Transforming the construction sector: an institutional complexity perspective
Purpose Government initiatives to improve construction have increasingly become more focused on introducing a repertoire of technologies to transform the sector. In the literature on construction industry transformation through policy-backed initiatives, how firms will respond to the demands to adopt and use innovative technologies and approaches is taken for granted, and there is scarcely any attention given to the institutional implications of transformation agenda. The purpose of this paper is to discuss these gaps and offer directions for future research. Design/methodology/approach Following a synthesis of literature on the UK’s industry transformation agenda, the authors use the concepts of institutional logics, arrangements, complexity and strategic responses to suggest seven research questions that are at the nexus of policy-backed transformation and institutional theory. Findings In this paper, the authors argue that increasing demands for the adoption and use of digital technologies, platforms, manufacturing approaches and other “industry-4.0”-related technologies will reconfigure existing logics and arrangements in the construction industry, creating a problem of institutional complexity for general contracting firms in particular. Originality/value The questions are relevant for our understanding of the nature of institutional complexities, change, strategic firm responses, field-level dynamics and implications for the construction industry in relation to the transformation agenda. This paper is positioned to spur future research towards exploring the consequences of industry transformation through the lens of institutional theory.
Digitalising asset management: concomitant benefits and persistent challenges
PurposeAdvancements in digital technologies have provided significant opportunities to improve the Architecture, Engineering, Construction and Owner-operated (AECO) sector’s performance through superior data management, streamlined processes and cooperative working practices. However, whilst academic literature widely espouses these benefits during the design and construction phases of development, research suggests that the operational phase of a building’s lifecycle has yet to fully realise performance improvements available through the application of digital modelling technology. The purpose of this paper is to synthesise extant digital modelling, asset management and emergent digital asset management literature, to report upon the beneficial implications of digitalised asset management and identify obstacles hampering its adoption in industry.Design/methodology/approachA componential synthesis of future work reported upon in extant literature is organised into thematic categories that indicate potential research avenues and a trajectory for digital asset management research and practice.FindingsThemes identified include: imprecise Building Information Modelling definitions; isolated software development; data interoperability; intellectual property and virtual property rights; and skills and training requirements. Notably, increased environmental performance also arose as a theme requiring further research but received considerably less academic coverage than the other obstacles identified.Originality/valueThe work presents a comprehensive review of digital technologies utilised within the AECO sector and as such provides utility to researchers, policy makers and practitioners to enhance their knowledge capabilities.
An Empirical Study on Construction Process Corruption Susceptibility: A Vignette of International Expertise
Construction process stages are argued to be vulnerable to the prevalence of corrupt practices. However, the validity of this argument has not been empirically explored in the extant literature of construction management. Therefore, this study examines the stages of the construction process susceptibility to corruption and its most prominent forms of corrupt activities (within the respective stages). A total of forty-four project-related professionals were involved in an expert survey to assess such susceptibilities and the criticality of the identified corrupt activities at each stage. A comparative study of expert views from developing regions against experts from developed regions is conducted. Expert scoring results revealed that three stages are most susceptible, namely: project execution, pre-qualification and tender stages. Such results were confirmed by application of the Mann–Whitney U test statistics tool, showing wide disparities in seven out of eleven identical stages. This study is intended to incite polemic discussions and greater empirical, evidence-based research from scholars in both developed and developing countries. This study adds to the extant literature corruption-related works on the construction process through deeper understanding of the dynamic nature of corrupt practices involved in the stages of the construction process in developing countries. Practically, it intends to offer a veritable plethora of information on the critical stages of the construction process for industry practitioners, policymakers and anti-corruption bodies to careen their attention towards the fight against corruption.
Vision and advocacy of optoelectronic technology developments in the AECO sector
PurposeThe purpose of this paper is to present a literature review of laser scanning and 3D modelling devices, modes of delivery and applications within the architecture, engineering, construction and owner-operated sector. Such devices are inextricably linked to modern digital built environment practices, particularly when used in conjunction with as-built building information modelling (BIM) development. The research also reports upon innovative technological advancements (such as machine vision) that coalesce with 3D scanning solutions.Design/methodology/approachA synthesis of literature is used to develop: a hierarchy of the modes of delivery for laser scan devices; a thematic analysis of 3D terrestrial laser scan technology applications; and a componential cross-comparative tabulation of laser scan technology and specifications.FindingsFindings reveal that the costly and labour intensive attributes of laser scanning devices have stimulated the development of hybrid automated and intelligent technologies to improve performance. Such developments are set to satisfy the increasing demand for digitisation of both existing and new buildings into BIM. Future work proposed will seek to: review what coalescence of digital technologies will provide an optimal and cost-effective solution to accurately re-constructing the digital built environment; conduct case studies that implement hybrid digital solutions in pragmatic facilities management scenarios to measure their performance and user satisfaction; and eliminate manual remodelling tasks (such as point cloud reconstruction) via the use of computational intelligence algorithms integral within cloud-based BIM platforms.Originality/valueAlthough laser scanning and 3D modelling have been widely covered en passant within the literature, scant research has conducted a holistic review of the technology, its applications and future developments. This review presents concise and lucid reference guidance that will intellectually challenge, and better inform, both practitioners and researchers.
