenous and Indigenous communities, but socioeconomic vulnerability is higher on reserve lands, which confirms that the overall risk of Indigenous communities is higher. Findings suggest the need for more local verification of flood risk in Indigenous communities to address uncertainty in national scale analysis.

Application of re/insurance models to estimate increases in flood risk due to climate change

Background
Floods are the most common and most expensive natural hazard, and they are expected to become more frequent as the climate changes. This article presents research that used re/insurance catastrophe models to estimate the influence of climate change on flood-related losses. The geographic focus of the study was the Canadian Maritimes—specifically Halifax, Nova Scotia—and it sought to determine how municipal risks due to rainfall-driven riverine floods could change as a result of climate change.
Results
Findings show that annual flood losses could increase by up to 300% under a business-as-usual climate scenario by the end of the century (i.e., no mitigation or adaptation), even without accounting for changes to the built environment that could increase exposure (e.g., no population or economic growth).
Conclusions
Increasing flood risk demands an open discussion about how much risk is acceptable to the community and what controls on further growth of exposure are necessary. Moreover, projected increases in flood losses put into question long-term insurability in the Halifax area, and highlight a broader problem facing manyother areas in Canada as well.

Communicating disaster risk? An evaluation of the availability and quality of flood maps

One of the key priorities for disaster risk reduction is to ensure decision makers, stakeholders, and the public understand their exposure to disaster risk, so that they can take protective action. Flood maps are a potentially valuable tool for facilitating this understanding of flood risk, but previous research has found that they vary considerably in availability and quality. Using an evaluation framework comprising nine criteria grounded in existing scholarship, this study assessed the quality of flood maps available to the public in Canadian communities located in designated flood risk areas. It found that flood maps in most municipalities (62 %) are low quality (meeting less than 50 % of the criteria) and the highest score was 78 % (seven of nine criteria met). The findings suggest that a more concerted effort to produce high-quality, publicly accessible flood maps is required to support Canada's international commitment to disaster risk reduction. Further questions surround possible weighting of quality assessment criteria, whether and how individuals seek out flood maps, and how flood risk information could be better communicated using modern technology.

Evaluating a public–private data-sharing platform for improving flood insurance availability and affordability in Canada

Data is an important resource for public and private sector agencies who manage flood risk. Insurance companies use various types of data to assess, categorize, and price a property’s flood risk, including flood hazard areas and property-specific characteristics. Government agencies, such as municipalities, also use data to identify flood-prone areas and make decisions that prevent and mitigate property flood damages, such as development restrictions and infrastructure upgrades. In a time of rising economic flood damages and future climate risk uncertainties, there are increasing calls to foster flood risk governance integration “through information transfer, coordination, and cooperation” (Gilissen et al. 2016, p. 12). This study presents the Resilience Bridge Platform (“RB Platform”)—a data platform designed to facilitate the exchange of flood risk and resilience data between insurers and Canadian municipal officials. Senior staff and executives in both sectors evaluated the RB Platform and weighed in on the Platform’s ability to foster cross-sector collaboration and drive actions that could reduce the number of high-risk “uninsurable” properties. The study discusses the strengths, weaknesses, and lessons learned from the evaluation of the RB Platform as a tool to foster integrated governance for effective flood risk management.

Policy framing in the press: analyzing media coverage of two flood disasters

Disasters focus public and political attention on environmental hazards, creating a window of opportunity to adopt new risk reduction policies. The news media can shape post-disaster policy debate by directing the attention of policymakers towards problems and solutions and framing the nature of support or opposition to policy change. For these reasons, scholars have devoted increasing attention to the policy influence of the media over public policies to address hazards, particularly floods. However, the nature of news media coverage following flood disasters is largely unexplored in Canada. Through a content analysis of newspaper coverage around two of Canada’s most significant floods, this paper examines whether and how the media frame flooding as a policy problem. The results reveal that the Canadian media are focused more on the short-term impacts of hazards than on the policy problems that underpin flood risk. In addition, the study confirms relationships found in previous research between media content and the substance of policy discussions, which could inform a broader multijurisdictional comparison of media coverage and hazard policy.

