Politics and trade cooperation in the nineteenth century : the \agreeable customs\ of 1815-1914
This book examines international trade cooperation in 1815-1914. Basing the theoretical analysis on the domestic political economy of states, Pahre develops theories of international cooperation, the spread of trade cooperation, and the effect of trade regimes.

Leadership has long been an important subject in the study of international economic relations. Many scholars give American leadership credit for strong economic growth in western Europe and Japan after World War II. Other scholars have accused leading nations of using their power to the detriment of foreign countries. For example, it is often argued that a failure of both British and American leadership was a cause of the Great Depression of the 1930s.
InLeading Questions, Robert Pahre develops a series of formal models to determine under what conditions leadership will be beneficial or harmful for the international political economy. He begins with a simple model of collective action and then adds leadership, security concerns, cooperation, and multilateral regimes to this basic model. He tests each model against a different historical period between 1815 and 1967.
Pahre's findings challenge conventional wisdom on international leadership. He finds that a leading state harms others when it has many allies but is good for the international political economy when it lacks allies. Leaders are less likely to engage in international cooperation than are other states, but having a leader in the system makes cooperation among follower states more likely. Cooperation by others may cause the leader to join a system of multilateral cooperation.
Pahre presents the technical material in an accessible style. By challenging the conventional interpretations of political economy in several historical periods,Leading Questionswill be of interest not only to political scientists but also to economists and historians.

Endogenous Domestic Institutions in Two-Level Games and Parliamentary Oversight of the European Union

Many scholars argue that domestic politics can tie the hands of diplomats, who can sometimes exploit these constraints for bargaining leverage in international negotiations. The author examines domestic institutions that make such constraints permanent, and thus credible, in a parliamentary system. Existing \"divided government\" theories are unable to explain the pattern of parliamentary constraints that we find because they treat executive preferences as exogenous to the legislature. In the author's model of parliamentary politics, in contrast, parties may constrain the government by forming governing coalitions or establishing effective oversight institutions. This model explains the variation in these oversight mechanisms among the members of the European Union (EU). The most interesting of these is Denmark's system of parliamentary oversight, which the author analyzes in detail. Among the newest members of the EU, analogous institutions are most likely in Sweden and least likely in Austria.

RECONSIDERING NATIONAL PARK INTERPRETATION OF THE GREAT PLAINS AND TRANS-MISSISSIPPI WEST

The National Park Service has generally interpreted its sites in the Great Plains in terms of a Eurocentric narrative of westward expansion. Though some sites are changing (e.g., Little Bighorn), others are not (e.g., Scotts Bluff). Even those sites that have changed still retain important elements of traditional narratives, which often date to the 1930s or to the Mission 66 period (1956—66). The newest sites, such as Washita Battlefield, tell newer stories that resonate well with today's visitors. These provide a model for revising older sites. Giving greater attention to causes and consequences, aiming for a richer mix of disciplinary perspectives, including a wider range of historic and prehistoric peoples, and providing more balance in cases of war or cultural conflict will all improve interpretation. Exploring multiple meanings of resources such as wilderness will bring the National Park Service's practices closer to modern academic literatures. Engaging both controversial histories and modern controversies over policy constitutes good pedagogy and should also be part of updated interpretative programs.

International Cooperation as Interagency Cooperation: Examples from Wildlife and Habitat Preservation

Cooperation between two agencies presents much the same problem whether these agencies are found in different countries or in the same country. This similarity is generally overlooked because the issues over which agencies negotiate often differ—defense and trade policy at the international level, transportation or land use at the domestic level. Demonstrating the analytical similarity of international cooperation to domestic interagency cooperation requires holding issue area constant while allowing interstate and intrastate units to vary. To do this, I focus on cooperation over wildlife and habitat preservation at the domestic and international levels in the US and Canada. I explain this variation in cooperation in a simple theory in which agency goals and certain features of species interact. Variation between successful and unsuccessful cooperation in this issue area is governed solely by characteristics of the species and agency goals in each management unit, and does not depend on whether a problem is “international” or “domestic.” For scholars who think in terms of nation-states interacting in an anarchic international system, this points to a very different unit of analysis. For those who emphasize the domestic politics of international cooperation, this moves us away from executives constrained by legislatures to look at sub-units within each executive.

Fort Davis National Historic Site: An Indian Fort without Indians

National parks are selected as places of national importance, with national meaning. At the same time, the political process that shapes park management is often a local one. This biases park interpretation away from national concerns and toward local ones. The National Park Service's corporate interests and decision-making processes often reinforce the role of local interests except in the rare cases of congressional intervention. A close look at the political environment of Fort Davis National Historic Site, Texas, illustrates these points. Congress mandated the site to interpret westward expansion and its impact on American Indians. It became instead a program of park interpretation based on westward expansion and the role of African-American “Buffalo Soldiers” within it. As a result, Indians have effectively been written out of the story of this “Indian fort.” Interestingly, Native American issues reappear in commercial establishments, both the gift shop in the park and businesses in the town of Fort Davis outside the park. If businesses perceive a demand for information about Native Americans among tourists, presumably there is a similar, unmet demand among the same tourists as they visit the historic site. Given the role of local concerns in park interpretation, national intervention will probably be necessary to provide political support for reinterpreting the site.
