Theoretical aspects of substantiating the efficiency of economic decisions aimed at development of high-rise housing construction
The article is devoted to theoretical aspects of substantiation of efficiency of economic decisions in the field of high-rise housing construction. It presents stratification of population according to various parameters and on this basis a target audience of solvent consumers is identified, at which government and developers should aim during design and implementation of high-rise housing construction projects. The currently growing interest of investors and developers in high-rise housing construction in the large cities of Russia is substantiated. Mixed feelings of solvent citizens, that are willing to improve their housing conditions, to living and working in tall buildings is figured out. When substantiating the efficiency of economic decisions aimed at the development of high-rise housing construction, it is suggested to take into account qualimetricly not only local economic and natural climatic conditions, but also the specifics of constructional and space-planning decisions of the project.
ESG standard’s as the basis for sustainable economic development
ESG standards are based on the philosophy of sustainable development of economic activity, which follows the principles of a responsible attitude to the environment, high social responsibility, and high quality corporate governance. In Russia, the principles of ESG are less common than abroad, but they are already gradually being introduced into business. At the same time, the three categories of ESG are increasingly being integrated into investment analysis, processes and decision making. Many Russian companies are firmly integrated into the agenda by implementing numerous projects, as developed countries are pushing domestic companies to implement such standards to improve the image and investment attractiveness of companies. And here we should not forget about the importance of both climate change issues and corporate governance practices, as well as the efforts and achievements of companies in the field of ecology and social responsibility, which, on the one hand, is the matter of being responsible for the well-being of employees, and, on the other hand, is contribution into the development of the territories where such companies are located.
BRENT AND URALS OIL PRICE CONTROL MECHANISMS
The article considers the main mechanisms for controlling the formation of oil prices, including Brent and Urals brands. Based on the analysis of trends in the oil market and their dynamics over the past decades, the authors identify factors affecting pricing in the oil market, different oil market price control systems, and their dynamics. Our results show that there is a substantial price gap in the world oil market between the Brent reference grade and the Urals crude grade, while the formation of the Urals brand price is opaque. Comparing the key characteristics of different systems of price control in the oil market, we revealed that under the influence of external and internal factors, the system of control over pricing in the oil market underwent significant changes throughout its existence. The authors conclude that at present, there are real prerequisites for the institutional correction of the global oil market in terms of strengthening the administrative levers of developed countries control over exchange and OTC pricing mechanisms.

Green building as a target focus in quality and energy efficiency management of construction products
The urgency of the problem of improving the quality of construction products is caused by the need to ensure sustainable development of territories, increase the energy efficiency of buildings and structures, increase the efficiency of investment and construction projects, reduce resource costs, and reduce the negative impact on the environment. The article substantiates the relationship between the quality of construction products and their consumer value, which made it possible to structure the criteria for the quality of construction products and determine the benchmarks in quality management. Taking into account the substantiated criteria for the quality of construction, a methodological toolkit for improving the efficiency of quality management based on a value-oriented approach is proposed. A model has been developed for the efficiency of improving the quality of construction products based on the triad “resource efficiency - minimization of anthropogenic impact - environmental safety for human and nature” until the criteria for green building are achieved.
Ensuring environmental safety in housing construction
The article provides organization-economic facilitating mechanism for housing stock environmental friendliness, the main task of which is ensuring of building of the “green buildings” at a faster pace. Negative impact of the housing on human and environment was detected, and analyzed systems of certification of the green building in different countries reflected the necessity of implementation of obligatory housing certification into the Town Planning Code and Housing Code of the Russian Federation. Control of the housing environmental safety for life and health of the people in the form of verification procedure for correspondence of design technologies, engineering structures, and materials to the requirements of the environmental safety can be implemented through the usage of organizational-economic mechanism.
Sustainable Housing Development in Conditions of Changing Living Environment
Article provides the organization-economic mechanism of sustainable development of the housing, the main content of which is formalized reflection of quality, environmental friendliness and cost of housing stock in conditions of changing living environment. Considered underlying principles of the sustainable development concept and considered experience of the developed countries at formation of the sustainable development of the housing allowed to analyze the main documents in which concept of sustainable development in Russian Federation found its reflection. Usage of the offered organizational-economic mechanism allows to create qualitative and green living environment, raise the level of quality of life and competitiveness of the housing stock, workforce productivity, and human longevity.
Justification of directions of technological and price audit systems changes for the purpose of high-rise construction innovating
Improving the quality of high-rise buildings under modern conditions should be based not only on compliance with the norms of technical regulations, but also on ensuring energy efficiency, environmental friendliness, and intellectuality, which can be achieved only through the introduction of innovations at all stages of the life cycle of the investment project. Authors of this article justified the need for a mechanism of technological and price audit of projects. They also suggested the model of life cycle of organizational and economic changes, connected with implantation of the mechanism of projects audit. They showed innovation character of ecological high-rise construction for the whole life cycle. Authors also made proposals to change the audit system for high-rise construction projects in the focus of its environmental friendliness.
Criteria for classification of competitive housing projects in terms of their environmental friendliness
This article deals with social and economic essence of strategy of the housing industry development, both complex system of economic relations in field of production and consumption, which is regulated through the mechanism of prices and implemented through formation and realization of priority directions. Developed criteria for classification of housing construction projects as environmentally friendly and the quality criteria of variables for assessment of the environmental friendliness of residential buildings allowed to determine the ways of development of the industry on the basis of creation of competitive projects in interrelation with quality, environmental friendliness and price of consumption.