Visualizing flood risk, enabling participation and supporting climate change adaptation using the Geoweb: the case of coastal communities in Nova Scotia, Canada

Impacts of climate change have been observed in natural systems and are expected to intensify in future decades (IPCC in Contribution of Working Groups I, II and III to the Fifth Assessment Report of the Intergovernmental Panel on Climate Change IPPC, Geneva, 2014). Governments are seeking to establish adaptive measures for minimizing the effects of climate change on vulnerable citizen groups, economic sectors and critical infrastructure (Adger et al. in Global Environ Change 15(2):77-86, 2005. doi:10.1016/j.gloenvcha.2004.12.005; Smit and Wandel in Global Environ Change 16(3):282-292, 2006. doi:10.1016/j.gloenvcha.2006.03.008). Coastal areas are particularly vulnerable to changing conditions due to rising sea levels and storm event intensification that produce new flood exposures (Richards and Daigle in Government of Prince Edward Island, Halifax, Nova Scotia, 2011 http://www.gov.pe.ca/ photos/original/ccscenarios.pdf). However, communities oftentimes lack access to locally-relevant climate change information that can support adaptation planning. This research introduces the use of a Geoweb tool for supporting local climate change adaptation efforts in coastal Canadian communities. The Geoweb tool (called \"AdaptNS\") is a web-based visualization tool that displays interactive flood exposure maps generated using local climate change projections of sea level rise and storm surge impacts between the years 2000 and 2100. AdaptNS includes participatory features that allow users to identify and share specific locations to protect against present and future coastal flood events. By soliciting feedback from community members, AdaptNS is shown to support local adaptation through the provision of flood exposure visuals, as a platform for identifying adaptation priorities, and as an avenue to communicate local risks to external entities that could facilitate local adaptation initiatives (e.g. upper levels of government). Future Geoweb research directions include improving the visualization of climate change projection uncertainties, the expansion of informational and participation capabilities, and understanding the potential for long-term adoption of Geoweb tools in adaptation decision-making.

Longitudinal Analysis of Serological Responses of Adults to Helicobacter pylori Antigens

Because Helicobacter pylori persist for decades in the human stomach, the aim of this study was to examine the long-term course of H. pylori-specific serum immunoglobulin G (IgG) responses with respect to subclass and antigenic target. We studied paired serum samples obtained in 1973 and in 1994 in Vammala, Finland, from 64 healthy H. pylori-positive adults and from other healthy control subjects. H. pylori serum immunoglobulin A, IgG, and IgG subclass responses were determined by antigen-specific enzyme-linked immunosorbent assays. H. pylori-specific IgG1 and IgG4 subtype responses from 47 subjects were similar in 1973 and 1994, but not when compared with unrelated persons. H. pylori-specific IgG1:IgG4 ratios among the participants varied >1000-fold; however, 57 (89.1%) of 64 subjects had an IgG1:IgG4 ratio >1.0, consistent with a predominant IgG1 (Th1) response. Furthermore, ratios in individual hosts were stable over the 21- year period (r = 0.56; P < .001). The immune response to heat shock protein HspA was unchanged in 49 (77%) of the 64 subjects tested; of the 15 whose serostatus changed, all seroconverted and were significantly younger than those whose status did not change. These findings indicate that H. pylori-specific antibody responses are host-specific with IgG1:IgG4 ratios stable over 21 years, IgG1 responses predominating, and HspA seroconversion with aging.

Presence of rare potential pathogenic variants in subjects under 65 years old with very severe or fatal COVID-19

Rare variants affecting host defense against pathogens could be involved in COVID-19 severity and may help explain fatal outcomes in young and middle-aged patients. Our aim was to report the presence of rare genetic variants in certain genes, by using whole exome sequencing, in a selected group of COVID-19 patients under 65 years who required intubation or resulting in death (n = 44). To this end, different etiopathogenic mechanisms were explored using gene prioritization-based analysis in which genes involved in immune response, immunodeficiencies or blood coagulation were studied. We detected 44 different variants of interest, in 29 different patients (66%). Some of these variants were previously described as pathogenic and were located in genes mainly involved in immune response. A network analysis, including the 42 genes with candidate variants, showed three main components, consisting of 25 highly interconnected genes related to immune response and two additional networks composed by genes enriched in carbohydrate metabolism and in DNA metabolism and repair processes. In conclusion, we have detected candidate variants that may potentially influence COVID-19 outcome in our cohort of patients. Further studies are needed to confirm the ultimate role of the genetic variants described in the present study on COVID-19 severity.
