The capture and use of carbon dioxide to create valuable products might lower the net costs of reducing emissions or removing carbon dioxide from the atmosphere. Here we review ten pathways for the utilization of carbon dioxide. Pathways that involve chemicals, fuels and microalgae might reduce emissions of carbon dioxide but have limited potential for its removal, whereas pathways that involve construction materials can both utilize and remove carbon dioxide. Land-based pathways can increase agricultural output and remove carbon dioxide. Our assessment suggests that each pathway could scale to over 0.5 gigatonnes of carbon dioxide utilization annually. However, barriers to implementation remain substantial and resource constraints prevent the simultaneous deployment of all pathways.
Ten pathways for the utilization of carbon dioxide are reviewed, considering their potential scale, economics and barriers to implementation.

How relevant is climate change research for climate change policy? An empirical analysis based on Overton data

Climate change is an ongoing topic in nearly all areas of society since many years. A discussion of climate change without referring to scientific results is not imaginable. This is especially the case for policies since action on the macro scale is required to avoid costly consequences for society. In this study, we deal with the question of how research on climate change and policy are connected. In 2019, the new Overton database of policy documents was released including links to research papers that are cited by policy documents. The use of results and recommendations from research on climate change might be reflected in citations of scientific papers in policy documents. Although we suspect a lot of uncertainty related to the coverage of policy documents in Overton, there seems to be an impact of international climate policy cycles on policy document publication. We observe local peaks in climate policy documents around major decisions in international climate diplomacy. Our results point out that IGOs and think tanks–with a focus on climate change–have published more climate change policy documents than expected. We found that climate change papers that are cited in climate change policy documents received significantly more citations on average than climate change papers that are not cited in these documents. Both areas of society (science and policy) focus on similar climate change research fields: biology, earth sciences, engineering, and disease sciences. Based on these and other empirical results in this study, we propose a simple model of policy impact considering a chain of different document types: The chain starts with scientific assessment reports (systematic reviews) that lead via science communication documents (policy briefs, policy reports or plain language summaries) and government reports to legislative documents.

Growth in emission transfers via international trade from 1990 to 2008

Despite the emergence of regional climate policies, growth in global COâ emissions has remained strong. From 1990 to 2008 COâ emissions in developed countries (defined as countries with emission-reduction commitments in the Kyoto Protocol, Annex B) have stabilized, but emissions in developing countries (non-Annex B) have doubled. Some studies suggest that the stabilization of emissions in developed countries was partially because of growing imports from developing countries. To quantify the growth in emission transfers via international trade, we developed a trade-linked global database for COâ emissions covering 113 countries and 57 economic sectors from 1990 to 2008. We find that the emissions from the production of traded goods and services have increased from 4.3 Gt COâ in 1990 (20% of global emissions) to 7.8 Gt COâ in 2008 (26%). Most developed countries have increased their consumption-based emissions faster than their territorial emissions, and non-energy-intensive manufacturing had a key role in the emission transfers. The net emission transfers via international trade from developing to developed countries increased from 0.4 Gt COâ in 1990 to 1.6 Gt COâ in 2008, which exceeds the Kyoto Protocol emission reductions. Our results indicate that international trade is a significant factor in explaining the change in emissions in many countries, from both a production and consumption perspective. We suggest that countries monitor emission transfers via international trade, in addition to territorial emissions, to ensure progress toward stabilization of global greenhouse gas emissions.

Systematic review and meta-analysis of ex-post evaluations on the effectiveness of carbon pricing

Today, more than 70 carbon pricing schemes have been implemented around the globe, but their contributions to emissions reductions remains a subject of heated debate in science and policy. Here we assess the effectiveness of carbon pricing in reducing emissions using a rigorous, machine-learning assisted systematic review and meta-analysis. Based on 483 effect sizes extracted from 80 causal ex-post evaluations across 21 carbon pricing schemes, we find that introducing a carbon price has yielded immediate and substantial emission reductions for at least 17 of these policies, despite the low level of prices in most instances. Statistically significant emissions reductions range between –5% to –21% across the schemes (–4% to –15% after correcting for publication bias). Our study highlights critical evidence gaps with regard to dozens of unevaluated carbon pricing schemes and the price elasticity of emissions reductions. More rigorous synthesis of carbon pricing and other climate policies is required across a range of outcomes to advance our understanding of “what works” and accelerate learning on climate solutions in science and policy.
Carbon pricing policies are adopted in many countries around the world to mitigate climate change. This systematic review shows that significant emission reductions of between 5 and 21% are achieved by at least 17 out of 21 reviewed policy schemes.

