The annotated article deals with the features of formation and functioning of the energy saving mechanism for business under the implementation of sustainable development concept. Herewith, the energy saving mechanism has been considered as an organic component of the mechanism of business management enabling to integrate energy saving problems with effective current business management problems. The main focus of this study is to develop the algorithms and the evaluation methodology for energy efficiency of the enterprise. In particular, the article suggests evaluating the effectiveness through the following stages: the assessment of energy saving potential use of the enterprise; the development of a system with operating performance indicators of the energy saving mechanism; the determination of the integrating indicator of the energy saving mechanism. The article approves the suggested methodology by means of highly specialized gas transmission companies and discovers the level of use of such components of energy saving potential of the enterprise, as technics and technology, finances, management, personnel. An assessment of the average annual energy saving potential was performed and the forecast of the integrating indicator of the energy efficiency mechanism of the gas transmission companies was carried out The suggested methodological approach has been proven to be useful in the system of energy saving at the enterprise.

THE DEVELOPMENT OF DIAGNOSTIC TOOLS FOR ASSESSING THE LEVEL OF FINANCIAL CORPORATIONS’ STABILITY BY CASCADE APPROACH

The scientific article is devoted to the development of a methodology for assessing the financial stability of financial corporations using the technology of cascading approach to identify weak areas in their activities and prevent the development of threats to their stable operation. The root causes of their financial instability are selected as the object of financial corporations’ financial stability assessment, and a chain of causal relationships is considered that turn the preconditions into real threats to financial stability or even signs of the corporation’s financial fragility. At the same time, the source of prerequisites for the financial stability of financial corporations in the state and depth of imbalances, which are formed both in the internal and external environment of their operation. It is proved that the tools for assessing internal imbalances in the activities of financial corporations should not be limited to financial imbalances, as their root causes can be concentrated in the organizational, managerial, institutional, conceptual component, in the field of personnel, information, technical support. Therefore, the structuring of imbalances in the activities of financial corporations is proposed to be carried out according to the theory of economic potentials and to identify the following content areas: opportunities, resources, tools, and abilities, the interaction of which forms the potential of financial corporations to operate. A three-stage method for assessing the financial stability of financial corporations has been developed, using a cascading approach, which involves the consistent diagnosis of internal imbalances in the activities of financial corporations: 1) those that arise within each component (resources, means, and capabilities) and are the area of origin of internal threats to their financial stability; 2) imbalances that arise through inter-component interaction (resources-means; abilities-means; resources-abilities) and are the sphere of manifestations of imbalances; 3) those that arise through interaction with the external environment and maximally show the impact of their condition and depth on the level of financial stability. For each of these areas, a set of indicators has been developed and an algorithm for calculating the integrated index of financial stability of a financial corporation has been constructed. The scientific and methodological approach was tested on the example of systemically important banks of Ukraine during 2017—2020, each of which is currently in a continuum of financial stability, and for most banks, there is a growing trend of quantitative measurement of its level. In general, the paper reveals a comprehensive approach to assessing the financial stability of financial corporations, which allows you to systematize those key positions in which the imbalance increases the likelihood of their financial fragility and financial instability. The system of results of effective performance of strategic diagnostics in the system of controlling financial indicators is formed and the place and role of diagnostics in the organizational structure of the enterprise are determined. It is established that an important result of the introduction of the structure of strategic diagnostics is the additional synergy of departments, which is a factor in increasing the competitiveness of the enterprise. The nomenclature of organizational measures to ensure effective controlling has been formed and the directions of strategic diagnostics have been established. It is established that diagnostics must be conducted continuously by all characteristics that affect the financial performance of the enterprise in order to obtain an effective management strategy. It is established that not only the values of the mentioned characteristics but also their trends are subject to controlling and analysis. The forecast of activity of the enterprise is formed on the basis of this analysis. The structure of application of strategic diagnostics in the system of controlling financial results is developed. This allowed formalizing the place and role of diagnostics in the formation of effective management strategies. A mathematical model and formalized approaches for proposing managerial actions based on strategic diagnostic data have been developed. For the first time, the competitiveness indicator of the enterprise was used as the main objective function of the formalized approach with the use of strategic diagnostics. The practicality of the proposed theoretical approaches and mathematical model is proved by the example of the analysis of the results of the Eristov Mining and Processing Plant. The potential of production, the degree of its achievement and restraining factors to obtain optimal values of the plant's performance indicators are evaluated.

Purpose. To develop the main directions of industrial recovery as a necessary stage for the formation of a sustainable economy in the postwar period. To develop tools and approaches to rebuild war-torn industries. Methodology. Methods used are: abstraction and critical analysis in forming the theme and purpose of the work; content analysis for analytical review of the literature; ascent from the abstract to the concrete to form an algorithm for developing a strategy for reconstruction; analysis and synthesis to analyze the amount of losses; idealization and formalization to formulate directions of industrial recovery; system analysis to form a project approach to reconstruction; comparative analysis to stratify the losses of industries. Findings. The amount of losses of the mining and metallurgical industry is analyzed and it is pointed out that the reason was not only physical destruction, but also the forced closure of enterprises. Assessment of the amount of assistance by its types is performed, which allowed estimating the approximate amount and direction of assistance for recovery in the postwar period. It is noted that the main task in the process of recovery of industries is their deep modernization and introduction of the latest technologies into the production cycle, which will create the preconditions for a sustainable economy. Originality. It is stated that a single strategic development program is needed to restore the work of industrial infrastructure. The solution of tactical tasks should be consistent with the strategic program. To implement the program and the tasks of a sustainable economy, an Algorithm for developing a strategy for economic reconstruction has been developed. To increase the efficiency of reconstruction industries, use of the project approach is proposed. Projects must be implemented in accordance with the single strategic development program. Practical value. The main directions of industrial recovery with the emphasis on its reform are formulated and recommendations on tools and approaches of implementing the strategic program of industrial reconstruction are given.

Pathogenic Gram-negative bacteria of the Pasteurellaceae and Neisseriaceae acquire iron for growth from host transferrin through the action of specific surface receptors. Iron is removed from transferrin by the receptor at the cell surface and is transported across the outer membrane to the periplasm. A periplasmic binding protein-dependent pathway subsequently transports iron into the cell. The transferrin receptor is composed of a largely surface-exposed lipoprotein, transferrin binding protein B, and a TonB-dependent integral outer membrane protein, transferrin binding protein A. To examine the role of transferrin binding protein B in the iron removal process, complexes of recombinant transferrin binding protein B and transferrin were prepared and compared with transferrin in metal-binding and -removal experiments. A polyhistidine-tagged form of recombinant transferrin binding protein B was able to purify a complex with transferrin that was largely monodisperse by dynamic light scattering analysis. Gallium was used instead of iron in the metal-binding studies, since it resulted in increased stability of recombinant transferrin binding protein B in the complex. Difference absorption spectra were used to monitor removal of gallium by nitrilotriacetic acid. Kinetic and equilibrium binding studies indicated that transferrin binds gallium more tightly in the presence of transferrin binding protein B. Thus, transferrin binding protein B does not facilitate metal ion removal and additional components are required for this process.Key words: iron, transport, outer membrane, lipoprotein, glycoprotein.
