The Macroeconomic Effects of Income and Consumption Tax Changes

This paper estimates the effects of exogenous changes in income and consumption taxes. The tax shocks are proxied with a narrative account of tax liability changes in the United Kingdom. Income tax cuts have large effects on GDP, private consumption, and investment. The effects of consumption tax cuts are modest and not statistically significant on GDP and its components. Shifting the burden of taxation from income to consumption is expansionary. Consistent with conventional public finance theories, these results indicate that it is crucial to distinguish between direct and indirect taxation when studying the transmission mechanism of fiscal policy.

Survival after out-of-hospital cardiac arrest, Viet Nam: multicentre prospective cohort study

To investigate factors associated with survival after out-of-hospital cardiac arrest in Viet Nam.
We did a multicentre prospective observational study of people (> 18 years) presenting with out-of-hospital cardiac arrest (not caused by trauma) to three tertiary hospitals in Viet Nam from February 2014 to December 2018. We collected data on characteristics, management and outcomes of patients with out-of-hospital cardiac arrest and compared these data by type of transportation to hospital and survival to hospital admission. We assessed factors associated with survival to admission to and discharge from hospital using logistic regression analysis.
Of 590 eligible people with out-of-hospital cardiac arrest, 440 (74.6%) were male and the mean age was 56.1 years (standard deviation: 17.2). Only 24.2% (143/590) of these people survived to hospital admission and 14.1% (83/590) survived to hospital discharge. Most cardiac arrests (67.8%; 400/590) occurred at home, 79.4% (444/559) were witnessed by bystanders and 22.3% (124/555) were given cardiopulmonary resuscitation by a bystander. Only 8.6% (51/590) of the people were taken to hospital by the emergency medical services and 32.2% (49/152) received pre-hospital defibrillation. Pre-hospital defibrillation (odds ratio, OR: 3.90; 95% confidence interval, CI: 1.54-9.90) and return of spontaneous circulation in the emergency department (OR: 2.89; 95% CI: 1.03-8.12) were associated with survival to hospital admission. Hypothermia therapy during post-resuscitation care was associated with survival to discharge (OR: 5.44; 95% CI: 2.33-12.74).
Improvements are needed in the emergency medical services in Viet Nam such as increasing bystander cardiopulmonary resuscitation and public access defibrillation, and improving ambulance and post-resuscitation care.

Age-related deficits in Achilles tendon stiffness have been linked to shorter calf muscle operating lengths. These shorter lengths have the potential to precipitate higher requisite excitations and thereby an earlier onset of local fatigability in older adults. However, the connection between calf muscle operating lengths and muscle fatigability has yet to be systematically explored, even in healthy younger adults. Thus, the goal of this study was to establish a mechanistic pathway between soleus fascicle length, prescribed herein using changes in ankle joint angle, and muscle fatigue in a cohort of younger adults.
Participants performed repeated fixed-end calf muscle contractions to task failure in a computerized robotic dynamometer at two ankle joint angles to prescribe relatively shorter (
., 15° plantarflexion (PF15)) and longer (
., 15° dorsiflexion (DF15)) soleus fascicle lengths.
On average, moving from DF15 to PF15 elicited 14% shorter muscle fascicle lengths, a roughly two-fold higher EMG rms amplitude, significant but modest reductions in EMG median frequency, and a 60% reduction in time to task failure (
-values < 0.05). These findings may have clinical relevance for mechanisms associated with higher metabolic costs and increased fatigability among older adults, who often operate their calf muscles at shorter fascicle lengths due to lesser Achilles tendon stiffness. As a roadmap for comparison and hypothesis generation, this study sets the stage for future work in older adults.

A conspicuous
Tylopus
species is described from Northern Vietnam, namely
T. helicorthomorphoides
sp. nov.
The new species is clearly diagnosed by the gonopodal solenophore completely sheathing the solenomere, both being coiled three times, and the absence of spine z and process h of the gonopod. Fragments of the COI and 16S rRNA genes were extracted, and the phylogenetic analysis also supports the new species.

A new millipede species,
Paracortina kyrang
sp. nov.
, is described from a cave in Cao Bang Province, northern Vietnam. The new species is diagnosed by having an extraordinarily long projection on the head of males, reduced eyes, a gonocoxite with two processes, a long and slender gonotelopodite with two long, clavate prefemoroidal processes densely covered with long macrosetae apically, and with a distal, reverse, short spine on mesal side, and a rather sinuous distal part of the telopodite. This is the third species of the genus that is known from Vietnam. A brief comparison of some secondary sexual characters is made.
