Ecosystem management as a wicked problem
Ecosystems are self-regulating systems that provide societies with food, water, timber, and other resources. As demands for resources increase, management decisions are replacing self-regulating properties. Counter to previous technical approaches that applied simple formulas to estimate sustainable yields of single species, current research recognizes the inherent complexity of ecosystems and the inability to foresee all consequences of interventions across different spatial, temporal, and administrative scales. Ecosystem management is thus more realistically seen as a “wicked problem” that has no clear-cut solution. Approaches for addressing such problems include multisector decision-making, institutions that enable management to span across administrative boundaries, adaptive management, markets that incorporate natural capital, and collaborative processes to engage diverse stakeholders and address inequalities. Ecosystem management must avoid two traps: falsely assuming a tame solution and inaction from overwhelming complexity. An incremental approach can help to avoid these traps.
Do Parks Work? Impact of Protected Areas on Land Cover Clearing
This paper evaluates the impact of protected areas on land-cover clearing, using a metadata analysis of information on 49 locations from 22 countries. Protected areas had significantly lower rates of clearing in comparison to their surroundings. In addition, protected areas had also significantly lowered rates of clearing within their boundary following initiation of protection. Thus, protected areas do appear to be effective at limiting overall land-cover clearing. There was some variation in the rates of clearing across regions, where most protected areas from North America and Europe showed positive rates of land-cover change, while protected areas from Asia had the highest rates of land-cover clearing. While most protected areas from North America and Europe involved a relatively smaller number of actors, a greater number of actors and drivers of clearing was implicated in protected areas from Asia, Africa, and Latin America, indicating the increased difficulties faced by park management in these regions. In contrast, country income levels and the International Union for the Conservation of Nature and Natural Resources category of protection did not appear to impact the likelihood of land-cover clearing in protected areas.
Drivers of reforestation in human-dominated forests
Tropical forest habitat continues to decline globally, with serious negative consequences for environmental sustainability. The small mountain country of Nepal provides an excellent context in which to examine trajectories of forest-cover change. Despite having experienced large-scale forest clearing in the past, significant reforestation has taken place in recent years. The range of biophysical and ecological environments and diversity of tenure arrangements provide us with a context with sufficient variation to be able to derive insight into the impact of a range of hypothesized drivers of forest change. This article draws on a dataset of 55 forests from the middle hills and Terai plains of Nepal to examine the factors associated with forest clearing or regeneration. Results affirm the central importance of tenure regimes and local monitoring for forest regrowth. In addition, user group size per unit of forest area is an important, independent explanator of forest change. These variables also can be associated with specific practices that further influence forest change such as the management of social conflict, adoption of new technologies to reduce pressure on the forest, and involvement of users in forest maintenance activities. Such large-N, comparative studies are essential if we are to derive more complex, nuanced, yet actionable frameworks that help us to plan better policies for the management of natural resources.