Connecting the sustainable development goals by their energy inter-linkages

The United Nations' Sustainable Development Goals (SDGs) provide guide-posts to society as it attempts to respond to an array of pressing challenges. One of these challenges is energy; thus, the SDGs have become paramount for energy policy-making. Yet, while governments throughout the world have already declared the SDGs to be 'integrated and indivisible', there are still knowledge gaps surrounding how the interactions between the energy SDG targets and those of the non-energy-focused SDGs might play out in different contexts. In this review, we report on a large-scale assessment of the relevant energy literature, which we conducted to better our understanding of key energy-related interactions between SDGs, as well as their context-dependencies (relating to time, geography, governance, technology, and directionality). By (i) evaluating the nature and strength of the interactions identified, (ii) indicating the robustness of the evidence base, the agreement of that evidence, and our confidence in it, and (iii) highlighting critical areas where better understanding is needed or context dependencies should be considered, our review points to potential ways forward for both the policy making and scientific communities. First, we find that positive interactions between the SDGs outweigh the negative ones, both in number and magnitude. Second, of relevance for the scientific community, in order to fill knowledge gaps in critical areas, there is an urgent need for interdisciplinary research geared toward developing new data, scientific tools, and fresh perspectives. Third, of relevance for policy-making, wider efforts to promote policy coherence and integrated assessments are required to address potential policy spillovers across sectors, sustainability domains, and geographic and temporal boundaries. The task of conducting comprehensive science-to-policy assessments covering all SDGs, such as for the UN's Global Sustainable Development Report, remains manageable pending the availability of systematic reviews focusing on a limited number of SDG dimensions in each case.

Negative emissions-Part 3: Innovation and upscaling

We assess the literature on innovation and upscaling for negative emissions technologies (NETs) using a systematic and reproducible literature coding procedure. To structure our review, we employ the framework of sequential stages in the innovation process, with which we code each NETs article in innovation space. We find that while there is a growing body of innovation literature on NETs, 59% of the articles are focused on the earliest stages of the innovation process, 'research and development' (R&D). The subsequent stages of innovation are also represented in the literature, but at much lower levels of activity than R&D. Distinguishing between innovation stages that are related to the supply of the technology (R&D, demonstrations, scale up) and demand for the technology (demand pull, niche markets, public acceptance), we find an overwhelming emphasis (83%) on the supply side. BECCS articles have an above average share of demand-side articles while direct air carbon capture and storage has a very low share. Innovation in NETs has much to learn from successfully diffused technologies; appealing to heterogeneous users, managing policy risk, as well as understanding and addressing public concerns are all crucial yet not well represented in the extant literature. Results from integrated assessment models show that while NETs play a key role in the second half of the 21st century for 1.5 °C and 2 °C scenarios, the major period of new NETs deployment is between 2030 and 2050. Given that the broader innovation literature consistently finds long time periods involved in scaling up and deploying novel technologies, there is an urgency to developing NETs that is largely unappreciated. This challenge is exacerbated by the thousands to millions of actors that potentially need to adopt these technologies for them to achieve planetary scale. This urgency is reflected neither in the Paris Agreement nor in most of the literature we review here. If NETs are to be deployed at the levels required to meet 1.5 °C and 2 °C targets, then important post-R&D issues will need to be addressed in the literature, including incentives for early deployment, niche markets, scale-up, demand, and-particularly if deployment is to be hastened-public acceptance.

Learning about urban climate solutions from case studies

Climate mitigation research puts increasing emphasis on cities, but much more could be learned from urban case studies. The overall size, geographic scope and topic content of cases remains unknown, resulting in few attempts to synthesise the bottom-up evidence. Here, we use scientometric and machine-learning methods to produce a comprehensive map of the literature. Our database of approximately 4,000 case studies provides a wealth of evidence to search, compare and review. We find that cities in world regions with the highest future mitigation relevance are systematically underrepresented. A map of the evidence allows case studies to be matched with urban typologies in new and more ambitious forms of synthesis, bringing together traditionally separate strands of qualitative and quantitative urban research.Cities around the world are at the forefront of enacting climate mitigation policies, but effective action requires a better understanding of potential solutions. This Review offers a systematic exploration of the urban case study literature and discusses ways to best make use of the growing body of cases.

