Analyzing Different Dimensions and New Threats in Defence Against Terrorism

The issue of new threats in terrorism is of constant concern for those engaged in counterterrorism and antiterrorism. Defensive tactics must be constantly updated and improved to keep pace with the never-ending changes and developments in terrorist methods and capabilities. This book presents the proceedings of the NATO Centre of Excellence - Defence against Terrorism (COE-DAT) Advanced Training Course (ATC) entitled \"Analysing Different Dimensions and New Threats in Defence against Terror\" held in Kiev, Ukraine, in May 2011. The purpose of this ATC, featuring 12 expert speakers from five countries, was to update participants drawn mainly from the police and military forces of the Ukraine on the latest developments in the field. Subjects covered include understanding terrorism; strategy, policy, legislation, prevention and enforcement; winning back religion by countering the misuse of scripture; terrorism and international law; the role of intelligence in defence against terrorism; captured terrorists as intelligence sources; crisis management and terrorism; terrorism and human rights; and energy security and terrorism.Providing an update in the fight against terrorism and furthering the science of counterterrorism, this book will be of interest to all whose work involves aspects of the terrorist threat.

New international approaches to strengthening nuclear security and combating the threat of nuclear terrorism have been introduced throughout the first decade of the 21st century. The adoption of new and revised mandatory international legal instruments, as well as other non-binding initiatives and voluntary mechanisms, have led to improved security measures in this critical area, but there is still a need for substantive and procedural arrangements to be significantly strengthened.This book is a collection of the presentations and deliberations of participants at the NATO Advanced Research Workshop held in Vienna, Austria in January 2010. The workshop was attended by over 100 international experts from more than 20 countries, and the papers presented here summarize current understanding of, and approaches to, the legal framework for nuclear security and counterterrorism. The book will be of interest to all governments, international organizations, researchers and practitioners worldwide who are involved in securing nuclear materials and preventing nuclear terrorism.

Understanding changes in the nature of terrorism is crucial to formulating a response to terrorist acts. Terrorism continues to increase in diversity in terms of geography, demographics and methods, and terrorist acts can now be expected to occur in almost any country, involve a widening range of ethnic communities and employ an expanded arsenal of weapons. Knowledge gained from the direct experience of dealing with the terrorist threat is an essential component in developing improved policy and practice to meet and defeat these changes. This book presents the full workshop papers from the NATO Advanced Research Workshop (ARW), held in Ankara, Turkey, in October 2010. The aim of this ARW was to take stock of developments across the spectrum of terrorist activity, both actual and potential, and examine the scope for improvement. Some of the areas explored by the 18 expert contributors to the workshop include: the increase in suicide bombing and terrorist acts by women; transnationality; the structure of terrorist groups; improved training and equipment of terrorists; terrorist use of the Internet; sponsor states and the importance of failed or failing states in terrorist strategy. Whilst the book by no means offers a complete or definitive picture of terrorism, it makes a significant contribution to raising the awareness of the law enforcement and security agencies who must continuously update their counterterrorist capabilities and keep abreast of new terrorist methods.

This book contains papers based on the fourteen lectures presented at the NATO Advanced Study Institute \"Information Security and Related Combinatorics\", held in Opatija, Croatia, May 31 - June 11, 2010. The conference was widely attended by students and junior scientists from throughout Europe and the USA.The theme addressed by these papers is combinatorial mathematics, as used in applications related to information security, cryptography and coding theory. Together they cover several topics subject to current research in the field. The nuclear disaster at the Chernobyl power plant, devastating floods, landslides, droughts, the erosion of tailings dams and desertification are just some of the natural and manmade disasters which have afflicted the Ukraine and neighboring countries in recent years. It is therefore entirely appropriate that the NATO Advanced Research Workshop (ARW), Correlation between Human Factors and the Prevention of Catastrophes, was held in Dnipropetrovsk, Ukraine in September 2011. This book presents the proceedings of the ARW, which analyzed accumulated European theoretical knowledge and practical experience in the field of disaster prevention, addressing a wide range of correlations between human factors and the prevention of catastrophes. Subjects covered include land-use planning and management procedures; risk assessment in emergency situations; control of polluted water; socio economic impacts from desertification; health impacts arising from nuclear facilities, flooding and tailings dam accidents; risk management systems and measures; and the protection of water resources. The presentations reflected the extensive experience of workshop participants and will be of great interest, especially to countries that are developing their legal frameworks in civil emergency planning, most particularly those who are aligning to EU directives and other international standards.
Non-Traditional Security Threats and Regional Cooperation in the Southern Caucasus

This book contains 16 papers, presented at the workshop: Non-Traditional Security Threats and Regional Cooperation in the Southern Caucasus, which was held in Istanbul, Turkey in October 2009. Whilst the Cold War did not exclude the existence of other threats, such as environmental hazards, organized crime, terrorism, economic instability and illegal immigration, it is only since the emphasis on East-West rivalry and the specter of nuclear confrontation between the two blocs have diminished that these have become articulated as major sources of concern for global security. Non-Traditional Security Threats and Regional Cooperation in the Southern Caucasus is divided into three sections. The papers in the first section provide an overview of emerging, non-traditional challenges to regional security. The second section analyzes the extent of influences from outside the region; focusing on the international dimension, and identifying the security policy orientation of both regional and international actors and the policies implemented by international governmental and non-governmental organizations operating in the region. The four papers in the third and final section deal with the prospects for cooperation from a regional perspective. The obstacles to regional cooperation in the Southern Caucasus can only be dealt with if solutions to the problems associated with transition can be identified. This book contributes to that process by analyzing and increasing awareness of non-traditional threats to security, and provides valuable insights for all those with an interest in the South Caucasian region.
Evolving Asymmetric Threats in the Balkans

The Balkans remains a region characterized by inadequate efficiency of state institutions, social and economic instability, organized crime, corruption and unsatisfactory human and minority rights; any of which could be a source for the re-escalation of violence with an ethnic or religious motivation. This book presents the proceedings of the NATO two-day Advanced Research Workshop (ARW), focused on Evolving Asymmetric Threats in the Balkans, held in Belgrade, Serbia in October 2010. Thirty-eight scientists and representatives from NATO and partner countries attended the workshop, with the aim of enhancing cooperation and strengthening the relationship between participating countries, examining the asymmetric threats still active in the Balkans and assessing their influence upon the security and stability in the region. Following an introductory overview of the characteristics, mutual challenges, risks and threats in the region, the workshop was divided into four sessions which covered: terrorism in the Balkans; religious and ethnic extremism; organized crime and corruption and other threats to the region. Each of the first three sessions was followed by a discussion focusing on a number of issues, including the role of the armed forces, combating organized crime and the smuggling of military equipment. The spirit of cooperation, development, democracy, diplomacy, integration and defense evident throughout the workshop, points the way towards positive collaboration among the member states to improve the situation in this troubled region.