Applying the social-ecological system framework to the diagnosis of urban lake commons in Bangalore, India
The south Indian city of Bangalore provides a challenging yet representative context within which to examine issues of governance of urban social-ecological commons. The city was once famous for its numerous large water bodies, which have witnessed tremendous encroachment and pollution in recent years. These water bodies, called tanks or lakes, were typically managed by adjacent village communities but are now administered by a number of government departments involved with aspects of lake management, with multiple overlapping jurisdictions. The public’s perceptions of lakes has also changed with urbanization, transitioning from community spaces valued for water and cultural services to urban recreational spaces used largely by joggers and walkers. We focus on a set of seven lakes located in the urbanizing peripheral areas of southeast Bangalore. Some water bodies have been restored and managed effectively by newly forged collaborations between citizens and local government. Others are extremely polluted, and some have completely dried up and have been encroached. We use a social-ecological system (SES) framework to investigate why some locations have been successful in negotiating changes in governance from community-based systems to state management following urbanization, whereas other lakes have deteriorated. We use seven second-tier SES variables that were associated with self-organization in previous research: size of resource system, number of actors, leadership, social capital, importance of resource, existence of operational-choice rules, and existence of informal mechanisms for monitoring. We also include three third-tier variables previously identified as important in urban lake commons in Bangalore: scale and type of pre-existing pollution, exclusion of socioeconomic groups from the planning process, and networking with government organizations. We use this subset of 10 variables to examine social outcomes of the lakes, which we define as the extent of collective action by residents working together for lake restoration and ecological outcomes based on the ecological condition of the lakes. Collective action was low in only one of seven lakes, which challenges the presumption that citizens will not organize efforts to cope with common-pool problems. However, only two of seven lakes were highly successful in regard to both the extent of collective action and the level of ecological performance. While one lake was small and the other moderate in size, these two cases shared similar ranking in all other variables. Both lakes were polluted at a relatively low level compared with the other lakes, and in both cases, the leaders of local groups were able to network with government officials to clean up the lakes. Unfortunately, the challenge of cleaning up urban lakes after many decades of pollution is very difficult without effective interaction with various governmental units. Our analysis illustrates the usefulness of the SES framework in examining the combination of variables that makes a collective difference in affecting the outcomes of collective action and ecological performance. Our findings illustrate the need for polycentric arrangements in urban areas, whereby local residents are able to organize in diverse ways that reflect their own problems and capabilities, but can also work jointly with larger-scale governments to solve technical problems requiring changes in major engineering works as well as acquiring good scientific information. Such arrangements can reduce transaction costs for city governments by actively engaging local communities in processes that include coordination of collective activities, design of inclusive and locally suited ecological and social restoration goals, and planning and enforcement of regulations limiting access and withdrawal. At a time when many city governments are facing financial and administrative challenges that limit their ability to regulate and maintain urban commons, models of public-community partnerships could provide more inclusive, equitable, and sustainable institutional alternatives. This is an aspect that needs significant further consideration because the attention of most urban planners and scholars has remained on privatization while studies of successful instances of cooperative action in the urban context remain few and far between.
Satellite remote sensing for applied ecologists: opportunities and challenges
Habitat loss and degradation, overexploitation, climate change and the spread of invasive species are drastically depleting the Earth's biological diversity, leading to detrimental impacts on ecosystem services and human well‐being. Our ability to monitor the state of biodiversity and the impacts of global environmental change on this natural capital is fundamental to designing effective adaptation and mitigation strategies for preventing further loss of biological diversity. This requires the scientific community to assess spatio‐temporal changes in the distribution of abiotic conditions (e.g. temperature, rainfall) and in the distribution, structure, composition and functioning of ecosystems. The potential for satellite remote sensing (SRS) to provide key data has been highlighted by many researchers, with SRS offering repeatable, standardized and verifiable information on long‐term trends in biodiversity indicators. SRS permits one to address questions on scales inaccessible to ground‐based methods alone, facilitating the development of an integrated approach to natural resource management, where biodiversity, pressures to biodiversity and consequences of management decisions can all be monitored. Synthesis and applications. Here, we provide an interdisciplinary perspective on the prospects of satellite remote sensing (SRS) for ecological applications, reviewing established avenues and highlighting new research and technological developments that have a high potential to make a difference in environmental management. We also discuss current barriers to the ecological application of SRS‐based approaches and identify possible ways to overcome some of these limitations.
Polycentric governance of multifunctional forested landscapes
Human-induced causes of forest change occur at multiple scales. Yet, most governance mechanisms are designed at a single level – whether international, national, regional or local – and do not provide effective solutions for the overarching challenge of forest governance. Efforts to “decentralize” governmental arrangements frequently do not recognize the importance of complex, polycentric arrangements and are based on a presumption of a single government at one level taking charge of a policy arena, often ignoring the existence of many vibrant self-governed institutions. Polycentric institutions provide a useful framework for governance, enabling aspects of preferred solutions to be used together in efforts to protect the long-term sustainability of diverse forested social-ecological systems. By considering the interaction between actors at different levels of governance, polycentricity contributes to a more nuanced understanding of the variation in diverse governance outcomes in the management of common-pool resources based on the needs and interests of citizens and the complexity of resources and governance systems at local, regional, national, and global levels. In this paper, we discuss challenges to polycentricity such as the matching of the boundaries of those who benefit, those who contribute with the boundary of the resource. We describe some approaches that have been effectively utilized to address these challenges in forests in various parts of the world. We also provide a brief overview of how the concept of polycentricity helps in the analysis of climate change and the closely related international effort to reduce greenhouse gas emissions through degradation and deforestation (REDD).