Negative emissions-Part 2: Costs, potentials and side effects

The most recent IPCC assessment has shown an important role for negative emissions technologies (NETs) in limiting global warming to 2 °C cost-effectively. However, a bottom-up, systematic, reproducible, and transparent literature assessment of the different options to remove CO2 from the atmosphere is currently missing. In part 1 of this three-part review on NETs, we assemble a comprehensive set of the relevant literature so far published, focusing on seven technologies: bioenergy with carbon capture and storage (BECCS), afforestation and reforestation, direct air carbon capture and storage (DACCS), enhanced weathering, ocean fertilisation, biochar, and soil carbon sequestration. In this part, part 2 of the review, we present estimates of costs, potentials, and side-effects for these technologies, and qualify them with the authors' assessment. Part 3 reviews the innovation and scaling challenges that must be addressed to realise NETs deployment as a viable climate mitigation strategy. Based on a systematic review of the literature, our best estimates for sustainable global NET potentials in 2050 are 0.5-3.6 GtCO2 yr−1 for afforestation and reforestation, 0.5-5 GtCO2 yr−1 for BECCS, 0.5-2 GtCO2 yr−1 for biochar, 2-4 GtCO2 yr−1 for enhanced weathering, 0.5-5 GtCO2 yr−1 for DACCS, and up to 5 GtCO2 yr−1 for soil carbon sequestration. Costs vary widely across the technologies, as do their permanency and cumulative potentials beyond 2050. It is unlikely that a single NET will be able to sustainably meet the rates of carbon uptake described in integrated assessment pathways consistent with 1.5 °C of global warming.

Progress in climate change adaptation research

The scientific literature on climate change adaptation has become too large to assess manually. Beyond standard scientometrics, questions about if and how the field is progressing thus remain largely unanswered. Here we provide a novel, inquisitive, computer-assisted evidence mapping methodology that combines expert interviews ( n = 26) and structural topic modelling to evaluate open-ended research questions on progress in the field. We apply this to 62 191 adaptation-relevant scientific publications (1988–2020), selected through supervised machine learning from a comprehensive climate change query. Comparing the literature to key benchmarks of mature adaptation research, our findings align with trends in the adaptation literature observed by most experts: the field is maturing, growing rapidly, and diversifying, with social science and implementation topics arising next to the still-dominant natural sciences and impacts-focused research. Formally assessing the representativeness of IPCC citations, we find evidence of a delay effect for fast-growing areas of research like adaptation strategies and governance. Similarly, we show significant topic biases by geographic location: especially disaster and development-related topics are often studied in Southern countries by authors from the North, while Northern countries dominate governance topics. Moreover, there is a general paucity of research in some highly vulnerable countries. Experts lastly signal a need for meaningful stakeholder involvement. Expanding on the methods presented here would aid the comprehensive and transparent monitoring of adaptation research. For the evidence synthesis community, our methodology provides an example of how to move beyond the descriptive towards the inquisitive and formally evaluating research questions.

With the Paris Agreement's ambition of limiting climate change to well below 2 °C, negative emission technologies (NETs) have moved into the limelight of discussions in climate science and policy. Despite several assessments, the current knowledge on NETs is still diffuse and incomplete, but also growing fast. Here, we synthesize a comprehensive body of NETs literature, using scientometric tools and performing an in-depth assessment of the quantitative and qualitative evidence therein. We clarify the role of NETs in climate change mitigation scenarios, their ethical implications, as well as the challenges involved in bringing the various NETs to the market and scaling them up in time. There are six major findings arising from our assessment: first, keeping warming below 1.5 °C requires the large-scale deployment of NETs, but this dependency can still be kept to a minimum for the 2 °C warming limit. Second, accounting for economic and biophysical limits, we identify relevant potentials for all NETs except ocean fertilization. Third, any single NET is unlikely to sustainably achieve the large NETs deployment observed in many 1.5 °C and 2 °C mitigation scenarios. Yet, portfolios of multiple NETs, each deployed at modest scales, could be invaluable for reaching the climate goals. Fourth, a substantial gap exists between the upscaling and rapid diffusion of NETs implied in scenarios and progress in actual innovation and deployment. If NETs are required at the scales currently discussed, the resulting urgency of implementation is currently neither reflected in science nor policy. Fifth, NETs face severe barriers to implementation and are only weakly incentivized so far. Finally, we identify distinct ethical discourses relevant for NETs, but highlight the need to root them firmly in the available evidence in order to render such discussions relevant in practice.
