The Sámi People in Scandinavia: Government Policies for Indigenous Language Recognition and Support in the Formal Education System
The Sámi people in Scandinavia have experienced a long history of discrimination, oppression, neglect, ridicule, and theft. Today the Sámi who live in Sweden, Norway, and Finland, together with the Sámi in Russia have managed to improve their situation through concerted efforts, collaboration with one another, and cooperation with the international movement for the rights of indigenous peoples. More recently, the Sami have received support from both the European Union and the United Nations. Despite international support, the right of the Sámi people for self-determination has not been acknowledged by the Swedish, Norwegian, or Finnish governments. The Sámi’s right to instruction and education in their own mother tongue has not been adequately addressed. Rather government policies in the Scandinavian countries can at best be described as policies for language maintenance, while what is sorely needed are policies that re-vitalize language use among all Sámi and provide support for endangered or nearly-extinct Sámi languages. Much remains to be done for this indigenous people, not the least of which is acknowledgement of right to their land, their hunting and fishing rights, and their right to determine if and how their land is to be exploited.

MISSING VALUES IN PEER ASSESSMENT OF SOCIAL BEHAVIOR USING THE RCP
This article deals with probable causes for missing values when using the Revised Class Play instrument for peer assessment of social behavior. The study was conducted with 10 - 13 year old primary school children in Sweden. The findings reveal that missing values may be caused
by the cognitive and linguistic complexity of the instrument (RCP), as well as by gender stereotypes.The results indicate that investigating the causes of missing values provides valuable information about the validity of the RCP. This information can be used to improve the instructions
on how and when to use the RCP.

Empowering Teachers in Times of Change. The Swedish comprehensive school system
Relative autonomy refers to the space that teachers have or can create to make choices regarding the curriculum or the organisation of schooling. In order to transform the conflicts and to cope with the tensions that arise in times of change, teachers are urged to make constructive use of their relative autonomy. In this paper some of the conflicts and tensions that exist today are discussed in the context of the Swedish comprehensive school system. Two models are presented and discussed that can help to empower teachers to meet the challenges inherent in change.

The chemRIXS Instrument for the LCLS-II X-Ray Free Electron Laser
The chemRIXS instrument at the Linac Coherent Light Source offers new opportunities for studying solution-phase systems with time-resolved soft X-ray spectroscopy through the recently commissioned high-repetition-rate LCLS-II X-ray free electron laser. The orders-of-magnitude X-ray flux improvement provided by the superconducting accelerator, combined with corresponding advances in the optical laser system and the liquid jet recirculation system, enables studies on dilute systems with high signal-to-noise compared to what was possible with the LCLS-I copper accelerator. These capabilities open up time-resolved X-ray absorption spectroscopy and resonant inelastic X-ray scattering to entirely new classes of samples, as well as enabling the development of new soft X-ray spectroscopies on liquid samples. An overview of the beamline components and the first LCLS-II commissioning results are presented.