Tracing land use and land cover change in peri-urban Delhi, India, over 1973–2017 period
Land use and land cover changes over 1973–2017 period in peripheral Delhi were mapped based on digital classification of satellite data and their driving forces ascertained. Urban area expanded and agricultural area diminished at annual rates of 38.6% and 2.1%, respectively, during the 1973–2017 period. Urban expansion occurred more in scrub and sparse vegetation areas than in cultivated lands or ponds. Loss of cultivated land happened mostly due to abandonment of cropping and tree planting in farmhouses developed by the urban elites. Improvement in the state of forests in terms of their expansion as well as densification offsets their loss due to urbanisation, encroachment and logging. The increment in the green cover was due to strict enforcement of compensatory afforestation/forest conservation law, growing demand of ecotourism, emergence of tree-clad farmhouses and increased environmental awareness and surveillance. This research will help in comprehending policies favouring sustainable urban development.
Who’s responsible for climate change? Untangling threads of media discussions in India, Nigeria, Australia, and the USA
Media representations of climate change play a critical role in shaping public perceptions and knowledge of climate change. Public understanding of climate change and the responsibility for greenhouse gas emissions are especially important, as these shape social problem definition, in turn influencing policy responses. In this study, we aimed to understand print media discourses on the existence and responsibility for climate change. We contrasted two Global North countries—the USA and Australia—and two Global South countries—India and Nigeria. We examined 600 newspaper articles, randomly selecting 50 articles each from three newspapers in each country. We conducted discourse analysis to examine narratives on climate change existence and who bears responsibility for greenhouse gas emissions. We found media from all four countries agreed that climate change was real. Narratives of responsibility, however, varied between countries. In Australia, the primary narrative stated that India and China were responsible for the majority of emissions, while abdicating Australia from responsibility. In contrast in the USA, the primary narrative focused on the country’s own responsibility. In India, the primary responsibility was assigned to the Global North, while in Nigeria, all countries were considered equally responsible for global emissions. We demonstrated that media narratives for climate change responsibility were primarily driven by political discourse. As the majority of the public depends on media for information on climate change, it is essential that narratives of responsibility incorporate scientific evidence and not follow purely political expedient discourses to assign responsibility for action.
Insights on linking forests, trees, and people from the air, on the ground, and in the laboratory
Governing natural resources sustainably is a continuing struggle. Major debates occur over what types of policy \"interventions\" best protect forests, with choices of property and land tenure systems being central issues. Herein, we provide an overview of findings from a long-term interdisciplinary, multiscale, international research program that analyzes the institutional factors affecting forests managed under a variety of tenure arrangements. This program analyzes satellite images, conducts social-ecological measurements on the ground, and tests the impact of structural variables on human decisions in experimental laboratories. Satellite images track the landscape dimensions of forest-cover change within different management regimes over time. On-the-ground social-ecological studies examine relationships between forest conditions and types of institutions. Behavioral studies under controlled laboratory conditions enhance our understanding of explicit changes in structure that affect relevant human decisions. Evidence from all three research methods challenges the presumption that a single governance arrangement will control overharvesting in all settings. When users are genuinely engaged in decisions regarding rules affecting their use, the likelihood of them following the rules and monitoring others is much greater than when an authority simply imposes rules. Our results support a frontier of research on the most effective institutional and tenure arrangements for protecting forests. They move the debate beyond the boundaries of protected areas into larger landscapes where government, community, and comanaged protected areas are embedded and help us understand when and why deforestation and regrowth occur in specific regions within these larger landscapes.
