Judicial review by constitutional courts is often presented as a necessary supplement to democracy. This book questions its effectiveness and legitimacy. Drawing on the republican tradition, Richard Bellamy argues that the democratic mechanisms of open elections between competing parties and decision-making by majority rule offer superior and sufficient methods for upholding rights and the rule of law. The absence of popular accountability renders judicial review a form of arbitrary rule which lacks the incentive structure democracy provides to ensure rulers treat the ruled with equal concern and respect. Rights based judicial review undermines the constitutionality of democracy. Its counter-majoritarian bias promotes privileged against unprivileged minorities, while its legalism and focus on individual cases distort public debate. Rather than constraining democracy with written constitutions and greater judicial oversight, attention should be paid to improving democratic processes through such measures as reformed electoral systems and enhanced parliamentary scrutiny.

In recent years, the use of digital twins (DT) to improve maintenance procedures has increased in various industrial sectors (e.g., manufacturing, energy industry, aerospace) but is more limited in the construction industry. However, the operation and maintenance (O&M) phase of a building’s life cycle is the most expensive. Smart buildings already use BIM (Building Information Modeling) for facility management, but they lack the predictive capabilities of DT. On the other hand, the use of extended reality (XR) technologies to improve maintenance operations has been a major topic of academic research in recent years, both through data display and remote collaboration. In this context, this paper focuses on reviewing projects using a combination of these technologies to improve maintenance operations in smart buildings. This review uses a combination of at least three of the terms “Digital Twin”, “Maintenance”, “BIM” and “Extended Reality”. Results show how a BIM can be used to create a DT and how this DT use combined with XR technologies can improve maintenance operations in a smart building. This paper also highlights the challenges for the correct implementation of a BIM-based DT combined with XR devices. An example of use is also proposed using a diagram of the possible interactions between the user, the DT and the application framework during maintenance operations.

Cities worldwide are facing ever-increasing pressure to develop mitigation strategies for all sectors to deal with the impacts of climate change. Cities are expected to house 70% of the world’s population by 2050, and developing related resilient health systems is a significant challenge. Because of their physical nature, cities’ surface temperatures are often substantially higher than that of the surrounding rural areas, generating the so-called Urban Heat Island (UHI) effect. Whilst considerable emphasis has been placed on strategies to mitigate against the UHI-associated negative health effects of heat and pollution in cities, mosquito-borne diseases have largely been ignored. However, the World Health Organization estimates that one of the main consequences of global warming will be an increased burden of mosquito-borne diseases, many of which have an urban facet to their epidemiology and thus the global population exposed to these pathogens will steadily increase. Current health mitigation strategies for heat and pollution, for example, may, however, be detrimental for mosquito-borne diseases. Implementation of multi-sectoral strategies that can benefit many sectors (such as water, labor, and health) do exist or can be envisaged and would enable optimal use of the meagre resources available. Discussion among multi-sectoral stakeholders should be actively encouraged.

As brain and bone disorders represent major health issues worldwide, substantial clinical investigations demonstrated a bidirectional crosstalk on several levels, mechanistically linking both apparently unrelated organs. While multiple stress, mood and neurodegenerative brain disorders are associated with osteoporosis, rare genetic skeletal diseases display impaired brain development and function. Along with brain and bone pathologies, particularly trauma events highlight the strong interaction of both organs. This review summarizes clinical and experimental observations reported for the crosstalk of brain and bone, followed by a detailed overview of their molecular bases. While brain-derived molecules affecting bone include central regulators, transmitters of the sympathetic, parasympathetic and sensory nervous system, bone-derived mediators altering brain function are released from bone cells and the bone marrow. Although the main pathways of the brain-bone crosstalk remain ‘efferent’, signaling from brain to bone, this review emphasizes the emergence of bone as a crucial ‘afferent’ regulator of cerebral development, function and pathophysiology. Therefore, unraveling the physiological and pathological bases of brain-bone interactions revealed promising pharmacologic targets and novel treatment strategies promoting concurrent brain and bone recovery.

Characterizing commercial oil palm expansion in Latin America: land use change and trade

Commodity crop expansion has increased with the globalization of production systems and consumer demand, linking distant socio-ecological systems. Oil palm plantations are expanding in the tropics to satisfy growing oilseed and biofuel markets, and much of this expansion has caused extensive deforestation, especially in Asia. In Latin America, palm oil output has doubled since 2001, and the majority of expansion seems to be occurring on non-forested lands. We used MODIS satellite imagery (250 m resolution) to map current oil palm plantations in Latin America and determined prior land use and land cover (LULC) using high-resolution images in Google Earth. In addition, we compiled trade data to determine where Latin American palm oil flows, in order to better understand the underlying drivers of expansion in the region. Based on a sample of 342 032 ha of oil palm plantations across Latin America, we found that 79% replaced previously intervened lands (e.g. pastures, croplands, bananas), primarily cattle pastures (56%). The remaining 21% came from areas that were classified as woody vegetation (e.g. forests), most notably in the Amazon and the Petén region in northern Guatemala. Latin America is a net exporter of palm oil but the majority of palm oil exports (70%) stayed within the region, with Mexico importing about half. Growth of the oil palm sector may be driven by global factors, but environmental and economic outcomes vary between regions (i.e. Asia and Latin America), within regions (i.e. Colombia and Peru), and within single countries (i.e. Guatemala), suggesting that local conditions are influential. The present trend of oil palm expanding onto previously cleared lands, guided by roundtable certifications programs, provides an opportunity for more sustainable development of the oil palm sector in Latin America.
