The article considers the role of intellectual property (IP) system in the modern economy; defines main functions of innovations and intellectual property objects in the knowledge economy and basic properties of an innovation, such as scientific and technical novelty, industrial applicability, commercial feasibility, under interconnection with IP management. Current paper researches intellectual property objects as the results of innovation activity; reveals the main principles of effective intellectual property management and the essential elements of the effective mechanism of intellectual property management in a company under the conditions of knowledge economy. The study presents the author's definition of the term “intellectual property management”, considers the essence of effective IP management mechanism and develops the author's mechanism of intellectual property management in a company. The study substantiates that the continuous introduction of innovations and expansion of intangible assets, which occurs due to a developed intellectual property management system that ensures the protection of intellectual rights, is a strategic factor of the company's competitiveness.

Accelerating growth of online-services expanding into the post-COVID world has strengthened competing for leadership in the key areas and changed the infrastructure of global economy’s capitalization. A study of system of economic relations enables better and more comprehensive understanding of the MNC’s place and role in the modern global economy. For the third consecutive year technology become a major industry from the point of view of market capitalization. However, from the point of view of an growth in the interest value such areas as healthcare, telecommunications and household services increased by 15% each in comparison with technological industry which growth in 2020 constituted only 6%. The last place among the leading global MNC from the industrial perspective is occupied by the financial area. In the mentioned segment multinational companies have undergone contraction of the market capitalization cost by 3% in total. Nevertheless, MNC among the Top-100 have managed to succeed much more than another companies in the mentioned sector. Changes in the global market in the 21st century have significantly increased the role of MNCs in sustainable infrastructure of the global economy.

The main objectives of the activity of any modern enterprise are: obtaining maximum profit; formation of the labour market with works and services; implementation of economic and foreign economic activity within the framework of the current regulations. The structure of a modern enterprise is based on the division of labour, i.e. certain types of work between the personnel of the enterprise are assigned to specialists who are able to perform them better and more qualified than everyone else from the point of view of the organisation as a whole. It is important to designate and correctly form the blocks within the organisational structure of the enterprise; organisational structure of the personnel management service; organisation of keeping personalised records of employees; to carry out constant analysis and monitoring of the system of incentives for the personnel of the enterprise, applying additional methods of labour motivation of the personnel and forms of training of employees, providing for the subsequent improvement of their qualification categories.

Achieve synergy of the effects of innovation in the information business

In the article there are researched the main directions to achieve synergy effects of innovations in the information business. There is shown the method consolidation as a necessary condition for increasing the profitability of companies of the information field, and нейтрализации its negative factors. There are considered problems of intellectual property in the information economic. Based on statistical, studies it was concluded, that specific of software products is their biggest insecurity as intellectual property. So, often the solution of this problem is drawing up terms of patenting and licensing of this activity by the state.

Preferential Regime of the Russian Arctic: Tendencies and First Results from Realization of the World’s Largest Special Economic Zone

The preferential regime of the Arctic Zone of the Russian Federation is the latest regulatory mechanism designed to overcome negative socio-economic trends in the macroregion. The accumulated factual data over the three-year period of this work have made it possible to make the first reasonable estimates of its effects on the regional economy. The purpose of this study is to investigate the presence of transformational changes in the relationship between employment and investment due to the introduction of the preferential regime for key sectors in the regions that are fully or partially included in the Russian Arctic. The relationship between investment and employment in regional industries was studied using least squares regression analysis using Advanced Grapher 2.2 software. The results show, firstly, significant differences in trends in the implementation of preferential treatment: increased economic specialization of some regions and diversification of the economies of other regions. Secondly, there is a slowdown in the emergence of new projects. Thirdly, the markedly different employment effects across industries and regions of the Russian Arctic, as well as the changing nature of the relationship between investment and employment, require a significant revision of regulatory measures and economic policies to maximize regime effects and achieve sustainable long-term regional development.

This article deals with study of the role of innovation infrastructure in the regional innovation system stems from the fact that currently the scientific community much attention is paid to the study of regional innovative systems, but not so many works that addressed issues of providing conditions for the development of these systems. We believe that the most important of these conditions is the formation in the regions of well-functioning innovation infrastructure. In this regard, of particular scientific interest is the study of the place and role of innovation infrastructure in the regional innovation system. Identifying the role of innovation infrastructure in the innovation system requires the definition of 'innovation system'. The concept of innovation systems appeared relatively recently and is the epitome of a widely used systematic approach to the study of innovation. This approach allows us to consider innovative development from the point of view of system of interactions between its participants since the inception of innovations and their implementation. In this article we demonstrate the need for transformation of internal and international profile of Crimea: progressive development of high-technology products and services. In addition, we evaluate prospects for state commercialization of scientific results. A solution to a problem of Crimea innovation infrastructure development can provide steady social and economic development of Russian economy within innovations. Implementation of innovation regional infrastructure policy would present local enterprises with landmarks for development of long-term projects, exploration of new local and foreign market niches within the 'knowledge-based economy'. At that, there are several more important components of regional strategy for development of innovation infrastructure: progressive transformation of type of international specialization, export diversification, expansion of market share of home high-technology products and services.