Cyber threats confronting the digital built environment
Purpose Smart cities provide fully integrated and networked connectivity between virtual/digital assets and physical building/infrastructure assets to form digital economies. However, industrial espionage, cyber-crime and deplorable politically driven cyber-interventions threaten to disrupt and/or physically damage the critical infrastructure that supports national wealth generation and preserves the health, safety and welfare of the populous. The purpose of this paper is to present a comprehensive review of cyber-threats confronting critical infrastructure asset management reliant upon a common data environment to augment building information modelling (BIM) implementation. Design/methodology/approach An interpretivist, methodological approach to reviewing pertinent literature (that contained elements of positivism) was adopted. The ensuing mixed methods analysis: reports upon case studies of cyber-physical attacks; reveals distinct categories of hackers; identifies and reports upon the various motivations for the perpetrators/actors; and explains the varied reconnaissance techniques adopted. Findings The paper concludes with direction for future research work and a recommendation to utilize innovative block chain technology as a potential risk mitigation measure for digital built environment vulnerabilities. Originality/value While cyber security and digitization of the built environment have been widely covered within the extant literature in isolation, scant research has hitherto conducted an holistic review of the perceived threats, deterrence applications and future developments in a digitized Architecture, Engineering, Construction and Operations (AECO) sector. This review presents concise and lucid reference guidance that will intellectually challenge, and better inform, both practitioners and researchers in the AECO field of enquiry.
Brexit: measuring the impact upon skilled labour in the UK construction industry
PurposeThe purpose of this paper is to present an understanding of the potential impact of Brexit upon the UK construction industry. Specifically, the work analyses the construction industry’s reliance upon European Union (EU) skilled labour and seeks to determine the potential impact that Brexit poses upon EU skilled labour entering the sector.Design/methodology/approachA perceptual questionnaire survey was used to elicit responses from construction professionals using the two techniques of opportunity and snowballing non-probability sampling. Summary statistical analysis of Boolean and Likert item scale data accrued was employed to elucidate upon respondents’ perceptions.FindingsThe majority of survey participants either “strongly agreed” or “agreed” that the UK construction industry relies upon EU skilled labour and that a career in the sector would not be attractive for foreign skilled labour post-Brexit. Future research proposed includes: predicting future trends in labour supply and demand and deriving new policies to address skills shortage imbalances that may be created by Brexit.Originality/valueOriginal insight into an historic and unprecedented moment for the UK construction industry is presented. The work also provides pragmatic recommendations to policy makers and Higher Education Institutes to prevent the risk of Brexit further exacerbating skilled labour shortages within the industry.
A systematic approach for enterprise systems upgrade decision-making
PurposeEnterprise systems (ES) upgrade is fundamental to maintaining a system’s continuous improvement and stability. However, while the extant literature is replete with research on ES upgrade decision-making, there is scant knowledge about how different decision processes facilitate this decision to upgrade. This paper aims to investigate and better understand these processes from an organisational perspective.Design/methodology/approachThe study adopted a qualitative survey design, and used a Web-based questionnaire and semi-structured interviews to collect data from 23 large organisations. Data accrued were qualitatively analysed and manually coded to identify the various decision processes undertaken during ES upgrade decisions.FindingsAnalysis results reveal complex interrelations between the upgrade drivers, the need to evaluate the new version’s functionality and the upgrade impact. Understanding the interaction between these elements influences the upgrade decision process.Research limitations/implicationsThe study proposes ES upgrade processes that support a decision to upgrade major releases. Further research is required to offer either similar or conflicting arguments on the upgrade decision-making and provide a probabilistic generalisation of the decision-making processes.Originality/valueThe research offers a comprehensive and empirically supported methodical approach that embraces an evaluation of a new version’s functionality, technical requirements and concomitant upgrade implications as intrinsic decision processes. This approach assists in the decisions to establish the upgrade need and determine the level of change, effort required, impacts and associated benefits.
An 80-year projection of nZEB strategies in extreme climatic conditions of Iraq
PurposeThe Middle Eastern terrain is expected to encounter unprecedented climatic conditions before the turn of the next century (circa. 80 years), emanating from extreme heat waves that exceed the critical threshold of habitable conditions. This threatens to cause a significant challenge that is exacerbated by a gap between the supply and demand of affordable energy. Therefore, the purpose of this study is to investigate the potential of utilising nearly zero-energy buildings (nZEB) to improve the performance of residential buildings in Iraq and the Middle East.Design/methodology/approachThis study uses Iraq as a case-study because of the breadth of climatic conditions experienced across its wide-reaching territory and also because of the recent critical infrastructural challenges following the geo-political crisis. Three virtual buildings were simulated for Baghdad, Mosul and Basra cities to narrow the confines of the region to achieve nZEB under current and future climatic weather scenarios.FindingsThe findings showed that in all three cases studies, the buildings located within the three climatic regions in Iraq could achieve both significant annual energy reductions as well as nZEB standards which could range from 41 per cent to 87 per cent for current climatic conditions and 40 per cent to 84 per cent by 2080. An analysis has also been carried out for the three case-study cities which revealed significant operational-cost savings achievable through nZEB buildings.Originality/valueThere are currently limited studies that investigate such positive potential for nZEB strategies under the current and predicted future climatic scenarios in the Middle East.
Causal relationships of moral hazard and adverse selection of Ghanaian Public-Private-Partnership (PPP) construction projects
PurposeThe purpose of this paper was to assess the causal relationship(s) between moral hazard and adverse selection of public–private partnership (PPP) construction projects. Structural equation modelling (SEM) was used to explore the cause and effect relationship between moral hazard and adverse selection problems in PPP construction projects in Ghana. The study produced a framework to predict, estimate and depict the complex causal relationships (i.e. the directionality) between moral hazard and adverse selection.Design/methodology/approachTo test the proposed framework, a quantitative methodology was used, in which, data were collected using research questionnaires that targeted a sample of 280 PPP stakeholders in Ghana. In total, 210 useable questionnaires were retrieved, representing a response rate of 75 per cent.FindingsThe interrelationships between the eight causes and the nine effects of moral hazard and adverse selection were established using the model. The tested framework showed the degree of association and isolation of the unobserved variables on the indicator factors. Confirmatory factor analysis (CFA) was used to evaluate the fit of items to latent constructs. Because the fit of each model was good and the item loadings were adequate, it was assumed that the indicators of the different variables factors were fitting. Furthermore, a diagnostic fit analysis was conducted using the robust maximum likelihood method to test the statistical significance of the parameter estimates.Practical implicationsThis novel research is one of the few studies investigating the causal relationships between moral hazard and adverse selection of PPP construction projects. The research concluded with future studies that seek to validate the model developed in other countries and/or other industries.Originality/valueThe research findings will serve as a guide for construction stakeholders in the PPP sector on the causes and effects of adverse selection and moral hazard and how to mitigate these.
Effects of different weights and lifting postures on balance control following repetitive lifting tasks in construction workers
PurposeRepetitive lifting tasks have detrimental effects upon balance control and may contribute toward fall injuries, yet despite this causal linkage, risk factors involved remain elusive. The purpose of this paper is to evaluate the effects of different weights and lifting postures on balance control using simulated repetitive lifting tasks.Design/methodology/approachIn total, 20 healthy male participants underwent balance control assessments before and immediately after a fatiguing repetitive lifting tasks using three different weights in a stoop (ten participants) or a squat (ten participants) lifting posture. Balance control assessments required participants to stand still on a force plate with or without a foam (which simulated an unstable surface) while center of pressure (CoP) displacement parameters on the force plate was measured.FindingsResults reveal that: increased weight (but not lifting posture) significantly increases CoP parameters; stoop and squat lifting postures performed until subjective fatigue induce a similar increase in CoP parameters; and fatigue adversely effected the participant’s balance control on an unstable surface vis-à-vis a stable surface. Findings suggest that repetitive lifting of heavier weights would significantly jeopardize individuals’ balance control on unstable supporting surfaces, which may heighten the risk of falls.Originality/valueThis research offers an entirely new and novel approach to measuring the impact that different lifting weights and postures may have upon worker stability and consequential fall incidents that may arise.
